In 1572, Juan de Salcedo, fresh from his conquest of Southern Luzon, was ordered by Miguel Lopez de Legazpi to explore the Northern Luzon and “pacify the people in it” (this is according to Mendoza-Corte in the book Pangasinan: 1572-1800). On June of that year, Miguel Lopez de Legazpi landed at Atuley (now known as Bauang) before he headed to Purao (now Balaoan). He found the natives friendly but

did not establish settlements. It was the Augustinian friars that built towns along the coast and converted the residents to Christians. The region became a base for the Spanish colonizers to exploit the gold mines in the uplands. Bauang was a pre-colonial settlement in the country that became one of the first missions organized by the Augustinians in Northern Luzon. It used to belong to the federation of towns and settlements jointly known as “Baratao, Buratao and Balitao”. In 1587, Bauang became the center of the “ministerio” of Baratao and was first placed under the patronage of Sts. Peter and Paul. Miguel Sano, an Augustinian missionary, was the first priest of the Parish of the Chair of St. Peter which was later on reverted to its historical titular Saints Peter and Paul.

426 years ago, on January 5 year 1586, the Parish of Bauang under the patronage of Sts. Peter and Paul was created according to the accounts of Fr. Gaspar de San Agustin, an Augustinian Chronicler. It was also of the same year that our town was accepted “as a house of the Order” and was later on confirmed in 1590 according to Fr. Pedro Galende, O.S.A. in Libro de Gobierno del Santissimo Nombre de Jesus de Filipinas at the Augustinian Archives in Spain. It was officially recognized as a town in 1765 as part of the province of Pangasinan with Don Francisco delos Reyes as its first gobernadorcillo. There are a few versions of how our town got its name. First, from “bua” or betel nut which was in abundance at the site (now Barangay Nagrebcan) where the old Spanish Church was built. Another and more popular is the Ilocano term for garlic that was also in abundance when the Spaniards came. The third version came from the word “buang” which means “river split into two,” before flowing into the sea. As it is, the Bauang is split into two by a delta. Like other towns in the province, Bauang also had its share in the devastating invasions of Moro pirates. In the stillness of the night, they would swoop upon the town without any warning, killing people and kidnapping women and children only to be sold into slavery. They stole cattle, looted the town and broke into the church and robbed it of its silver and gold. These invasions gave rise to the construction of watchtowers, locally known as balaurte, by then Gobernadorcillo Don Juan Mallare along the coast and at the mouth of the Bauang River. These watchtowers served as fortress against the invading pirates. It was also utilized as a refuge for the inhabitants who had no time to flee to the hills whenever the pirates were sighted. Bauang was part of the dozen towns that originally formed La Union which includes Sto. Tomas, Agoo, Aringay, Caba, Naguilian, San Fernando, San Juan, and Bacnotan from the province of Pangasinan and Purao (now Bangar), Namacpacan (now Luna) and Balaoan from Ilocos Sur in 1850. During the later part of 1890, Bauang residents succeeded in wrestling the town from the tyrannical administration of the Spaniards after fierce and bloody encounters between the “cazadores” (Spanish soldiers) and the “revolucionarios” (Filipinos). The revolucionarios were led separately by Remigio Patacsil and Mauro Ortiz. In 1913, some barrios of Bauang were assigned to San Fernando namely: Pagudpud, Pagdalagan, Sevilla, Bungro, Tanquigan, and Siboan-Otong. During the Japanese occupation, many unknown and unsung sons of Bauang fought gallantly and spilled their precious blood on the beaches of the town, Lingayen Gulf, Bataan, and Corregidor in defense of freedom. Majority of the youth joined the underground movement. They enlisted in various regiments of the United States Armed Forces in the Philippines (USFIP-NL) without any promise of reward or remuneration. Among the many who were executed by the Japanese were Manuel Arguilla, a poet and journalist, and Major Alberto Fenit of the USAFFE. They met their death at the dungeons of Fort Santiago. Many continued the fight with gallantry and valor in the mountains of Bessang Pass until the country was liberated from the Japanese oppressors. In the early 70's Bauang earned the appelation as the Beach Capital of the Philippines because of the calm water, fine sand and languidly swaying coconut trees along shoreline of Baccuit Sur to Pagdalagan Sur. Bauang is also famous for its grapes and guapples grown in barangays Payocpoc Sur, Santiago, Bagbag and Urayong. The grapes industry is an additional income for farmers among the residents in these barangay until imported varieties came in.

The Municipality of Bauang, under the leadership of Mayor Ma. Clarissa “Manang B**g” T. Lee, through the Municipal Nutrition Action Office headed by Ms. Maria Adelfa Fontz, hosted the Meeting of Barangay Nutrition Scholar (BNS) Federation Presidents and Municipal Outstanding Barangay Nutrition Scholars on May 29, 2026, at Farmers’ Hall, Municipal Building.

The activity gathered thirty-five (35) Barangay Nutrition Scholars from the different municipalities and the City of La Union, aiming to strengthen coordination among BNS leaders and enhance their knowledge on nutrition-related concerns and administrative matters.

During the meeting, Ms. Jennie Apilas, Nutrition Officer III of the Provincial Government of La Union (PGLU), presented the ranking of barangays per municipality in terms of stunting, wasting, and overweight prevalence. The discussion highlighted the importance of sustained monitoring and the continuous implementation of nutrition programs in the barangays to address malnutrition concerns effectively.

Meanwhile, EnP Neil M. Floresca from the Office of Board Member Ruperto Rillera, Jr. discussed proper documentation procedures and emphasized the importance of accurate and timely submission of reports and supporting documents.

