PUBLIC ADVISORY

The Municipal Government of Bayog hereby announces the suspension of classes in all elementary and secondary schools in the Municipality of Bayog today, August 18, 2026, due to the continuous rainfall experienced since earlier this morning.

This suspension is being implemented as a precautionary measure to ensure the safety and well-being of all learners, particularly due to the possible risks brought about by the prevailing weather conditions.

All concerned schools are advised to follow the applicable Executive Order and strictly observe the prescribed guidelines on the suspension of classes.

Meanwhile, all Punong Barangays, Barangay Officials, and Barangay Functionaries are hereby advised to remain on alert and actively monitor the situation within their respective areas, especially for possible flooding, landslides, rising water levels, and other hazards that may arise due to the continuous rainfall.

Barangay officials and functionaries are likewise encouraged to maintain close coordination with the MDRRMO and the Municipal Government of Bayog and to immediately report any significant developments or emergency situations.

Parents and guardians are reminded to prioritize the safety of their children and to monitor official announcements for further updates.

In response to the prevailing weather disturbance and to ensure the municipalityโ€™s readiness for any potential emergencies, the Municipal Government of Bayog, through the Municipal Disaster Risk Reduction and Management Council (MDRRMC), is currently conducting an Emergency MDRRMC Meeting at the Municipal Hall.

The meeting is being led by the Local Chief Executive and MDRRMC Chairman, Hon. Celso A. Matias, with the attendance of MDRRMC member agencies and partner offices. Discussions focus on the latest weather updates, disaster preparedness and response measures, risk assessment, and coordinated actions to mitigate the possible impacts of adverse weather conditions on the municipality.

The Municipal Government of Bayog continues to urge the public to remain vigilant, monitor official advisories, and cooperate with local authorities as necessary.

The Sangguniang Bayan of Bayog convened in a Special Session on July 16, 2026, at 1:30 PM at the Sangguniang Bayan Session Hall to deliberate on and act upon MDRRMC Resolution No. 2607-14-02, which recommended the declaration of the Municipality of Bayog, Zamboanga del Sur under a State of Calamity.

The recommendation stemmed from the extensive damage and adverse effects brought about by the recent onslaught of Super Typhoon Inday, which triggered widespread flooding and landslides across several barangays in the municipality. The disaster resulted in significant damage to public infrastructure, agricultural areas, and private properties, while also disrupting transportation, livelihood, and the delivery of essential public services.

Recognizing the urgency of the situation and the need to facilitate the immediate mobilization of emergency response, relief, rehabilitation, and recovery efforts, the Sangguniang Bayan promptly convened to consider the recommendation of the Municipal Disaster Risk Reduction and Management Council (MDRRMC). The declaration of a State of Calamity enables the local government to access and utilize available disaster response resources and implement appropriate interventions to assist affected communities in accordance with existing laws, rules, and regulations.

The Sangguniang Bayan of Bayog invited SFO4 Arnel Miano, Fire Marshal of the Bureau of Fire Protection (BFP), Bayog Municipal Fire Station, to apprise him of the deteriorating condition of a portion of the road in Barangay Liba, which has become excessively slippery and hazardous to motorists, commuters, and vehicles transporting goods and passengers. The August Body noted that the condition of the road was significantly aggravated by the recent onslaught of Typhoon Inday, thereby increasing the risk of vehicular accidents and posing serious danger to the riding and traveling public.

In view of the urgency of the situation, the Sangguniang Bayan requested the assistance of the BFP Bayog Municipal Fire Station by deploying its fire truck to the affected area as an immediate response measure while the appropriate offices undertake more permanent remedial works.

In response, SFO4 Miano informed the August Body that the Bureau is presently unable to deploy its fire truck because its radiator coolant reservoir had ruptured, rendering the vehicle temporarily unserviceable. He explained that the damaged component requires immediate replacement and that BFP personnel had already been dispatched to Pagadian City to procure the necessary part. However, despite their efforts, the required component was unavailable from the suppliers they visited. Consequently, the Bureau decided to procure the replacement reservoir through an online supplier, although delivery would inevitably take some time.

