August 18, 2026 - Orientation on DILG Memorandum Circular No. 2006-125 and the Establishment of the Local Council of Women in Bislig City.

The City Social Welfare and Development Office successfully conducted a one-day “Orientation on DILG Memorandum Circular No. 2006-125 and the Establishment of the Local Council of Women in Bislig City” at the City Mayor’s Conference Hall, Bislig City, Surigao del Sur.

The activity was spearheaded by Ms. Jenyveve M. Quirante, RSW, Social Welfare Officer III, as part of the CSWDO’s commitment to establishing the Local Council of Women in Bislig City and promoting the welfare, empowerment, protection, and meaningful participation of women. A welcome message was delivered by Ms. Boots B. Castillo, Executive Assistant III, who expressed her support for the initiative and emphasized the importance of women’s participation and representation in local governance and community development. The meeting was held with the brief presence of City Mayor Florencio C. Garay.

The orientation brought together representatives from various sectors and women-focused organizations in Bislig City, helping them better understand DILG Memorandum Circular No. 2006-125 and its relevance to the organization and establishment of the Local Council of Women. Key topics included the legal instruments for women’s empowerment, guiding principles, and the nature and functions of the LCW. The session was facilitated by Mr. Julius R. Carrido, CLGOO – DILG, who served as the Resource Speaker and shared valuable insights on the guidelines and processes for establishing and strengthening the LCW.

Following the orientation, an election of officers was conducted, marking a significant step toward the formal organization and operationalization of the Local Council of Women in Bislig City.
This milestone reflects the CSWDO’s commitment to strengthening women’s representation, participation, and empowerment in local governance and community development.

🛡️ SAFEGUARDING THE DIGITAL FRONTLINE 🛡️

The City Social Welfare and Development Office (CSWDO) Sub-Office 2 successfully conducted the learning and capacity-building activity entitled “Safeguarding the Digital Frontline: Understanding RA 11930 or the Anti-OSAEC and CSAEM Act and Orientation on Trauma-Informed Care” on August 14, 2026, at The Aperо, Mangagoy, Bislig City.

The activity was initiated by Ms. Joan M. Ingente, RSW, Social Welfare Officer II and CSWD Sub-Office 2 Head, as part of the continuing efforts to strengthen the knowledge, skills, and well-being of frontline workers in responding to cases involving children and other vulnerable individuals. The activity was also graced by the presence of Mr. Grover S. Viduya, RSW, CSWDO Officer, who warmly welcomed the participants and expressed his support for the conduct of the activity.

The whole-day learning session provided valuable insights through four meaningful sessions. Pros. Hazel Plaza-Mabale, City Prosecutor, discussed “The Landscape of OSAEC and CSAEM and the Mandated Legal Framework.” This was followed by Ms. Jenyveve M. Quirante, RSW, Social Welfare Officer III, who tackled “Foundations of Trauma-Informed Care,” focusing on the principles of Trauma-Informed Care (TIC) and understanding trauma.

The afternoon sessions continued with Ms. Rosalie S. Lindo, RSW, Social Welfare Officer III, who discussed “Recognizing Triggers,” particularly understanding trauma triggers and differentiating them from phobias. The learning session concluded with Ms. Joan M. Ingente, RSW, Social Welfare Officer II and CSWD Sub-Office 2 Head, who facilitated the discussion on “Vicarious Trauma & Self-Care,” covering warning signs, stress assessment, and self-care practices.

Beyond gaining knowledge about RA 11930 or the Anti-OSAEC and CSAEM Act and Orientation on Trauma-Informed Care, the activity served as a meaningful reminder of the importance of continuously strengthening the capacity of frontline workers while also recognizing the need to care for ourselves as we continue to serve children, families, and communities.

The City Social Welfare and Development Office (CSWDO) – Bislig participated in the Training of Trainers for Parent Effectiveness Service (PES) Facilitators, featuring the new PES Module of the Department of Social Welfare and Development (DSWD), held on July 28–30, 2026, at Bislig Highlands Function Farm and Hotel La Salle, Mangagoy, Bislig City. The three-day activity was attended by CSWDO-Bislig staff who are being equipped with the knowledge, skills, and facilitation techniques necessary to serve as PES Facilitators and eventually conduct parenting sessions for parents and guardians in the different communities of Bislig City.

The activity is anchored on Republic Act No. 11908, or the Parent Effectiveness Service (PES) Program Act, which institutionalizes the PES Program to strengthen the capacity of parents and guardians in fulfilling their responsibilities and promoting the proper growth, development, and well-being of children. It also supports the continuing efforts of the DSWD and local government units to strengthen families through preventive and developmental social welfare services.

Through the Training of Trainers, the participating CSWDO staff gained updated knowledge and practical skills on positive parenting, child development, parent-child communication, responsible parenthood, child protection, and family well-being, while being prepared to effectively facilitate the new PES Module among parents in the community.

The activity is expected to create a positive impact on Bisliganon families by making quality parenting education more accessible and responsive to their needs. Through future PES sessions, parents can be supported in developing positive and non-violent approaches to discipline, strengthening relationships with their children, understanding children's rights, and responding appropriately to challenges in family life.

The participation of CSWDO-Bislig staff in the Training of Trainers for PES Facilitators is an important step toward strengthening the City's capacity to support parents and children. By developing a pool of trained local facilitators, the CSWDO can bring parenting education closer to communities and work more closely with barangays, schools, the Local Council for the Protection of Children (LCPC), and other stakeholders in building stronger families and a safer, more caring, and child-friendly Bislig City.

EVACUATION CENTER OPERATION: Open Gym, Requina Elementary School, Tabon, Bislig City

Padayon ang paghatag og serbisyo ug pagmonitor sa mga apektado sa sunog nga nahitabo sa Maraville, Tabon, Bislig City niadtong August 6, 2026.

Ang City Social Welfare and Development Office (CSWDO) – Bislig, uban sa Barangay Local Government Unit of Tabon, padayon sa pag-intake, pag-assess, ug pagmonitor sa mga apektadong pamilya aron matubag ang ilang mga dinaliang panginahanglan ug masiguro ang hustong pagrekord sa mga apektado sa maong insidente.

Base sa final nga assessment ug interview nga gihimo sa Disaster Response Cluster, adunay 80 ka pamilya o 45 ka households, samtang 40 ka kabalayan ang na-record nga adunay total ug partial damage.

Padayon usab ang monitoring sa mga apektadong pamilya aron mahibal-an ug matubag ang ilang nag-unang panginahanglanon. Nakahatag usab ang CSWDO-Bislig og Psychological First Aid (PFA) pinaagi sa psychosocial support, pakig-istorya sa mga apektado, ug pagpaminaw sa ilang mga kabalaka ug panginahanglan.

Sa panahon sa kalisod, padayon ang serbisyo sa City Government of Bislig pinaagi sa CSWDO-Bislig alang sa kaluwasan, kaayohan, ug pagbangon sa atong mga katawhang Bisliganon.
