World Environment Day 2026: CENRO Leads Coastal Clean-Up Drive from New Paonay to Pasil Boulevard

In celebration of World Environment Day 2026, the City Environment and Natural Resources Office (CENRO) of Bayawan City, spearheaded a coastal clean-up drive along the shoreline stretching from New Paonay to Pasil Boulevard.

The activity brought together CENRO personnel in a unified effort to protect and preserve Bayawan City's coastal environment. Equipped with gloves, garbage sacks, and other cleaning tools, participants collected plastic waste, discarded fishing materials, styrofoam, and various forms of debris accumulated along the beachfront and waterways.

This initiative not only improved the cleanliness and beauty of the coastal area but also contributed to the prevention of marine pollution and the protection of local marine ecosystems. It further served as a reminder of the importance of environmental stewardship and responsible waste management in safeguarding our natural resources. As part of the observance of World Environment Day, the activity highlighted the collective responsibility of every citizen in caring for the environment and promoting sustainable practices within the community.

In observance of World Environment Day, the Local Government Unit (LGU) of Bayawan City successfully conducted a tree-planting and tree-growing activity at Sitio Apanangon, Barangay Minaba.

This initiative was spearheaded by the City Environment and Natural Resources Office (CENRO) through its Forest Management Unit, in collaboration with the ACE Medical Center Bayawan. This activity serves as a reminder that protecting and nurturing our environment is a shared commitment, one that sustains both our present communities and the generations to come.

Environmental preservation cannot be achieved by a single sector alone. It is through working hand in hand, our efforts and taking collective responsibility for our natural resources, we ensure a healthier, greener, and more sustainable future for the City of Bayawan.

Deputized SWM Enforcers Discover Illegally Dumped Waste in Sitio Baco, Nangka

City of Bayawan, Negros Oriental – May 11, 2026 – Deputized Solid Waste Management (SWM) enforcers from the Local Government Unit (LGU) of City of Bayawan conducted a routine monitoring operation and discovered illegally dumped solid waste in three separate locations within Sitio Baco, Barangay Nangka.

During the inspection team’s patrol, significant piles of unsegregated waste were found scattered along accessible areas of the sitio. Upon assessment, the materials were identified as primarily food packaging, empty containers, and similar residues—strongly indicating that the waste originated from commercial activities, specifically businesses engaged in the repacking and distribution of food items.

This improper disposal and failure to segregate waste constitute direct violations of Ordinance No. 63, Series of 2005, the local solid waste management code of City of Bayawan, as well as Republic Act 9003, or the “Ecological Solid Waste Management Act of 2000,” the national law mandating proper segregation, collection, and disposal of garbage to protect public health and the environment.

Under these regulations, all establishments, households, and entities are required to separate waste at the source and dispose of it only at designated facilities. Dumping of unsegregated waste in unauthorized areas is strictly prohibited and carries corresponding penalties, including fines and possible closure of erring businesses.

Currently, the SWM Enforcers are actively gathering evidence and conducting further investigation to establish the exact identity and location of the owner or entity responsible for the dumped garbage. Once identified, the concerned parties will be issued citation tickets and required to appear before the proper LGU committee to answer for the violation.

The City of Bayawan LGU reminds all residents and business owners that strict enforcement of waste management laws continues to be a priority, as part of the city’s commitment to a cleaner, safer, and more sustainable community. Residents are also encouraged to report any illegal dumping activities immediately to the local authorities.

DENR-EMB, MGB CONDUCT MONITORING AT BAYAWAN LANDFILL; BFP-BAYAWAN PRESENTS FIRE CONTINGENCY INPUTS

BAYAWAN CITY, Negros Oriental – The Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB) and the Mines and Geosciences Bureau (MGB) of Negros Island Region (NIR) conducted a compliance monitoring activity at the Bayawan City Waste Management and Ecology Center (BCWMEC) on May 5, 2026, in Sitio Omod, Barangay Maninihon.

The monitoring was spearheaded by EMB Provincial Environmental Management Officer (PEMO) Anthony Lloyd Patrimonio. Also present were personnel from the Bureau of Fire Protection (BFP) - Bayawan City Fire Station to provide technical suggestions for the formulation of a Fire Contingency Plan for the sanitary landfill facility.

During the activity, the monitoring team noted that Bayawan City’s sanitary landfill is situated in an ideal location due to its accessibility for fire trucks, waste collection vehicles and monitoring teams, while still maintaining adequate distance from residential areas and water bodies.

It was also highlighted that the BCWMEC has recorded zero fire incidents since its operation, a testament to the facility’s current management practices. However, Mr. Patrimonio emphasized the importance of proactive planning, stating that all Local Government Units (LGUs) are mandated to submit updated Contingency Plans to address potential emergencies, including landfill fires.

The activity concluded with a commitment from BCWMEC to incorporate BFP’s recommendations and finalize its Fire Contingency Plan for submission to EMB.
