SDO Pangasinan II conducts Training on Early Reading Strategies

Educators from the Schools Division Office of Pangasinan II gathered at JM Bugayong Resort, Sitio Casubiduan, Binalonan, Pangasinan on May 27-29, 2026, for the training titled “Teaching Early Readers: Strategies for Success in Key Stage 1”, conducted under the Academic Recovery and Accessible Learning (ARAL) Program. The activity aimed to strengthen teachers’ competence in literacy instruction and equip them with effective tools to improve learning outcomes for young learners.

The training officially commenced on Day 1 with the registration of participants, facilitated by the Program Management Team led by Dr. Juliet A. Estrada, Education Program Supervisor (EPS) in charge of English, followed by a formal opening program. The first learning session focused on “Evidence-Based Practices in Teaching Reading”, delivered by Bro. Roderick M. Aguirre — a religious brother and seasoned educator with decades of service to the Church and the community through education. Bro. Aguirre shared valuable techniques and fundamental principles of language teaching, providing practical tools that participants can directly apply in facilitating reading instruction for ARAL learners. The day’s activities were further energized and inspired by the visit of Dr. Russel Jim V. Tamayo, Assistant Schools Division Superintendent, who expressed full support for the initiative and emphasized the critical role of reading in academic recovery.

On Day 2, Dr. Leah S. Corpuz led the sessions, starting in the morning with “Engagement Techniques: Implementing Multisensory Activities”, where she demonstrated creative, sensory-based approaches designed to make reading lessons more interactive and meaningful for young learners. In the afternoon, she passionately discussed “Family Partnership: Equipping Teachers with Ways to Help Parents Support Literacy at Home”, highlighting that learning does not end in the classroom. She guided teachers on how to effectively engage parents as active partners in their children’s reading development and academic growth. The smooth flow and success of the second day were ensured through the close monitoring and guidance of Dr. Estrada and her team.

The final day of the training featured Dr. Ryan Jayson Delos Reyes, Dean of the College of Education at Urdaneta City University, who tackled two essential topics: “Data-Driven Instruction / Assessing Early Readers” and “Differentiated Reading Instruction”. He emphasized the importance of using assessment results to deeply understand learners’ needs and designing instruction that matches different learning abilities, reinforcing the principle that no child should be left behind in the reading program. Drawing from his expertise in teacher education, he provided valuable insights that will guide participants in delivering quality and inclusive literacy instruction.

The event was carried out under the guidance and endorsement of Dr. Vivian Luz S. Pagatpatan, CESO VI, Schools Division Superintendent. The organizers, resource speakers, and participants expressed their deepest gratitude to Dr. Pagatpatan for her unwavering trust, constant encouragement, and consistent support for programs that uplift the competence of teachers and improve learning outcomes for the learners. Her leadership remains the driving force behind the division’s efforts to ensure quality education and the successful implementation of the ARAL Program.

The three-day capacity-building activity formally concluded with a closing program. Equipped with evidence-based strategies, innovative engagement techniques, and data-informed approaches, the teachers are now ready to implement more effective reading instruction. Their new competencies will contribute significantly to the goals of the ARAL Program and ensure that every early reader achieves success in Key Stage 1.

SDS Pagatpatan meets the DOST and SPIMS Teacher I-Beneficiaries

Schools Division Superintendent (SDS) Dr. Vivian Luz S. Pagatpatan, CESO VI, met the beneficiaries of the Department of Science and Technology (DOST) and "Sa Pinas Ikaw ang M**s and Sirs" (SPIMS) on May 28, 2026 at the Schools Division Office' (SDO) Boardroom, Binalonan, Pangasinan.

The said meeting was set to know professionally and personally the beneficiaries of the 2 programs of the government and to gauge the strengths and weaknesses of each one so that proper technical assistance will be extended to them as regards teaching pedagogies and strategies.

Each of the 24 attendees was personally interviewed by SDS Pagatpatan and they were requested to conduct on the spot demonstration teaching.

The productive day ended with a photo opportunity with SDS Pagatpatan. Everybody was happy for the very special and one-of-a-kind experience they have had with SDS Pagatpatan.

