Strengthening inter-agency coordination for peace, order, and public safety, SJO4 Mark Anthony B. Cabojoc, Warden of the BJMP Baybay City District Jail, paid a courtesy visit to the DILG Baybay City Office and met with newly assigned City Local Government Operations Officer (CLGOO) Jessica J. Josol and LGOO II Shonalle D. Ballon.

The courtesy visit provided an opportunity to reinforce the partnership between the DILG and BJMP and discuss matters of mutual concern involving jail management, public safety, and the welfare and rehabilitation of persons deprived of liberty (PDLs). The DILG Baybay City Office welcomed the visit and expressed its continued commitment to strengthening coordination with BJMP and other local stakeholders in promoting responsive, effective, and collaborative local governance.

The DILG Baybay City Office, through CLGOO Jessica J. Josol and LGOO II Shonalle D. Ballon, conducted the Local Legislative Awards (LLA) Assessment of the Sangguniang Panlungsod of Baybay City. The activity aimed to assess the performance of the local legislative body based on the prescribed LLA criteria and indicators, particularly in the effective discharge of its legislative functions and its contribution to responsive and effective local governance.

During the assessment, SP Secretary Atty. Vivian E. Vidallon and the SP staff were present and facilitated the presentation of the required documents and Means of Verification (MOVs). The submitted records and supporting documents were reviewed and validated to determine compliance with the assessment requirements and to document the accomplishments and legislative practices of the Sangguniang Panlungsod.

The conduct of the LLA Assessment underscores the importance of a strong and responsive local legislative body in advancing good governance and addressing the needs and development priorities of the community. Through the assessment, the DILG Baybay City Office continues to provide technical assistance and promote improved legislative processes, proper documentation, transparency, and accountability toward stronger and more effective local governance in Baybay City.

The Department of the Interior and Local Government (DILG) Baybay City, represented by City Local Government Operations Officer (CLGOO) Jessica J. Josol and Local Government Operations Officer (LGOO) II Shonalle D. Ballon, actively participated in the DILG Leyte Mid-Year Planning and Assessment cm Retooled Community Support Program (RCSP) Accomplishment Review and Second Semester Performance Enhancement Activity held on July 27–28, 2026 at PS Palm Villa Resort, San Joaquin, Palo, Leyte.

The two-day activity served as a venue for assessing the Provincial Office's first semester accomplishments, reviewing RCSP implementation, aligning targets for the remaining months of the year, and strengthening the commitment of DILG personnel towards achieving organizational goals and delivering quality public service.

During the event, DILG Leyte Cluster 3, composed of the municipalities and city of the 4th and 5th Congressional Districts of Leyte, including Baybay City, was recognized as the Best Cluster for the Month of June 2026 and Best Cluster for the Second Quarter of 2026. The recognition highlights the cluster's exemplary performance, collaborative efforts, and unwavering commitment to excellence in the implementation of DILG programs, projects, and activities.

The achievement reflects the dedication and collective hard work of the Cluster 3 field offices in advancing good local governance and delivering responsive, efficient, and people-centered public service across their respective local government units.

The Department of the Interior and Local Government (DILG) Baybay City, through City Local Government Operations Officer (CLGOO) Jessica J. Josol, participated in the Management Committee (ManCom) Meeting of the City Government of Baybay to discuss updates on the 2026 Regional Local Governance Champions (RLGC) assessment indicators and identify priority areas for improvement.

During the meeting, CLGOO Josol presented the newly introduced 2026 RLGC indicators, highlighting the importance of aligning the City's programs, policies, and governance initiatives with the updated assessment framework. She also discussed the key performance areas where the City Government can further strengthen its compliance and institutional performance to achieve better assessment results.

The discussion provided City officials and department heads with valuable insights into the evolving governance standards and reinforced the need for a whole-of-government approach in addressing identified gaps. The meeting also served as a venue to encourage proactive planning, effective coordination, and sustained collaboration among offices to ensure the timely implementation of programs and compliance with national standards.

The DILG Baybay City Office City Local Government Operations Officer (CLGOO) Jessica J. Josol and Local Government Operations Officer II (LGOO II) Shonalle D. Ballon, paid a courtesy appearance before the Sangguniang Panlungsod of Baybay City, headed by Vice Mayor Ernesto M. Butawan. During the meeting, CLGOO Josol and LGOO II Ballon formally introduced themselves and reaffirmed the Department's commitment to fostering a strong partnership with the City's legislative body in promoting good local governance.

