Binalonan Water District is a government owned and controlled corporation, organized and existing by virtue of PD 198. Poblacion, Brgy. Linmansangan and Brgy.

Binalonan Water District is a government owned and controlled corporation, organized and existing by virtue of PD 198, as amended, was granted its Conditional Certificate of Conformance (CCC) No. 285 on March 27, 1987 by the Local Water Utilities Administration (LWUA). The Water District is subject under the provisions of PD 198, as amended. It is considered as a quasi-public corporation performin

g public service and supplying public want. The water district falls under the coverage of the Civil Service Commission law, rules and regulations, Commission on Audit and the Department of Budget and Management pursuant to the Supreme Court’s proclamation in 1991. The water district draws its supply from the three (3) deep wells in Brgy. Sto. Niño. Poblacion pumping station, operate in a direct pumping manner. Water from these deep wells is drawn by electrically driven submersible pump and water each.

SUBJECT: ACTIVATION OF NEW SUMABNIT PUMPING STATION

The Binalonan Water District is pleased to announce the activation of the newly constructed Sumabnit Pumping Station!
This project is a critical step in addressing the long-standing issue of low water pressure experienced by our valued concessionaires.
We anticipate a significant and immediate improvement in water pressure and supply in the following areas:
• Barangay Linmansangan
• Barangay Santiago
• Barangay Sumabnit
• Barangay Bued
• Barangay Canarvacanan
• And neighboring barangays

⚠️ IMPORTANT WATER QUALITY ADVISORY ⚠️
Due to the initial activation of a new pumping station and distribution lines, the water quality may be compromised (e.g., temporary turbidity or impurities).
We strongly advise all affected residents to TEMPORARILY AVOID CONSUMING the water directly from the tap.
This non-consumption advisory is a precautionary measure to ensure your health and safety while our Engineering and Quality Control teams conduct thorough flushing, testing, and monitoring of the new system.

UPDATE ON WATER SAFETY: We will issue a subsequent advisory immediately once the water has been certified safe and potable for consumption.

Taos-puso po kaming humihingi ng paumanhin sa aming mga pinapahalagahang residente ng Binalonan. Ipinapabatid po namin na ang Linmansangan Pumping Station ay kasalukuyang hindi gumagana (non-operational) dahil sa biglaang pagkasira ng motor.

• Maaari po kayong makaranas ng mahina hanggang sa walang tubig sa inyong lugar.
• Ang tinatayang tagal ng abala ay 3 hanggang 5 araw habang isinasagawa ang kailangang pag-aayos.

💡 Mahalagang Paalala (Para sa Inyong Paggamit):
Habang ginagawa ang pag ayos o pagkumpuni, may tiyansang magkaroon ng tubig tuwing gabi, kayo po ay aming pinapayuhan na mag-imbak ng tubig para may magamit kayo sa mg susunod na araw. Mangyaring samantalahin po natin ito.

Agad po naming kinontak ang aming technical personnel para maresolba ang isyu at maibalik ang normal na serbisyo sa lalong madaling panahon.

📢 WATER ADVISORY: LINMANSANGAN PUMPING STATION WATER QUALITY 📢

The Binalonan Water District (BIWAD) is issuing this advisory regarding the water quality from the Linmansangan Pumping Station.

We understand that some of our concessionaires in the affected barangay have recently experienced cloudy water and the presence of sand in their water supply.

ROOT CAUSE OF THE ISSUE
This condition is primarily attributed to two factors:
1. The impact of the recent typhoons, which can disrupt groundwater conditions.
2. The deterioration of the well's old and unstable steel casing at the Linmansangan Pumping Station. This old casing is no longer effective in preventing fine sediments from entering the water during pumping, especially after ground disturbance from heavy rains.

OUR IMMEDIATE ACTION PLAN
To address this effectively and ensure a long-term solution, BIWAD has proposed a replacement of the old steel casing with a more efficient and durable PVC casing. This upgrade will significantly improve the stability of the well and the quality of the water it produces.

SAFETY PRECAUTION & WATER QUALITY MONITORING
For the safety of our consumers, we strongly advise the affected barangay NOT to consume the water directly from the tap until further notice.
• Please boil the water thoroughly before using it for drinking, cooking, or brushing teeth.
The BIWAD team is currently conducting intensive water quality monitoring and testing in the affected area to ensure the safety and potability of the water supply. We are prioritizing this to resolve the issue as quickly as possible.

🚨 EMERGENCY WATER INTERRUPTION ADVISORY 🚨
Binalonan Water District would like to inform all affected customers in the service area of the Linmansangan Pumping Station of an emergency water interruption.

Reason for Interruption:
The interruption is due to an electrical burn/fault in the wiring of the Variable Frequency Drive (VFD) at Linmansangan Pumping Station.

Current Status:
Our technical team is currently onsite and attending to the issue to restore the system as quickly and safely as possible. We are working diligently to resolve this unexpected problem.

Areas Potentially Affected (Service Area of Linmansangan Pumping Station):
1. Barangay Linmansangan
2. Barangay Santiago
3. Barangay Sumabnit
4. Barangay Bued
5. and other neighboring Barangays

📢 Holiday Advisory! 📢

Please be advised that the BIWAD Office will be closed on Thursday, November 13, 2025.

This is in observance of a special non-working holiday in the Province of Pangasinan, commemorating the birth anniversary of the late Speaker Eugenio Perez, as declared by Republic Act 6721.

URGENT WATER SERVICE ADVISORY

We are issuing this critical advisory to inform all concessionaires of an immediate and significant water service interruption affecting areas served by two of our primary pumping stations.

Reason for Interruption
This shortage is due to a major Electro-Mechanical Failure sustained by the machinery at both Linmansangan Pumping Station and San Felipe Sur Pumping Station. This mechanical failure was triggered by the recent severe weather condition experienced in our area.

Affected Areas and Impact
Areas served by the Linmansangan and San Felipe Sur stations will experience:
Significantly Low Pressure Complete Loss of Water Supply (No Water).

We are working to isolate the problem and begin critical repairs immediately. We sincerely regret that this unforeseen damage will impact your supply.

Call to Action and Safety Message
Water Conservation:
We strongly urge all residents in the affected areas to store and conserve water immediately for essential needs (drinking, cooking, and sanitation) as repair work is underway.
Safety First: As we continue to experience severe weather, please prioritize your safety and the safety of your family. Heed all local advisories and avoid unnecessary travel.
We are mobilizing all available personnel and resources to restore the affected stations to full operation as quickly and safely as possible. We will provide an Estimated Time of Restoration (ETR) in a follow-up advisory.