Blind SHS Graduate captures Gold Medal in Para Games T11 Running Long Jump

Patin-ay, Prosperidad - Ginalyn M. Piscador who graduated with High Honors from Mangaldan IS SPED Center, SDO Pangasinan II, Batch 2026 brought honor and glory to the entire Ilocos Region by winning Gold
Medal in Running Long Jump for Learners with Visual Impairment (VI) in the on-going 2026 Palaro Tu AgSur.

Piscador, a hardworking and patient athlete utilized her intensive training coupled with her rich experience as a three-time Palaro player to her advantage as she took the limelight and emerged victorious with a winning leap measuring 2.47 meters, thereby cementing her athletic prowess in the said field event.

She readily thanked and attributed her golden moment to her family for the support and unconditional love, her coach, trainers, and co-athletes for the inspiration to train hard and achieve more in the field of sports.

Provincial Government of Pangasinan distributes Educational Resources for SDO Pangasinan II Learners

The Provincial Government of Pangasinan under the leadership of Governor Ramon "Mon- Mon" V. Guico III, who consistently advocates excellence in governance through visionary leadership for Pangasinan and also a strong advocate of quality and accessible education for all, has distributed educational resources for the Grades 1-6 learners of the Schools Division Office (SDO) of Pangasinan II. The program upholds the guiding principle of "Alagang Ang Galing" encompassing improved access to national and local programs and services particularly in health, essential social services and education.

In a short but meaningful program that was conducted on May 26, 2026 at Binalonan North Central School SPED Center for the distribution of the educational resources, Atty. Maan Villegas Ferrer, Chief Administrative Officer, Provincial Governor's Office, who represented the Governor, talked about the essence and importance of the learning resources to learners.

Assistant Schools Division Superintendent Dr. Russel Jim V. Tamayo, CESO VI, has thanked personally the Provincial Government representatives for the educational resources for the SDO's learners. Schools Division Superintendent Dr. Vivian Luz S. Pagatpatan, CESO VI, who is currently in Agusan Del Sur for the 2026 Palarong Pambansa, has also sent her gratitude and best regards to the Governor through his representatives.

Meanwhile, Dr. Maybelene C. Bautista, Education Program Supervisor (EPS) In- charge of the Learning Resources Management Section (LRMS), in her message, has emphasized the role of the educational resources in enhancing the numeracy and literacy skills of the learners of the SDO. She encouraged and challenged all the school heads present to maximize the use of the learning resources to improve the literacy and numeracy rates of all the schools in the SDO.

Host Public Schools District Supervisor Dr. Ana Jean B. Asuncion welcomed the participants composed of Public Schools District Supervisors, District LRMS Coordinators, Elementary Schools Heads with their Administrative Officers.

The program culminated with photo opportunity followed by the distribution of the learning resources to the schools.

Division Training-Workshop on Project TAMA Strengthens Leadership and Data-Informed Decision-Making Among Education Leaders

In its continuing commitment to strengthen educational leadership and improve learning outcomes, the Schools Division Office (SDO) of Pangasinan II successfully conducted the Division Training-Workshop on Data-Informed Pedagogy: Utilizing Assessment Results for Improved Learning Outcomes held on May 22, 23 and 25, 2026 at Robert B. Estrella Memorial Stadium, Rosales, Pangasinan.

The three-day capacity-building activity gathered Public Schools District Supervisors (PSDSs), School Heads, Officers-in-Charge (OICs), Teachers-in-Charge (TICs), and Assistant Principals in a meaningful and transformative professional learning experience anchored on leadership excellence and informed decision-making.

The training-workshop was spearheaded by its proponent Assistant Schools Division Superintendent (ASDS) Dr. Russel Jim V. Tamayo, CESO VI, through the Division’s Project TAMA (Tactfulness, Acumen, Methodical decision-making, Assertiveness) initiative, under the strong guidance and unwavering support of Schools Division Superintendent (SDS) Dr. Vivian Luz S. Pagatpatan, CESO VI.