A major highlight of the engagement was the discussion on the Local Legislative Awards (LLA), the DILG's premier recognition program that honors exemplary legislative performance among local sanggunians. CLGOO Josol presented the LLA assessment criteria, documentary requirements, timelines, and priority legislative measures anchored on relevant DILG issuances and national government policies. They also discussed strategies to strengthen legislative documentation, improve compliance with the award indicators, and encourage the passage of responsive ordinances that address the evolving needs of the community while contributing to the City's readiness for the LLA assessment.

Vice Mayor Ernesto M. Butawan and the members of the Sangguniang Panlungsod warmly welcomed CLGOO Jessica J. Josol and LGOO II Shonalle D. Ballon and expressed their appreciation for the DILG's continued technical guidance and support. The DILG Baybay City Office conducted a site visit to Barangay Poblacion Zone 20 as part of its continuing technical assistance and monitoring activities in preparation for the upcoming National Validation of the Lupong Tagapamayapa Incentives Awards (LTIA). The visit focused on assessing the barangay's readiness, reviewing documentary and physical requirements, and providing guidance to further strengthen its compliance with the LTIA assessment criteria. As a three-time national contender vying for the Hall of Fame Award, Poblacion Zone 20 remains committed to showcasing its exemplary Katarungang Pambarangay practices through the collaborative efforts of the barangay officials, DILG, and partner stakeholders.

The Department of the Interior and Local Government (DILG) Baybay City Office conducted a coordination visit to the Office of the Secretary to the Sangguniang Panlungsod of Baybay City and met with Sangguniang Panlungsod Secretary Atty. Vivian E. Vidallon to discuss preparations for the Local Legislative Award (LLA). The meeting focused on the legislative requirements and activities necessary to support the City's participation in the award.

During the coordination, the DILG Baybay City Office also presented proposed ordinances anchored on relevant DILG Memorandum Circulars and other policy issuances for the consideration of the Sangguniang Panlungsod. The Department of the Interior and Local Government (DILG) Region VIII warmly congratulates all 4,365 Barangay Peace and Order Committees (BPOCs) across Eastern Visayas for being rated as "Compliant" in the 2026 Barangay Peace and Order Committee Assessment, marking a 100% regional compliance rate and affirming the functionality of peace and order mechanisms in every barangay.

The assessment measures the functionality of BPOCs in implementing policies, programs, and institutional mechanisms that promote public safety, crime prevention, conflict management, and peace and order at the community level. The region-wide compliance reflects the sustained commitment of barangay officials, local government units, law enforcement agencies, and community stakeholders in strengthening grassroots governance and ensuring safer, more secure communities.

DILG 8 Regional Director Arnel M. Agabe lauded this milestone, emphasizing that true peace and development begin at the barangay level. He urged local leaders and committee members to sustain this momentum, ensuring that the foundations of public order and safety remain institutionalized, responsive, and felt by every citizen.

Furthermore, he also emphasized that achieving full compliance is more than a performance milestone—it is a testament to the region's collective commitment to effective local governance and safer communities.

"Achieving 100% compliance is not simply about meeting an assessment indicator. It reflects our shared commitment to institutionalizing peace and order at the grassroots level. Every functional Barangay Peace and Order Committee strengthens our capacity to prevent crime, respond to community concerns, and build safer, more resilient communities. Our challenge now is to sustain these gains and ensure that every BPOC remains proactive, responsive, and truly felt by every Filipino it serves." said Director Agabe.

Director Agabe likewise commended the collective efforts of barangay officials, BPOC members, local chief executives, Philippine National Police personnel, partner agencies, and DILG field officers whose continued collaboration and commitment made the region-wide achievement possible. He encouraged all stakeholders to sustain and further strengthen the gains by continuously enhancing the capacity and responsiveness of BPOCs in addressing emerging peace and security challenges.

The achievement demonstrates that every barangay in Eastern Visayas has established and maintained the standards of a functional Barangay Peace and Order Committee, reinforcing the critical role of barangays as the frontline of governance, public safety, and community resilience.

As DILG Region VIII continues to promote excellence in local governance, the Department remains committed to providing technical assistance, capacity development, and performance monitoring to ensure that compliance translates into responsive governance, effective peace and order initiatives, and better quality of life for every Filipino in Eastern Visayas.
