The Local Government Unit of Mankayan and Lepanto Consolidated Mining Company held the turnover and ribbon-cutting ceremony of the completed Municipal Public Market Wet Market and Additional Commercial Space Improvement Project on the morning of June 2, 2026, at the Mankayan Public Market in Poblacion.

Funded through LCMCo's Social Development and Management Program (SDMP), the project was implemented in three phases beginning in December 2023. The undertaking was initiated during the administration of former Mayor Dario S. Banario and was continued and completed under the administration of Mayor Cesar R. Pasiwen.

The ribbon-cutting ceremony was led by Mayor Cesar R. Pasiwen, LCMCo General Management and Administrative Services Group Manager Rolando D. Ursua, and Mankayan Public Market Vegetable Vendor Association President Ronnielyn N. Calya-en. Also present during the activity were Vice Mayor Aldrin S. Camiling, members of the Sangguniang Bayan, and the LCMCo Community Relations Team headed by Maria Consuelo C. Odoño.

The completed project covers improvements on the wet market area and the second-floor commercial space of the public market, with the second floor intended for dry goods vendors. It includes roofing, masonry, ceiling, partition, electrical, plumbing, painting, and other finishing works. The facility is expected to provide improved working areas for wet market vendors and additional space for dry goods vendors and other commercial activities within the municipality.

The Local Government Unit of Mankayan headed by Mayor Cesar R. Pasiwen proudly extends its warmest congratulations to the Guinaoang National High School delegation for their remarkable participation in the 12th World Conference on Women’s Studies 2026 held from May 28 to 30, 2026 in Chiang Mai, Thailand.

Representing the school and proudly carrying the voice of the Cordillera on the international stage were Changmae Mangiwet Atngag, Xyra Jane Aban Salio-an, Jayme Lance Paulino Casionan, Hans Christian Songyo-en Soriano, Jan Jezhiah D. Calixto, and their research adviser, Mr. Wilbert Wanas.

Just this evening, following the culmination of the three-day international conference, the delegation added another remarkable milestone to their journey as Mr. Wilbert Wanas was recognized as the Overall Best Presenter of the conference, among participants from over 37 countries.

The delegation presented four research studies highlighting the experiences, knowledge, and contributions of women and communities from the Cordillera and the Philippines. Their scholarly work was shared alongside more than 100 research studies presented by participants from different parts of the world, showcasing the rich stories and perspectives rooted in our local communities.

This milestone brings great pride not only to Guinaoang National High School but also to the entire Municipality of Mankayan. It demonstrates that stories from our communities can contribute meaningfully to global academic discussions and inspire greater appreciation for indigenous knowledge, culture, and lived experiences.

Congratulations to Mr. Wilbert Wanas and the entire GNHS delegation for representing Mankayan, Benguet, and the Philippines with excellence, passion, and purpose. Your LGU Mankayan family celebrates this achievement with you.

Mankayan Mayor & LMP Benguet Chapter President Hon. Cesar R. Pasiwen participated in the ceremonial signing of the Memorandum of Agreement (MOA) for the institutional adoption of GeoRiskPH during the 2026 First Semester Engagement of the Provincial Science, Technology, and Innovation Coordinating Committee (PSTICC)-Benguet held yesterday, May 26, 2026, in La Trinidad, Benguet.

The signing marked a historic milestone as Benguet became the first province in the Philippines with all 13 municipalities formally adopting GeoRiskPH, a science-based platform that strengthens disaster preparedness, risk assessment, and resilient local governance.

Mayor Pasiwen also emphasized the importance of continuous personnel training and knowledge-sharing among local government units to ensure informed and effective decision-making during disasters.

30 beneficiaries comprising the first batch of the 2026 Special Program for Employment of Students (SPES) in the Municipality of Mankayan received their Certificates of Completion during a closing program conducted this afternoon at the Municipal Convention Hall.

The activity recognized the successful completion of the beneficiaries’ twenty 20-day service rendered in various offices and departments of the Local Government Unit of Mankayan, as well as in selected barangays where they were respectfully detailed.

The Local Government Unit of Mankayan, headed by Municipal Mayor Hon. Cesar R. Pasiwen, proudly congratulated the beneficiaries for successfully completing the program and for their contribution to public service during their deployment.

SPES is a government employment-bridging program that provides temporary employment opportunities to deserving students and out-of-school youth during summer or school breaks, allowing them to gain work experience while earning additional income to support their studies.

As part of the closing program, Private Secretary II Hector B. Gacita, PhD served as guest speaker and facilitated a seminar on career coaching and personal development, where he shared valuable insights and encouragement to help guide the youth in their future endeavors.

The activity was successfully facilitated by the staff led by Budget Officer and PESO Designate Judith B. Miguel.

The occasion was likewise graced by the presence of Sangguniang Bayan Members Hon. Ambino T. Padawi, Hon. Reynald K. Manuit, and Hon. Arnel C. Labisa, who joined the beneficiaries in celebrating the completion of the program.

Meanwhile, more than 40 additional SPES beneficiaries are expected to report this coming June as part of the continuing implementation of the program in the municipality.

DILG-CAR proudly celebrates the exemplary performance of Local Government Units across the Cordillera Administrative Region in the CY 2026 Local Council for the Protection of Children (LCPC) Functionality Assessment.

Out of eighty-three (83) LGUs assessed, seventy-three (73) achieved the IDEAL Level of Functionality, reflecting strong and effective child protection systems at the local level. The remaining LGUs were assessed under the MATURE and PROGRESSIVE Levels, demonstrating sustained efforts toward continuously strengthening LCPC structures, policies, and service delivery for children.

This accomplishment underscores the unwavering commitment of LGUs in advancing responsive, inclusive, and rights-based governance for children through strengthened Local Councils for the Protection of Children.

DILG-CAR extends its sincere appreciation to all Local Government Units and partner stakeholders for their dedication and collective efforts in ensuring the promotion, protection, and fulfillment of every child’s rights and welfare in the region.
