Barangay Tongtongan gathered its Barangay Captains for a meaningful day of learning, dialogue, and collaboration focused on strengthening barangay governance, financial management, and development planning.

The activity featured inspirational messages from the MLGOO, Municipal Vice Mayor, and Municipal Mayor, highlighting the shared responsibility of local leaders in serving their communities.

Key discussions were facilitated by the Municipal Budget Office, Municipal Planning and Development Office (MPDO), and Municipal Engineering Office, covering the barangay budget situation and financial operations, aligning barangay priorities with the FY 2027 Budget, and providing updates on infrastructure projects.

The activity also featured the ABC Dialogue, initiated by Hon. Alfonso A. Ligos Jr., President of the Liga ng mga Barangay, providing an avenue to discuss common issues, concerns, and matters affecting the barangays.

More than a gathering, Barangay Tongtongan served as a venue for strengthening coordination, promoting responsible governance, and working together toward responsive and sustainable barangay development. 🤝🏘️📊

Technical Budget Hearing

The Municipality of Bauko successfully conducted its Technical Budget Hearing for FY 2027 on August 13, 2026, at the Liga Hall, Liga Building.

The activity brought together elected officials, municipal office/ department heads and/or their representatives, Civil Society Organizations (CSOs), and representatives from partner National Government Agencies (NGAs) in a collaborative discussion on the municipality’s fiscal priorities and development directions.

The hearing highlighted the "Leadership, Direction, and Priorities for FY 2027", "Presentation of the FY 2027 Consolidated Budget Proposal, and the "FY 2027 Budget Road Map", emphasizing the alignment of priorities, available resources, and the municipality’s fiscal capacity.

Through this platform, the Municipality continues to promote transparency, participation, fiscal responsibility, and collective commitment in shaping a responsive and development-oriented FY 2027 budget.

Barangay Budget Forum 2026
July 9, 2026

The Municipal Budget Office successfully conducted the Barangay Budget Forum, attended by the Punong Barangays and their representatives, Barangay Treasurers, Barangay Secretaries, and CSO Representatives.

The discussions focused on the CY 2027 Budget Preparation Guidelines and the latest DBM issuances on local budgeting, the budgeting framework and budget process for barangays, common errors in budget preparation, and the status of the FY 2026 Annual Budget.

Participants also had the opportunity to raise concerns, seek clarifications, and exchange insights during the open forum, promoting a better understanding of budget policies and procedures.

Interactive team-building exercises were also conducted to help participants feel comfortable, encourage active participation, and foster a positive and engaging learning environment throughout the forum.

Through activities such as this, the Municipal Budget Office continues to strengthen the capacity of barangay officials and personnel in preparing responsive, compliant, and accountable budgets for the benefit of their respective communities.

LGU-Bauko successfully conducted its Municipal Budget Forum on July 8, 2026, beginning with a fun and engaging activity to energize participants and encourage active participation.

Representatives from the different municipal departments/offices and national government agencies took part in the forum.

The forum featured discussios on:
• CY 2027 Budget Call at a Glance and the latest DBM Issuances on Local Budgeting
• Status of Financial Operations of each department as of June 30, 2026
• Concerns, updates, and clarifications to support a more coordinated and effective budget preparation process.

The forum also reaffirmed the Municipality's commitment to its ASENSO 2.0 RTA banner program by promoting sound fiscal management, collaboration, and strategic planning in the preparation of the FY 2027 budget.
Together, we continue working toward responsive, transparent, and sustainable local governance for the benefit of the community.

2️⃣0️⃣2️⃣6️⃣ALBA-CAR Convention🌸

The Association of Local Budget Administrators–Cordillera Administrative Region (ALBA-CAR), hosted by Mountain Province, successfully held its Annual Convention at The Sagada Hotel on January 28–30, 2026.

With the theme “Stronger Together: Fostering Integrity, Resilience, and Mental Wellness among Public Finance Practitioners,” the convention highlighted that ethical governance and sound public financial management go beyond technical competence. It emphasized the importance of well-being, integrity, and collective support among practitioners in building transparent, accountable, and sustainable public service. By nurturing a supportive environment, institutions can develop professionals who are principled, mentally healthy, and resilient.

The three-day convention featured five learning sessions:
🟣Session 1: Values Strengthening, Reflection, and Personal Renewal
🟣Session 2: Strengthening Resilience and Mental Wellness for Effective PFM practitioners
🟣Session 3: DBM Updates and Public Financial Management Matters
Procurement Planning and Updated PPMP Form

🟣Session 5: Economic Development Benchmarking within the Municipality of Sagada

Another highlight of the event was the Social Night, titled “Moves and Melodies - A Night to Remember,” which fostered camaraderie and strengthened bonds among participants through music, dance, and shared celebration.

₱500 Lunch Challenge 🍽️💸
Motivated by the viral “₱500 Noche Buena” post from DTI, the Municipal Budget Office accepted the challenge—not just for fun, but to showcase our role as Budget Officers in practicing realistic, practical, and efficient budgeting.

Through this activity, we hope to inspire the public that good meals don’t always need big budgets—just good planning. It also became a moment of togetherness and teamwork, as we bonded while planning, preparing, cooking, and even washing up after the meal.