The opening program highlighted the Division’s commitment to nurturing leaders who are not only competent in administration but are also emotionally intelligent, disciplined, reflective, and responsive to the evolving demands of education.

In her message of support, SDS Pagatpatan underscored the crucial role of transformational leadership in sustaining quality education and organizational growth.
“Education leaders today are called not only to manage schools but to inspire people and shape cultures of excellence, accountability, and compassion. Through initiatives like Project TAMA, we continue to empower our leaders to become catalysts of meaningful and lasting change,” she emphasized. She further encouraged participants to maximize the opportunity to learn from one another and to use their experiences and insights in creating schools where both teachers and learners can thrive.

The training formally launched Project TAMA through the visionary discussion of ASDS Tamayo, who emphasized that leadership is deeply connected with character, discipline, communication, and sound decision-making.
During his presentation, Dr. Tamayo challenged participants to embrace leadership that is anchored on integrity and service. "True leadership is not about authority alone. It is about influence, responsibility, and the willingness to make difficult yet meaningful decisions for the welfare of learners and communities. The lessons from Project TAMA should guide us toward becoming more humane, decisive, and transformational leaders,” he shared.

ASDS Tamayo also expressed gratitude to all participants for their active involvement and openness to learning. “I sincerely thank all our participants for investing time, effort, and heart in this undertaking. Your presence reflects your commitment to growth and your dedication to serving our schools better. May this training empower all of us to lead with wisdom, empathy, and courage,” Dr. Tamayo added.

The workshop featured a series of insightful and highly relevant sessions delivered by respected school leaders and education managers who shared practical leadership experiences and strategies.

The training featured meaningful sessions from distinguished speakers who emphasized effective and ethical leadership in education. Dr. Rosemarie Doton highlighted the importance of empathy and respectful communication, while Dr. Rosabel Desamito discussed professionalism and diplomacy in handling difficult conversations. Dr. Shiahari I. Cortez emphasized humility, accountability, and self-restraint in leadership, as Dr. Ruth Dulay encouraged mindfulness and self-discipline in managerial practices.

Furthermore, Dr. Perlita B. Somine underscored the value of strategic and evidence-based decision-making, while Dr. Marife A. Estonilo promoted consistency and reflective leadership in building organizational trust. On the final day, Dr. Janice Rivera discussed balancing confidence with respect, and Dr. Domingo Dismaya II reinforced the importance of assertiveness, healthy boundaries, and respectful conflict management in fostering positive workplace relationships.

The training-workshop concluded with workshops, open forums, and presentation of work application plans where participants reflected on their learnings and identified concrete ways to apply the concepts in their schools and districts.

Participants expressed appreciation for the relevance and practicality of the sessions, noting that the activity not only enhanced their leadership competencies but also renewed their sense of purpose as education leaders.

As the activity ended, Project TAMA emerged not merely as a training initiative but as a movement toward transformative leadership—one that promotes integrity, discipline, compassion, collaboration, and informed decision-making in the pursuit of quality education.

Through the collective efforts of the Schools Division Office under the leadership of SDS Pagatpatan and ASDS Tamayo, the division continues to strengthen its commitment to producing empowered educational leaders capable of transforming schools and improving learning outcomes for every learner.

RO1 Para Games Off to a Golden Start at the 2026 Palaro Tu AgSur

Agusan Del Sur - Giovani Gabico, a Senior High School Graduate from Mangaldan Integrated School SPED Center, SDO Pangasinan II has secured the first gold medal in the Day 1 battle for athletic supremacy under the Junior Intellectual Disability (ID) Boys Shotput category, Para Games competition at Datu Lipus Makapandung Gov. D.O. Plaza Sports Complex, Patin-ay, Prosperidad, Agusan Del Sur.

Though a newbie in Palaro, his positive disposition and focused mindset led to his golden performance with a shotput throw measuring 10.59 meters.

He was trained and guided by his coach Mr. Rogelio Cayabyab together with the Division Para Games Coordinator Mr. Anthony P. Dotong and Dr. Jupiter L. Petilla, EPS and Division SNED Focal Person.

