Nine aspiring and growing entrepreneurs under the Kapatid Mentor ME (KMME) Program Batch 14 of the Department of Trade and Industry (DTI) took a significant step closer to graduation as they participated in the Business Improvement Plan (BIP) Dry Run Presentation held via Zoom on 02 June 2026.

The activity served as a platform for the nine mentees to present and refine their respective Business Improvement Plans, which are comprehensive strategies crafted throughout the mentorship journey to strengthen business operations, improve competitiveness, and foster long-term sustainability.

The BIP Dry Run forms an essential part of the KMME Program, allowing mentees to receive feedback and recommendations prior to their final presentation. Through the guidance of the technical staff from the DTI Nueva Vizcaya Provincial Office, participants were able to enhance their plans and further align their business goals with practical and sustainable growth strategies.

In her message, OIC Provincial Director Lenore Lee S. Lopez congratulated the mentees for reaching this milestone in the program and commended their dedication and perseverance throughout the mentoring sessions. She encouraged the mentees to view their Business Improvement Plans not merely as a major requirement for graduation, but as a valuable roadmap for strengthening and expanding their enterprises.

The KMME Program, one of DTI’s flagship capacity-building initiatives for micro, small, and medium enterprises (MSMEs), equips entrepreneurs with entrepreneurial knowledge, mentorship, and practical tools to help them scale up and sustain their businesses.

With the successful conduct of the dry run, the Batch 14 mentees are now one step closer to completing the KMME Program, carrying with them valuable insights to further grow their enterprises and create greater impact within their communities.

SOLANO, NUEVA VIZCAYA — In a landmark move toward strengthening the creative economy and preserving cultural identity, the Local Government Unit (LGU) of Solano has enacted Ordinance No. 2026-10-12, institutionalizing a MITHI-aligned Creative Industries and Cultural Development Program, making it the first local government unit in Region 2 to enact a MITHI Ordinance.

The ordinance formally embeds creative industries, arts, culture, and heritage preservation into the municipality’s local development agenda.

Anchored on the Department of Trade and Industry’s (DTI) MITHI (Malikhaing Industriya, Tangkilikin, Hubugin at Itaguyod) framework, the ordinance recognizes the vital role of creativity and culture as drivers of innovation, entrepreneurship, tourism, and inclusive economic growth.

The landmark measure was authored by Councilor Thomas Dave C. Santos and Councilor Roland M. Carub, J.D., and enacted through the collective efforts of the 12th Sangguniang Bayan of Solano under the leadership of Vice Mayor Eduardo DL. Tiongson, Presiding Officer. The ordinance was subsequently approved by Municipal Mayor Atty. Philip A. Dacayo, underscoring the local government’s strong commitment to institutionalizing creative industries and cultural development as pillars of sustainable progress.

Among its key features is the declaration of February of every year as “MITHI Solano Month,” in line with the observance of National Arts Month. The annual celebration will serve as a platform for showcasing local artistic excellence, indigenous traditions, cultural performances, culinary creativity, literature, filmmaking, digital arts, and creative entrepreneurship.

The ordinance likewise creates the Solano Culture, Arts, and Creative Industries Council (SCACIC), which shall serve as the municipality’s primary policy-making, coordinating, and advisory body for culture, arts, heritage preservation, and creative industries development. The council will bring together representatives from the local government, education sector, Indigenous Peoples, creative entrepreneurs, youth, media, civil society organizations, and key national government agencies, including the Department of Trade and Industry.

Further strengthening its long-term impact, the ordinance mandates the establishment of a Creative Registry of Solano, an official database of local artists, cultural workers, indigenous knowledge holders, and creative enterprises. This initiative is expected to guide policy formulation, program development, and targeted support mechanisms for stakeholders in the creative ecosystem.

The enactment of the ordinance underscores Solano’s commitment to leveraging culture and creativity as engines of local development. It aims to create opportunities for local artists, cultural workers, and creative entrepreneurs, while supporting the growth of MSMEs, tourism, and community-based enterprises.

By institutionalizing programs that celebrate indigenous knowledge systems, local artistry, and innovation, Solano positions itself as a model municipality for creative industries development in Region 2, setting a benchmark for other local government units to adopt similar measures.

As the first municipality in Region 2 to institutionalize a MITHI-aligned ordinance, Solano reaffirms that culture and creativity are not only expressions of identity but also powerful catalysts for inclusive growth and sustainable development.