Provincial Treasurer Janet Molina also discussed the requirements for acquiring Landbank ATM accounts, which will be utilized by the Provincial Government of La Union for the release of the quarterly honorarium of Barangay Nutrition Scholars.

The activity served as a venue for updating and guiding participating BNS members on nutrition status monitoring, documentation practices, and the implementation of the new honorarium release system through Landbank ATM accounts.

The Municipality of Bauang has successfully passed its 1st Surveillance Audit under BS EN ISO 9001:2015, marking another significant milestone in its continuing pursuit of quality governance and improved public service delivery. The auditing body has likewise recommended the continuation of the Municipality’s certification, affirming its sustained compliance with international quality management standards.

The surveillance audit was conducted on May 25, 2026 at Farmers’ Hall, Municipal Building, by auditors from NQA, led by Ms. Gilda V. Ramos, together with Lead Auditor Ms. Rhoda Vi B. De Mesa. The assessment focused on evaluating the effectiveness of the Municipality’s Quality Management System, ensuring that established processes remain compliant, consistent, and continuously improved in accordance with ISO 9001:2015 requirements.

The activity was supported by key local officials led by Mayor Ma. Clarissa “Manang B**g” T. Lee and Vice Mayor Tanya Roberta A. De Guzman, together with Sangguniang Bayan Members SBM Ryan Andre M. Estigoy, SBM Donny Ceazar D. Baradi, and SBM Bonifacio A. Malinao Jr. Also involved were department heads, members of the Internal Quality Audit (IQA) Team, and designated focal persons who played key roles in presenting documentation and ensuring the smooth conduct of the audit process.

The successful audit outcome reflects the Municipality’s sustained commitment to institutional excellence, transparency, and efficiency in public service delivery. It also highlights the continued strengthening of internal systems and procedures aimed at improving service quality and responsiveness to the needs of Bauang constituents.

With the recommendation for continued certification, the Municipality of Bauang reinforces its standing as a local government unit dedicated to uphold global standards in governance while continuously striving for better, more efficient, and more citizen-centered public service.

𝐋𝐎𝐎𝐊: The Municipality of Bauang successfully conducted a Turn-over Ceremony of weighing scales for ten (10) barangays as part of its continuing efforts to strengthen community-based health and nutrition programs.

Joining the activity were Mayor Ma. Clarissa “Manang B**g” T. Lee, Vice Mayor Tanya Roberta A. De Guzman, and SBM Ryan Andre M. Estigoy. The distribution was successfully held at the Rural Health Unit (RHU) in coordination with the Municipal Nutrition Action Office (MNAO) headed by Ms. Maria Adelfa Fontz.

The initiative aims to enhance the capacity of barangays in monitoring the health and nutritional status of residents, particularly children, and further improve the implementation of health and nutrition programs at the community level.

The Municipal Development Council (MDC) Full-Council Meeting was held on May 21, 2026 at Farmers’ Hall, Municipal Building, bringing together various stakeholders to deliberate and approve the Annual Investment Program (AIP) of the Municipality of Bauang for Fiscal Year 2027.

Mayor Ma. Clarissa “Manang B**g” T. Lee, MDC Chairperson, presided over the meeting together with Vice Mayor Tanya Roberta A. De Guzman, MDC Vice-Chairperson; SBM Gabriel A. Sotto, Chairperson of the Committee on Appropriations; SBM Angelo S. Aquino; Municipal Administrator Ronald O. Lee; Ms. Marites Mondina of the Municipal Budget Office (MBO); Jermae Lien L. Estolas of the Municipal Disaster Risk Reduction and Management Office (MDRRMO); Ms. Marlita Biason, GAD Focal Person; Gian Troy Gapasin from the Office of the Municipal Accountant; and 48 other MDC members.

The MDC Full-Council Meeting served as a venue for discussions on key development concerns and initiatives aimed at strengthening the municipality’s growth and progress. Several Punong Barangays and Civil Society Organization (CSO) representatives also raised pressing issues and concerns affecting their respective sectors and communities.

The activity underscored the importance of collaboration and coordinated planning among local officials and stakeholders in ensuring the effective implementation of programs and development initiatives for the benefit of the people of Bauang.

The Municipal Government of Bauang, under the leadership of Mayor Ma. Clarissa “Manang B**g” T. Lee and Vice Mayor Tanya Roberta A. De Guzman successfully brought the GABAY (Gobyernong Abot ang Barangay) Program to Barangay Bawanta today, May 21, 2026.

Residents benefited from a wide range of on-the-spot services, including free medical consultations, dental, medicines, Local Civil Registry assistance, BPLO and Treasury transactions, assessor services, Engineering and MENRO services, OSCA assistance, and legal services provided by the Public Attorney’s Office (PAO). The activity also featured Libreng Gupit from PNP Bauang Police, Philippine Statistics Authority (PSA) Update for National ID, as well as anti-rabies vaccination and deworming for pets, distribution of livestock, vitamins, vegetable seeds, and food packs.

Mayor Manang B**g Lee & Vice Mayor De Guzman delivered inspirational messages to the community. They were joined by Sangguniang Bayan Members, Raymund C. Ganaden, Ryan Andre M. Estigoy, Donny Ceazar D. Baradi, and Bonifacio A. Malinao Jr., as well as by various partner agencies.

Through GABAY, the Municipality of Bauang continues to bring essential government services closer to every barangay—strengthening accessibility and reaffirming its commitment to Mahusay na Serbisyong Bauangeño para sa Lahat.
