READ | DILG streamlines foreign travel authority process for local officials, personnel

The Department of the Interior and Local Government (DILG) has restructured the approval of foreign travel requests of local government officials and employees following a Malacañang directive authorizing the DILG Secretary to further delegate such authority.

Administrative Order No. 47, s. 2026 authorizes the DILG Secretary to further delegate the approval of foreign travel requests of local officials and employees. Previously, the authority delegated by the President rested with the DILG Secretary.

Under DILG Circular No. 2026-017, the Secretary remains the approving authority for all official and unofficial foreign travel of Provincial Governors, Highly Urbanized City and Independent Component City (HUC/ICC) Mayors, and the Municipal Mayor of Pateros.

The Secretary will also approve foreign travel of provincial, city, and municipal elective officials when the trip exceeds three months or takes place during an emergency or crisis.

For official trips of three months or less and when there is no emergency or crisis, DILG Regional Directors are authorized to approve the foreign travel of provincial, city, and municipal elective officials.
Regional Directors will also act on official and unofficial foreign travel requests of appointive officials and employees of the same local governments when the trip exceeds three months or occurs during an emergency or crisis.

For barangays in component cities and municipalities, DILG Provincial Directors are authorized to approve official and unofficial foreign travel of elective and appointive officials when the trip exceeds three months or takes place during an emergency or crisis. For barangays in HUCs and ICCs, such requests will be acted upon by the DILG City Director.

The revised approval mechanism took effect on September 7, 2026.
The DILG continues to process applications through its Foreign Travel Authority Online System (FTA OS), where applicants may submit the required documents electronically.

The new mechanism decentralizes the processing of certain foreign travel requests while retaining the Secretary’s approval authority over specified local officials and travel circumstances.

led by the Department of the Interior and Local Government (DILG) and representatives from the Municipal Accounting Office, Municipal Treasurer's Office (MTO), Local Youth Development Office (LYDO) and Civil Society Organization (CSO). The initial inventory of Barangay Properties, Financial Records, and Documents (BPFRDs) was successfully conducted in Barangay Masaya and Barangay San Nicolas.
Promoting Transparency and Accountability: It ensures that all barangay assets, properties, and financial records are properly accounted for, documented, and transparent to the public.
Ensuring a Smooth Transition: It provides an accurate baseline of barangay properties and finances, which is especially crucial during the transition of barangay officials to prevent the loss, misuse, or unaccounted transfer of public resources.

8th Regional Oversight Committee on Barangay Drug Clearing (ROCBDC) Deliberation
On August 25, 2026.

The Regional Oversight Committee on Barangay Drug Clearing (ROCBDC) conducted its 8th Regional Oversight Committee on Barangay Drug Clearing Deliberation via Google Meet.

The deliberation was held from 9:00 AM to 4:00 PM and focused on the assessment and validation of barangays seeking recognition as drug-cleared areas.

Among the barangays deliberated upon during the said activity were Barangay Sto. Domingo and Barangay Maitim, both located in the Municipality of Bay, Laguna.

At approximately 3:30 PM, after the presentation, evaluation, and deliberation of the required documents and accomplishments of the two barangays, the ROCBDC officially declared Barangay Sto. Domingo and Barangay Maitim as Drug-Cleared Barangays.

Significance of the Deliberation
The ROCBDC deliberation is an important mechanism in ensuring that the declaration of a barangay as drug-cleared is based on established standards, proper documentation, and the fulfillment of the requirements under the Barangay Drug Clearing Program.

The declaration of Barangay Sto. Domingo and Barangay Maitim as Drug-Cleared Barangays is a significant achievement for the Municipality of Bay, Laguna. It reflects the sustained efforts and commitment of the barangay officials, Barangay Anti-Drug Abuse Council (BADAC), Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA),MHO, MSWD, DILG, and other concerned stakeholders.

This accomplishment also demonstrates the importance of inter-agency coordination, community participation, continuous monitoring, and implementation of anti-drug programs at the barangay level.

