As part of its continuing efforts to promote science, technology, and innovation (STI)-based interventions for local enterprises, the Department of Science and Technology (DOST) โ€“ Provincial Science and Technology Office (PSTO) Nueva Vizcaya conducted a Technology Needs Assessment (TNA) at Banagโ€™s Integrated Farm in Barangay Lublub, Alfonso Castaรฑeda, Nueva Vizcaya.

The assessment was undertaken to evaluate the farmโ€™s operations and identify potential technology interventions under the Small Enterprise Technology Upgrading Program (SETUP). Banagโ€™s Integrated Farm is engaged in various agricultural enterprises, including rabbit production, sheep raising, duck and goat farming, and citronella cultivation, showcasing its commitment to diversified and sustainable agriculture.

During the visit, DOST PSTO Nueva Vizcaya introduced the essential oil extraction technology utilizing the hydrodistillation method developed by the Industrial Technology Development Institute (DOST-ITDI). The technology offers opportunities for value-adding and product diversification, particularly for citronella growers and processors.

One of the key concerns raised during the assessment was the lack of access to an essential oil extraction facility in the locality, which limits the processing and commercialization potential of citronella products. Addressing this gap could enhance the farmโ€™s productivity and create additional livelihood opportunities within the community.

The engagement was initiated following the participation of Mr. Reydante G. Banag, Manager of Banagโ€™s Integrated Farm, in the 1st Citronella Congress held in Lal-lo, Cagayan on October 29โ€“30, 2025. The event provided a venue for knowledge exchange and opened opportunities for collaboration with DOST on possible technology-based interventions.

Through initiatives such as SETUP, DOST continues to assist local enterprises and agricultural producers by providing appropriate technologies and technical support aimed at improving productivity, increasing competitiveness, and fostering inclusive and sustainable rural development.

In line with its commitment to strengthen community-based livelihood opportunities through science, technology, and innovation, the Department of Science and Technology Provincial Science and Technology Office of Nueva Vizcaya, in partnership with Nueva Vizcaya State University and the Local Government Unit of Kayapa, successfully conducted a Training on Ginger-Based Products Processing on May 15, 2026, at the NVSU Food Processing Center in Bayombong, Nueva Vizcaya.

The training was facilitated by DOST PSTO Nueva Vizcaya and implemented by the NVSU College of Human Ecology under the leadership of Dr. Maria Teresa A. Fulgencio. Participants from the Rural Improvement Club (RIC) of LGU Kayapa, TWARDI, and AHFA actively participated in the activity, enhancing their knowledge and practical skills in processing innovative ginger-based products.

The training covered key topics on 1) Food Safety and Sanitation, 2) Ginger Juice Processing, 3) Ginger Ice Cream Processing, 4) Ginger Wine Processing & 5) Ginger Candy Processing.

The activity aimed to promote value-added opportunities for locally produced ginger, enhance the food-processing capabilities of community organizations, and support sustainable, income-generating livelihood initiatives.

Through continuous science and technology interventions, DOST and its partner institutions empower local communities to maximize agricultural resources by transforming them into quality, marketable, and value-added products that contribute to local economic development.

To ensure government support for small businesses is used effectively and benefits local entrepreneurs, the Department of Science and Technology (DOST) monitored its Small Enterprise Technology Upgrading Program (SETUP) in Nueva Vizcaya.

From May 4 to 5, 2026, Engr. Duane M. Carodan from the Regional Project Monitoring Office together with the PSTO Nueva Vizcaya staff visited several beneficiary enterprises. The purpose of the visit was to check the equipment provided by the program, take inventory, place proper tags, and see how these are being used in actual business operations.

The team visited different businesses in the province, including Freiam Rice Mill, Mong & Ivy Gaming Hub, D&J General Merchandise, and Paguigan Glass & Aluminum in Bambang; ThirTeaAnn R2 Milk Tea, Jemโ€™s Food Products, and Surf Print & Go Internet Cafรฉ & Digital Printing in Bayombong; and Mariaโ€™s Coffee in Solano. These businesses represent different local industries such as rice milling, food products, printing services, cafรฉ operations, and retail trade.

Through these visits, the team checked if the equipment acquired through the program is properly used, well-maintained, and helping the businesses improve their products and services. This ensures that government support is not wasted and continues to benefit the community.

The monitoring team also validated an ongoing proposal from Arcala Farm. The project aims to improve mushroom production by using solar energy in producing mushroom fruiting bags. This new method is expected to help reduce costs, make production more efficient, and promote the use of clean and renewable energy in farming.

Overall, the activity shows DOSTโ€™s continued support to farmers, small business owners, and local entrepreneurs in Nueva Vizcaya. Through SETUP, the government aims to help them grow their businesses, improve productivity, and adopt better and more sustainable technologies that can improve their livelihood.

The Nueva Vizcaya State University (NVSU) IPTBM Office, in partnership with DOST Regional Office II through the TECHGROW Program, held the Fairness Opinion Board (FOB) Evaluation Meeting on April 29, 2026, via Zoom.

The meeting reviewed the "Biogas Digester" technology developed by Dr. Sony P. Aquino for the creation of a Spin-off Company (Malachi Clean Technologies Corporation). This is the first technology in NVSU and the entire Cagayan Valley to undergo the FOB evaluation process for a spin-off.