ARITAO, Nueva Vizcaya – In a move to further strengthen the province’s creative industry and nurture local talents, the Department of Trade and Industry (DTI) Nueva Vizcaya Provincial Office met with acclaimed film writer and director Mes De Guzman and producer Rhea De Guzman on 28 May 2026, to discuss possible collaborations aimed at promoting the province through film and developing the local filmmaking community.

During the meeting, Direk Mes shared the initiatives and vision of Sampaybakod Productions/Cinelarga Multimedia, particularly its vision to produce films that showcase Nueva Vizcaya’s culture, stories, people, and scenic destinations while providing opportunities for local artists and aspiring creatives to thrive in the film industry.

He emphasized the production group's long-term goal of positioning Nueva Vizcaya as a hub for film and creative expression by bringing together film enthusiasts across the province and establishing linkages with other sectors under the creative industry. Through these efforts, Sampaybakod Productions aims to cultivate a stronger ecosystem for filmmakers, artists, storytellers, performers, and other creative professionals in the province.

With Direk Mes’ extensive recognitions in both national and international film circles, he also highlighted the opportunities that his network can bring to Nueva Vizcaya. Among these are potential partnerships with film experts and institutions, including the Film Academy of the Philippines, whose members have expressed willingness to provide free training sessions on filmmaking, covering various aspects, from scriptwriting and cinematography to directing, production, and editing, up to the completion of final film outputs.

Moreover, they conveyed their openness to collaborate with DTI and other stakeholders in organizing and supporting film festivals and creative platforms that can showcase local talent, stimulate cultural appreciation, and create economic opportunities for creative entrepreneurs in Nueva Vizcaya.

Recognizing the creative industry as one of the priority sectors for development, DTI Nueva Vizcaya expressed its support for the initiative through possible linkages with enabling government agencies, private organizations, and development partners, as well as assistance on MSME development interventions, including access to finance, entrepreneurial mentoring, capacity-building activities, market linkage opportunities, and other technical support mechanisms for creatives and creative enterprises.

The meeting also served as an opportunity for DTI Nueva Vizcaya to discuss its ongoing advocacy for the proposed MITHI (Malikhaing Industriya, Tangkilikin, Hubugin, at Itaguyod) Ordinance, which aims to strengthen the province’s creative economy as a key driver of inclusive growth, innovation, and cultural identity at the local level.

The meeting marks a promising step toward advancing Nueva Vizcaya’s creative economy, fostering local talent, and harnessing film as a platform for cultural promotion, tourism development, and inclusive economic growth in the province.

Reinforcing its commitment to accelerating the digital transformation of micro, small, and medium enterprises (MSMEs) in the province, the Department of Trade and Industry (DTI) Nueva Vizcaya Provincial Office, through its Negosyo Center, conducted a Capability Building Seminar on AI Business Solutions, Marketing Strategies, and Customer Service at the Didipio Mine Site Conference Room, Kasibu, Nueva Vizcaya on 28 May 2026.

The activity gathered 18 participants from various community-based cooperatives and associations, equipping them with practical knowledge and innovative tools to enhance business operations, strengthen market presence, and improve customer engagement.

The seminar was initiated by the Community Relations Department of OceanaGold (Philippines), Inc. (OGPI) and funded through the Barangay Didipio Social Development and Management Program (SDMP).

The collaboration between OGPI and DTI aims to strengthen the managerial and operational capacities of local organizations by introducing modern business technologies, digital marketing strategies, and customer-centered approaches that promote sustainable enterprise development and community growth.

NC-TIDA Kristine Dian Q. Calimag and NCBC Jezreel Pumaras facilitated sessions on “AI for MSMEs and Customer Service” and “Marketing with Canva,” equipping participants with practical digital tools to enhance business operations and market reach. Participants learned how artificial intelligence can support marketing, productivity, customer engagement, and business innovation through prompt writing and hands-on use of ChatGPT.

Meanwhile, the Canva session introduced basic graphic design, branding, and content creation strategies to help MSMEs develop effective promotional materials and strengthen product visibility.

DTI Nueva Vizcaya emphasized that digital literacy and technology adoption are becoming essential components of enterprise growth, particularly for MSMEs seeking to remain competitive in an increasingly digital economy.

By empowering grassroots enterprises with knowledge on artificial intelligence, digital marketing, and customer service excellence, the agency continues to prepare local entrepreneurs for broader market opportunities and long-term business sustainability.