Isang makabuluhang araw ng pagkatuto, pagpapalakas ng kakayahan, at pagpaplano para sa mga miyembro ng Sangguniang Bayan sa pagsisimula ng Legislative Capacity Enhancement and Strategic Planning Workshop.

Para sa unang araw ng workshop, tampok ang paksa na “Effective Legislative Sessions Management and Parliamentary Procedures,” na naglalayong higit na mapahusay ang kaalaman at kasanayan sa maayos na pamamahala ng sesyon, wastong proseso ng deliberasyon, parliamentary procedures, at epektibong pagsasagawa ng mga gawaing lehislatibo.

Naging tagapagsalita para sa mahalagang talakayang ito sina MLGOO Ng Bay, Laguna G. JAYSON L. CHAVEZ at MLGOO Ng Lobo, Batangas G. BRIAN B. BALLON na nagbahagi ng kanilang kaalaman at karanasan upang makatulong sa pagpapalakas ng legislative competence ng mga kalahok.

Groundbreaking Ceremony – Construction of the New Multi-Purpose Building at Dila Evacuation Center

Sa pangunguna ng ating Punong Bayan Kgg. Michael M. Punzalan, matagumpay na isinagawa ang Groundbreaking Ceremony para sa pagpapatayo ng isang multi-purpose building sa Dila Evacuation Center—isang makabuluhang hakbang tungo sa pagkakaroon ng mas ligtas, mas maayos, at mas handang komunidad sa panahon ng sakuna at iba’t-ibang emerhensya.

Ang proyektong ito ay hindi lamang pagtatayo ng isang gusali. Ito ay isang kongkretong pagpapakita ng malasakit at responsableng pamamahala na naglalayong mabigyan ang ating mga mamamayan ng ligtas, maayos, at maaasahang lugar na kanilang mapupuntahan sa oras ng pangangailangan.

Ang nasabing gusali ay magsisilbing mahalagang bahagi ng ating disaster preparedness and response effort—isang pasilidad na magbibigay ng proteksyon, seguridad at kaginhawahan sa mga pamilyang maaaring maapektuhan ng kalamidad.
Higit sa lahat, ang proyektong ito ay simbolo ng pagkakaisa at sama-samang pagkilos para sa kapakanan ng bawat mamamayan. Ito ay hindi lamang para sa kasalukuyan, kundi para rin sa mas ligtas at mas matatag na kinabukasan ng ating komunidad.

Taglay ang tunay na malasakit sa paglilingkod, patuloy na isinusulong Ng ating Punong Bayan ang mga proyektong may pangmatagalang pakinabang at direktang naglalayong protektahan ang buhay, kabuhayan, at kapakanan ng ating mga kababayan.
Isang hakbang para sa kaligtasan. Isang magandang proyekto para sa kinabukasan. Isang matatag na komunidad para sa mga Bayeños.

Kaayusan Ng ikatlong pagpupulong na pinangunahan ng ating Punong Bayan Kgg. Michael M. Punzalan kasama ang Kagawaran ng Interyor at Pamahalaang Lokal bilang kalihim.
Ang pangunahing layunin ng pagpupulong na ito ay pagtutulungan at koordinasyon. Nagsama-sama dito ang mga opisyal ng lokal na pamahalaan, Pambayang Lupon ng Kaayusan at Katahimikan, Konseho Laban sa Ilegal na Droga, mga pulis, Kawanihan ng Pamatay-Sunog, mga lider ng komunidad at mga organisasyon ng lipunang sibil upang talakayin, planuhin at tugunan ang mga isyu tungkol sa kaligtasan, seguridad, kapayapaan at ilegal na droga sa loob ng munisipalidad.
Layunin din nitong mapalakas ang kooperasyon at ugnayan ng bawat sektor upang makabuo ng mga kongkretong hakbang at solusyon para sa isang mas ligtas, maayos at mapayapang komunidad.