To address the immediate need, Hon. Adony B. Belza suggested that the Bureau coordinate with the Office of the Municipal Engineer and the Office of the Municipal Economic Enterprise Officer to determine whether the Municipality's unserviceable garbage truck has a compatible radiator coolant reservoir that could be temporarily installed on the BFP fire truck. He emphasized that, if found to be technically compatible and suitable for use, the component could serve as an interim solution to restore the fire truck's operational readiness, enabling the Bureau to promptly respond to the hazardous road conditions in Barangay Liba and continue carrying out its emergency response functions.

SFO4 Miano welcomed the suggestion. Hon. Belza also clarified that the proposed use of the garbage truck's radiator coolant reservoir would be strictly temporary; that once the replacement reservoir ordered online has been delivered and installed on the fire truck, the borrowed component, if utilized, would be immediately removed and returned to the Municipality's unserviceable garbage truck.

Before this day comes to a close, the Municipal Government of Bayog takes a moment to honor and pay tribute to a man whose remarkable journey in public service has left an indelible mark on the municipality. Today, we celebrate not only the end of an extraordinary career but also a legacy built through dedication, integrity, and unwavering commitment to serving the people of Bayog.

With unwavering dedication and commitment to public service, Secretary to the Sangguniang Bayan Mr. Ramonito Matalines leaves behind an enduring legacy shaped through 43 years of faithful service to the Municipality of Bayog.

His journey in government service began in 1983 as a Civil Security Agent, followed by his appointment as Municipal Secretary in 1984. In 1988, he served the people as a Sangguniang Bayan Member for one term, further strengthening his commitment to responsive and people-centered governance.

Through the years, his experience and leadership led him to serve as Project Development Assistant I in 2000, and later as Executive Assistant I from 2004 to 2010. Since 2010 up to the present, he has faithfully served as Secretary to the Sangguniang Bayan, becoming a pillar of integrity, professionalism, and institutional knowledge within the Municipal Government of Bayog.

For more than four decades, Mr. Ramonito Matalines exemplified dedication, humility, and genuine commitment in the discharge of his duties, earning the respect and admiration of colleagues, officials, and the Bayoganon community.

The Municipal Government of Bayog expresses its profound gratitude and appreciation for his invaluable years of service and unwavering commitment to the people of Bayog. 3rd Quarter Joint Local Bodies Meeting

The Municipal Government of Bayog, under the leadership of Hon. Celso A. Matias, Municipal Mayor, successfully convened the 2026 3rd Quarter Joint Local Bodies Meeting, bringing together the municipalityโ€™s Local Special Bodies and key stakeholders to assess current developments, strengthen inter-agency coordination, and align priority programs for the remainder of the year.

The meeting was spearheaded by Mayor Celso A. Matias and attended by members of the Municipal Development Council (MDC), Municipal Peace and Order Council (MPOC), Municipal Disaster Risk Reduction and Management Council (MDRRMC), Municipal Anti-Drug Abuse Council (MADAC), Civil Society Organizations (CSOs), department heads, barangay representatives, and other partner agencies.

During the meeting, the councils presented updates on the implementation of their respective programs, accomplishments for the second quarter, and priority initiatives for the succeeding months. Discussions also centered on policy alignment, development priorities, and collaborative strategies to further enhance the delivery of public services and ensure responsive local governance.

A significant highlight of the meeting was the presentation by the Municipal Disaster Risk Reduction and Management Council (MDRRMC) on the effects of the recent calamity that brought flooding and landslides to several areas of the municipality. The council reported the initial assessments of damages sustained by the agriculture, social welfare, and infrastructure sectors, providing updates on the extent of the impacts, ongoing response and relief operations, and the municipalityโ€™s recovery and rehabilitation efforts. The presentation also emphasized the importance of disaster preparedness, resilience-building, and continued coordination among government agencies and partner organizations to mitigate future risks.