SDO PANGASINAN II STRENGTHENS ASSESSMENT PRACTICES FOR IMPROVED LEARNING OUTCOMES THROUGH JAMOVI-POWERED DATA-INFORMED PEDAGOGY
In its continuing commitment to strengthen evidence-based instructional practices and improve learner achievement, the Schools Division Office (SDO) of Pangasinan II, through the Curriculum Implementation Division (CID), successfully conducted the four-day intensive training-workshop titled “Data-Informed Pedagogy: Utilizing Assessment Results to Improve Learning Outcomes” from May 20 to 23, 2026, at GR8 Corporate Center, Urdaneta City, Pangasinan.

The activity aimed to enhance teachers’ competencies in assessment analysis, data interpretation, and the use of learner performance data to inform responsive and effective classroom instruction. The activity gathered 76 Mathematics teachers from various elementary and secondary schools across the division. As a high-impact professional development initiative, the training was both NEAP-accredited and PRC-accredited, granting participants 14 Continuing Professional Development (CPD) units.

The program was spearheaded by Dr. Mike D. Dacasin, Education Program Supervisor in Mathematics and Program Owner, whose leadership and commitment to strengthening data-informed instruction greatly contributed to the successful conduct of the activity. The success of the program was further made possible through the steadfast support of the officials of SDO Pangasinan II, led by Schools Division Superintendent Dr. Vivian Luz S. Pagatpatan, CESO VI; Assistant Schools Division Superintendent Dr. Russel Jim V. Tamayo, CESO VI; CID Chief Dr. Cornelio R. Aquino, and SGOD Chief Dr. Redentor B. Aquino.

A Comprehensive Deep Dive into Analytics
The workshop was meticulously designed to move beyond traditional grading by introducing participants to sophisticated statistical tools. The program kicked off with Mrs. Ana Marie D. Maningding, who provided a comprehensive look at the regional assessment landscape and a deep-dive analysis of the 2023 NAT G12 National Results. Building on this context, Dr. Roger Z. Estabillo, Jr. delivered an insightful session on the strategic uses and common challenges of national assessments.

To modernize the teachers' technical toolkit, Mrs. Janice E. Viernes and Dr. Remelyn A. Nocasa facilitated hands-on sessions on Jamovi, a powerful open-source statistical software. Participants transitioned from theory to practice by installing the software and mastering real-world data management.
Transforming Data into Classroom Insights
As the workshop transitioned into its second and third days, the focus shifted toward achieving technical mastery in data analytics. Mr. Aljon C. Tomeldan led sessions on Descriptive Statistics and Data Visualization, teaching participants to identify critical performance trends through graphical analysis.

The analytical rigor of the training intensified as Anthony R. Bacalzo introduced the fundamental principles of Inferential Statistics, equipping participants with robust statistical methodologies for hypothesis testing, including t-tests and their non-parametric counterparts, intervention analysis, and evidence-based evaluation of instructional effectiveness.

These sessions enabled participants to move beyond mere descriptive interpretation of learners’ assessment results and toward data-driven decision-making anchored on statistical evidence and educational research principles. Through the application of inferential techniques, educators were guided in determining whether observed differences in learners’ performance were statistically significant, thereby strengthening the validity and reliability of educational conclusions and proposed interventions.

Building on these foundations, Reynaldo D. Salayog II facilitated advanced discussions on inferential statistical techniques, including correlation analysis, multivariate analysis, analysis of variance (ANOVA), and chi-square tests. These advanced methodologies provided participants with deeper analytical competencies in examining relationships among variables, identifying significant factors affecting learners’ achievement, and comparing performance across groups and learning conditions. Such competencies are highly essential in the utilization of learners’ assessment data, as they allow designated district and municipal statisticians to identify learning gaps, determine contributing academic and contextual factors, and formulate targeted, evidence-based interventions responsive to learners’ needs.

Bridging the Gap: From Analysis to Policy
The training culminated in a practical application phase led by Dr. Roger Z. Estabillo, Jr., where participants developed formal Policy Reviews based on the analysis of district Mathematics.
