The Department of Migrant Workers, created by Republic Act No. 11641, serves as the main executive agency responsible for safeguarding the rights, advancing the welfare, and overseeing the overseas employment of Overseas Filipino Workers. The agency manages recruitment regulations, employment and deployment, addresses illegal recruitment cases, protects workerโ€™s rights, and offers reintegration programs by integrating the roles of the Overseas Workersโ€™ Welfare Administration, and other labor agencies.

In December 2023, Nueva Vizcaya officially opened the Overseas Filipino Workers Welfare Center. Initiated under the leadership of Governor Atty. Jose โ€œJingโ€ V. Gambito, and through an SP ordinance authored by Board Member Elma P. Lejao, it is the first establishment of its kind in Cagayan Valley. The center aims to support OFWs and their families, with several programs including coverage of medical and livelihood needs, financial literacy training, and reintegration assistance for returning OFWs.

Aided by the Governorโ€™s administration, the Public Employment Service Division, and the Provincial Social Welfare and Development Office, the welfare center provides extensive assistance by collaborating with DMW and OWWA. Its main programs feature financial literacy workshops, reintegration support for returning OFWs, and continuous monitoring of OFW families' well-being. In emergencies, aid is available for medical and livelihood concerns, and an evolving database helps make service delivery more efficient. Governor Gambito values the vital role of OFWs as the backbone of the economy and is committed to providing them with necessary support. As a subsequent step, the Governor requested that the DMW establish a closer presence in Nueva Vizcaya.

Recently, DMW Undersecretary Atty. Bernard P. Olalia, along with DMW Region 2 Regional Director Atty. Rogelio Benitez and Processing Division Chief Mr. Gerardo Nicolas, paid a courtesy call to Governor Gambito as they were granted an office at the Provincial Capitol that will serve as a liaison office in Nueva Vizcaya of the said department. USEC Olalia featured the positive impact of Overseas Filipino Workers (OFWs) on the country, noting the high demand for Filipino workers abroad due to their exemplary service and strong work ethic. He further emphasized that OFWs merit additional benefits in recognition of their significant contribution to the Philippine economy.

Freshly, the DMW Region 2, in partnership with the provincial government and the Public Employment Service Division, Headed by PESO Chief Ms. Dolly Rose C. Minas, allocated โ‚ฑ1.9 million in financial assistance for OFWs and their families across the province.

At the outset, the PESD operates under the framework of Republic Act 8759 also known as the PESO Act of 1999, which mandates the creation of Public Employment Service Offices (PESOs) to provide full and equal employment opportunities for all. The law, approved on February 14, 2000, ensures that employment services are directly accessible at the local level.

In 2018, under the governorship of Carlos Mapili Padilla, the Governorโ€™s Office โ€“ Public Employment Services Division was established in partnership with the Department of Labor and Employment (DOLE) and serves as the implementing arm at the grassroots to support the workforce in Nueva Vizcaya. The core programs of the office are Labor Market Information, Career Development and Support Program, and Employment Facilitation.

The division has since been instrumental in the fulfilment of the programs. In the ensuing years, it expanded with the implementation of various initiatives in livelihood and assistances as was declared in its mandates and services, three of which are to provide pre-employment or occupational counselling, career guidance, mass motivation and values development activities to applicants for both local and overseas employment, provide reintegration assistance services to returning and/or displaced Filipino migrant workers, and encourage employers to submit to the PESD regularly a list of vacancies in their respective establishments.

Since its inception, PESD has effectively administered the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD), and the Special Program of Employment for Students (SPES) in partnership with the DOLE. Other services and flagship programs of the division are the OFW Welfare Center, facilitation of the establishment of the Professional Regulation Commission (PRC) satellite office, Government Internship Program (GIP), Jobs in Need of Gifts (JING), occasional Job Fairs, Career Development Support, and the Trabaho para Ti Umili (TrPaTU). Also expertly executing by the office are the PAMANA, SAGUT, Development of Mining Technology and Geosciences (DMTG), and Doktor Ti Umili Scholarship Programs.

For the fruition of the mandates, services, and programs, competent personnel are essentially positioned, and prior to their establishment, Governor Padilla appointed Ms. Helen F. Dumlao to head the PESD in 2017, followed by Ms. Leticia B. Puguon in 2019. Ms. Kizhel Myrtle C. Amayna then took over in 2020. Eventually, Ms. Dolly Rose C. Minas took the helm in 2021. A Nurse by profession, she leads the office into its present succeeding state, along with the assigned focal persons of the programs.

Pioneer in the PESD is Ms. Joanna Rose E. Diares, who is entrusted as focal person for the scholarship programs, and also serves as the alternate Administrative Officer, Anti-Red Tape Authority (ARTA), Gender and Development (GAD), Energy Efficiency and Conservation (EEC ). The Misses Dominique Dianne H. Sanchez and Kizzie Dimple V. Inamag perform at the PRC. Mr. Jonathan I. Madlao is entrusted with the GIP, TUPAD, and TrPaTU. Mr. Kert Justine C. Sanchez holds the Job Fairs and SPES. Mr. Rody L. Recesio holds the OFW Welfare Center, Livelihood, and JING.

Noteworthy are the competent and capable personnel that completes the office with the Misses Rochelle M. Ramos, Trisha Joy M. Javier, and Evelyn Marie C. Madronio. In early January, PESD welcomed its new employees, Ms. Anna May T. Tolentino and Mr. Jay Cris M. Martinez. Also serving as Detail from a few PLGU offices are the Misses Frenzy N. Dilagan, Ralphe Aidel C. Dolinas, and Melody C. Lamag, and Messieurs Justiniano V. Bangad III and Randy D. Vila. All of whom are entrusted with equally important duties and functions as program alternates and assistants.

Altogether, Ms. Minas and her personnel face the new challenges ahead with the inspiration of being adjudged Regional Winner in the 2024 Search for Best Public Employment Service Office (PESO) by DOLE Region 2 and the attainment of National Recognition Finalist in the 2025 National Search for Best PESO Awards for its excellence in job placement and career development.

Today, under the governorship of Attorney Jose โ€œJingโ€ Valeriano Gambito, who constantly emphasises his focus on workforce development to play a significant role in expanding employment services and livelihood programs for Novo Vizcayanos, expresses a continuance of the awards as it signifies successful endeavours.
