The Committee on Women, Family, Minors and Social Services, chaired by Honorable Antonio I. Reñola, conducted a Public Hearing on the proposed Municipal Ordinance No. 15, Series of 2026, entitled “An Ordinance Adopting the Official Logo of the Municipal Social Welfare and Development Office (MSWDO) of Biliran, Biliran,” on March 25 at the Legislative Session Hall, Biliran, Biliran.

Present during the hearing were Vice Chairman on Social Services Hon. Ernesto A. Gelizon; Committee Members Hon. Jonas V. Jadulco Jr. and Hon. Leandro B. Enage; and guests including Hon. Mario A. Nierras Sr. (SB Member) and Punong Barangays: Hon. Ferdinand V. Paa (BLGU Julita), Hon. Allan P. Uy (BLGU San Roque), Hon. Melvin C. Retorca (BLGU Pinangomhan), Hon. Francisco E. Corpin (BLGU Hugpa), Hon. Grace G. Peñaflor (SBM/BLGU Sangalang), and Hon. Cynthia V. Palconit (SBM/BLGU Pinangomhan).

The proposed ordinance primarily outlines the purpose and authorized use of the MSWDO logo or seal. It also provides that any violation shall be punishable by a fine of Two Thousand Five Hundred Pesos (₱2,500.00), imprisonment of not more than thirty (30) days, or both, subject to the discretion of the court.

LOOK: Joint Committees Convene to Review Five (5) Proposed Municipal Ordinances

The Committee on Health and Education, both chaired by Hon. Leandro B. Enage, convened a Joint Committee Meeting with the Committees on Social Services and Budget and Appropriations on March 18, 2026, at 8:00 AM, held at the Legislative Session Hall, Biliran, Biliran.

Among those present during the meeting were Committee Member on Health Hon. Antonio I. Reñola, Vice Chairman on Education Hon. Neil Francis C. Peñaflor, Vice Chairman on Budget & Appropriations and Social Services Hon. Ernesto A. Gelizon, MSWDO-Designate Ms. Arcelyn D. Abad and Municipal Health Officer Dr. Gabino S. Velasquez IV.

The meeting focused on the deliberation of the following proposed Municipal Ordinances:

📌(1) Municipal Ordinance No. 13, S. 2026 - "Municipal Mental Health and Wellness Ordinance of the Municipality of Biliran”;

📌(2) Municipal Ordinance No. 14, S. 2026 – “Municipal Nutrition Improvement Ordinance of the Municipality of Biliran”;

📌(3) Municipal Ordinance No. 15, S. 2026 – “Municipal Ordinance on Persons with Disabilities (PWDs) of the Municipality of Biliran”;

📌(4) Municipal Ordinance No. 16, S. 2026 – “Local Internship Program Ordinance of the Municipality of Biliran”; and

📌(5) Municipal Ordinance No. 19, S. 2026 – “An Ordinance Institutionalizing the Establishment and Operationalization of the Province-Wide Health System, Including its Management Support System, and Appropriation Funds Thereof".

📢 PUBLIC ADVISORY | NEW TRICYCLE FARE RATES

In compliance with Municipal Ordinance No. 11, Series of 2025, the Municipality of Biliran officially announces the updated tricycle-for-hire fare rates within its territorial jurisdiction.

Residents and commuters are advised to be guided by the new fare matrix indicated in the poster. Please also take note that:
✅ Fare matrices must be posted at tricycle terminals;
✅ Fare rates should be posted inside tricycles for passenger reference;
✅ Senior Citizens, PWDs, and Students are entitled to a 20% discount; and
✅ Minimum fare: ₱10.00 | Children 5 years old and below: FREE

📢SB COMMITTEES HOLD JOINT PUBLIC HEARING

The Committees of the Sangguniang Bayan of Biliran, particularly the Committee on Agriculture chaired by Hon. Mario A. Nierras Sr. , Committee on Tourism led by Hon. Leandro B. Enage and Committee on Public Utilities spearheaded by Hon. Neil Francis C. Peñaflor, recently conducted a joint public hearing on January 29, 2026, at the Legislative Session Hall in Biliran, Biliran.

The hearing focused on the following proposed Municipal Ordinances namely:

📌Municipal Ordinance No. 31, Series of 2025, entitled “Municipal Meat Inspection and Meat Establishments Regulation Ordinance of the Municipality of Biliran";

Sangguniang Bayan of Biliran approved resolution designating the SB Secretary as Franchising Officer in the Legislative Office.

Last May 6, 2025, the last set of officials as part of thier standard duties approved an Ordinance regulating the Franchising and Operation of motorized tricycle-for-hire within the territorial jurisdiction of the Municipality of Biliran. After posting and publication of the said Ordinance, the Office of the Sangguniang Bayan has received some applications for motorcycle franchise. Since the Office of the Sangguniang Bayan is understaffed this will lead to inefficiencies in legislative functions, hence the Chairman on Transportation Honorable Neil Francis C. Peñaflor initiated a resolution to designate Mr. Renan G. Enage as Franchising Officer in the Legislative Office. The SB Chair on Transportation recognizes the need to designate a responsible officer who shall determine, process, and monitor all franchise related transactions to ensure proper implementation at local franchising policies. Mr. Renan G. Enage the incumbent Secretary to the Sanggunian of this LGU has exhibited competence in the performance of his duties as a public servant and is deemed qualified to undertake the responsibilities of Franchising Officer in the Sangguniang Bayan of Biliran. It is deemed necessary and proper to designate Mr. Renan G. Enage as Franchising Officer to promote orderly transport franchising operation in the Municipality of Biliran.

CSO Desk Officer Mr. Renan G. Enage spearheaded a CSO Conference in preparation for the accreditation of Civil Society Organization and Selection of Representatives to the Local Special Bodies.

Around 15 representatives from the different CSOs were oriented on the accreditation guidelines including the requirements and timeline set forth in DILG Memorandum Circular. The activity also serve as a platform to advocate the importance of Civil Society Participation in the Local Governance Process and to encourage to apply for accreditation.

In preparation for the Accreditation of Civil Society Organizations and the Selection of Representatives to the Local Special Bodies, the Sangguniang Bayan of Biliran will be conducting a CSO Conference on August 06, 2025 @ 9:00 o'clock in the morning @ the Legislative Session Hall, Biliran, Biliran. Attendance to the activity is required prior to applying for accreditation with the Sanggunian. In particular, the activity aims to discuss the requirements for accreditation and participation of CSO in the Local Special Bodies.