Following the licensing of the Ginger Turmeric Chips, this is the second technology to be commercialized by the university this year, directly supporting NVSU Development Goal 3: Technology Commercialization.

The Biogas Digester is designed to convert organic waste, primarily swine manure, into biogas as a renewable energy source. This innovative solution promotes sustainable energy use and efficient waste management. Now at the transfer stage, the university intends to commercialize it through a formal spinoff to maximize its reach and impact.

As required by Republic Act No. 10055 (Technology Transfer Act of 2009), the FOB ensures that government-funded technologies are transferred fairly, clearly, and on equal terms. A team of legal, technical, and financial experts reviewed the proposed licensing terms, technology value, and benefits to both public and private group.

NVSU extends its gratitude to DOST R2, all FOB members, the FOB Secretariat, and facilitators for their strong support. Through sustained collaboration and integrity in the transfer process, we continue to pave the way for a more innovative, inclusive, and empowered Cagayan Valley!

The Department of Science and Technology โ€“ Provincial Science and Technology Office (DOSTโ€“PSTO) Nueva Vizcaya, in partnership with the Department of Agriculture Regional Field Office No. 02 (DA RFO 02) โ€“ Special Area for Agricultural Development (SAAD) Program, conducted a Leadership Training for the Batag Farmers Association and the Cabaduyan-Taaw-Bunalan Farmers Association in Poblacion, Ambaguio, Nueva Vizcaya. Both organizations are beneficiaries of the SAAD Program.

The training was facilitated by Engr. Jonathan D. Nuestro, Provincial Director of DOST PSTO Nueva Vizcaya. Participants were equipped with essential skills in leadership, organizational management, and team building. The activity also served as a platform for sharing experiences and fostering active participation within their organizations.

The training emphasized that empowered leaders build stronger organizations, and stronger organizations contribute to sustainable, community-based enterprises. With enhanced knowledge and motivation, the farmer groups are now better positioned to manage their resources, improve operations, and pursue opportunities that benefit their communities.

The Department of Science and Technology โ€“ PSTO Nueva Vizcaya recently conducted a Technology Needs Assessment for The Brick Kitchen Corp. in Solano, Nueva Vizcaya, as part of its continuing support to local MSMEs in identifying appropriate technology solutions.

Owned by Dexter Melvin V. Tiongson and Mariane Jade Caramat, The Brick Kitchen Corp. is a food enterprise offering pizza, pasta, and other dine-in favorites. As the business grows, the need for more efficient, consistent, and scalable kitchen operations becomes increasingly important.

Through the assessment, DOST identified potential technological interventions aligned with the firmโ€™s operational requirements. Among the recommended solutions is the proposed adoption of the Gas Combi Ovenโ€”a high-capacity intelligent cooking system designed for commercial kitchens.

The proposed technology is capable of performing multiple cooking functions, including baking, roasting, grilling, steaming, and poaching, within a single unit. With automated and AI-driven controls, it is expected to help improve production efficiency, promote consistent food quality, and strengthen compliance with food safety and sanitation standards.

The activity was led by Rommel N. Simbol, Senior Science Research Specialist, who facilitated the assessment and guided the firm in exploring technology options suited to its needs.

Through initiatives such as the TNA, DOSTโ€“PSTO Nueva Vizcaya continues to assist MSMEs in making informed decisions on technology adoptionโ€”laying the groundwork for innovation, improved productivity, and long-term business growth.

The activity was facilitated by Rommel N. Simbol, Senior Science Research Specialist, and Clarenet J. Bladeras, Project Technical Assistant III, as part of the agencyโ€™s continuing support to micro, small, and medium enterprises (MSMEs) through the Small Enterprise Technology Upgrading Program (SETUP).

A Technology Needs Assessment is a preliminary activity conducted by DOST to determine appropriate science and technology interventions that can improve the productivity, efficiency, and competitiveness of enterprises.

During the visit, the DOST team explored opportunities for the adoption of renewable energy technologies that may help MSMEs reduce operational costs while promoting environmentally sustainable business practices.

The team also introduced innovative food technologies that can improve product quality and nutritional value, including the Iron-Fortified Rice Technology, which enhances the nutritional value of rice by increasing its iron content, and the Stabilized Brown Rice Technology, which extends the shelf life of brown rice while maintaining its nutritional benefits.

Through initiatives such as this, DOSTโ€“PSTO Nueva Vizcaya continues to assist MSMEs in adopting innovative technologies that drive productivity, sustainability, and inclusive economic growth in the province.

The Department of Science and Technology Region 2, through PSTO Nueva Vizcaya, Engr. Jonathan Nuestro conducted a Basic Food Safety and Good Manufacturing Practices (GMP) Training for the employees of Honeybuns Bakeshop on March 6, 2026, in Aritao, Nueva Vizcaya.

The training aimed to equip staff with essential knowledge on proper food handling, sanitation, personal hygiene, and prevention of food contamination. These skills are crucial in ensuring that the baked products are safe, high-quality, and compliant with food safety standards.

Recognizing the vital role of food safety in their operations, Honeybuns Bakeshop requested the training as part of their commitment to continuously improve their food safety practices and provide quality baked goods to their customers.
