Ngayong anibersaryo ng Foundling Recognition and Protection Act, muli nating ipinapaalala ang tatlong pinakamahalagang hakbang upang masiguro ang kaligtasan at karapatan ng bawat batang foundling:

1๏ธโƒฃ Siguraduhing ligtas ang bata.
Ilayo siya sa panganib at panatilihing kalmado ang sitwasyon.

2๏ธโƒฃ Tumawag agad sa awtoridad.
I-report sa barangay, PNP, LGU, o DSWD/NACC para sa agarang pagtugon.

3๏ธโƒฃ Dalhin sa pinakamalapit na ospital.
Kailangang masuri ang bata upang matiyak ang kanyang kalusugan at kaligtasan.

The one-day activity aimed to address illicit adoption and alternative child care processes by promoting awareness within hospitals, since they are among the first points of contact on child birth, a critical stage in determining the best welfare of the child and the birth parents.

NACC RACC Officer-In-Charge Hiyasmin Joy O. Nieva-Rabelas, Social Welfare Officer III and Head of the Placement and Post-Placement Unit (PPPU) Maureen Credo-Agbon, and PPPU Social Welfare Officer II Cristina B. Lagunilla served as the Learning Service Providers (LSPs). They discussed the Republic Act (R.A.) No. 11642 or the Domestic Administrative Adoption and Alternative Child Care Act, Foster Care Programs, R.A. No. 11222 or the Simulated Birth Rectification Act, and the R.A. No. 11767 or the Foundling Recognition and Protection Act. Planning and Policy Development Unit (PPDU) Training Specialist II Noemi Mary A. Dela Cruz facilitated the said activity.

Approximately thirty (30) medical personnels composed of medical doctors, birth attendants, social workers, and nurses joined the orientation. They are from the fourteen (14) provincial and district hospitals of the Province of Pangasinan.

During the visit to the DSWD FO1, NACC Standards, Accreditation, and Monitoring Division (NACC SAMD) Social Welfare Officer IV Jacqueline Duma and Social Welfare Officer I Maria Elizabeth Ponce, together with NACC Regional Alternative Child Care Office (NACC RACCO) I Officer-In-Charge Hiyasmin Joy O. Nieva-Rabelas and Social Welfare Officer III Ryan Alyssa D. Espiritu discussed the objectives of the visit to DSWD FO1 Regional Director Marie Angela S. Gopalan. DSWD Social Welfare Officer III and Standards Section Concurrent Head Lorna P. Rafanan also joined the meeting.

In particular, Duma highlighted the accreditation of Social Welfare Agencies (SWAs) in the region to implement adoption and alternative child care programs, as stipulated in the DSWD Memorandum Circular No. 7 or the Guidelines on the Implementation of Adoption and Alternative Child Care Programs in all Public and Private Residential-Based Social Work Agencies (SWAs) Catering to Children. Duma cited that the preparatory phase that includes orientation and technical assistance to SWAs specifically for the non-compliant facilities, as well as the alignment of the templates to DSWD should be done in order for the facilities to amend their Manual of Operations and comply with the NACCโ€™s Certification of Adoption and Alternative Child Care Programs and Services (CAACCPS) and DSWD accreditation.

Duma also discussed the ongoing initiatives of the SAMD, specifically the drafting of guidelines on the accreditation of the adoption social workers, which will fasten the process of adoption and alternative child care. Director Gopalan stated the need of thorough planning and mechanism, and recommendations to be considered for the improvement of guidelines cognizant to the experiences in the ground, as well as to help the SWAs and its social workers. Duma then stated that the accreditation is in response to the lack of social workers handling AACC, as the guideline will allow private social workers, in which Director Gopalan agreed too.

In addition, Duma also stated that the NACC SAMD together with the DSWD Standards Section has been actively monitoring the turn-around time of cases to avoid aged-out cases. Also, she expressed the possible benchmarking to SWAs for independent living programs and case management protocols in children preparation for independent living, as well as the creation of a case management system that will identify sibling groups across the regions.

The courtesy call is part of the five-day MVTA, with the purpose of strengthening the AACC programs and services to partners in collaboration with the DSWD Standards Section. ๐Ÿ’™๐Ÿ’›โค
