𝗕𝗢𝗔𝗖, 𝗠𝗔𝗥𝗜𝗡𝗗𝗨𝗤𝗨𝗘 — The Department of Labor and Employment (DOLE) MIMAROPA strengthened the capacity of PESO managers, workers, and employers to uphold workers’ rights, foster harmonious labor-management relations, and address workplace concerns through enhanced understanding of freedom of association and civil liberties.

The initiative, implemented through the DOLE Marinduque Provincial Office, forms part of the Department’s continuing efforts under the leadership of Secretary Francis N. TOLentino to empower labor and employment stakeholders with the knowledge and mechanisms necessary to uphold workers’ rights and promote productive and harmonized workplace relations.

Held on August 12–13, 2026, at Balar Events Place, Boac, Marinduque, the capacity-building activity was conducted as part of the 20th Regional PESO Congress, reaching 74 PESO managers and personnel on the first day and 40 workers and 35 employers on the second day.

Through the sessions, participants gained a stronger understanding of freedom of association, civil liberties, labor standards, labor-management cooperation, wage-related concerns, and DOLE programs and mechanisms. These strengthened competencies are expected to enable PESO personnel and labor stakeholders to provide more informed assistance, promote constructive labor-management engagement, and respond more effectively to workplace concerns.

OUTREACH PROGRAM | 20th Regional PESO Congress

A meaningful outreach was held at the Marinduque Provincial Jail, bringing together PESO Managers, PESO staff, JPO officers, and colleagues from DOLE Marinduque and the DOLE Regional Office for a day of sharing, connection, and encouragement.

Beyond the simple act of giving, the visit was a reminder that hope and opportunities should reach everyone. Through DOLE and PESO, we continue to look for ways to connect PDLs to livelihood opportunities that can help them prepare for a better path ahead.

The PDLs also welcomed our team with a heartfelt song and dance presentation, a simple gesture that made the visit even more memorable. Our sincere thanks to the Marinduque Provincial Jail, headed by Provincial Warden Ronaldo Togonon, for warmly welcoming us.

As we celebrate the 20th Regional PESO Congress with the theme “Bridging Islands of Opportunities in Advancing Regional Progress for Meaningful Employment,” may we continue to bridge not only places, but also people, opportunities, and hope—toward a future where everyone has a chance to move forward. 🌱

The second day of the 20th MIMAROPA Regional PESO Congress officially begins with an inspiring Keynote Address from Atty. Jebb Lynus Q. Cane, OIC–Assistant Secretary, General Administration Cluster, setting the tone for another meaningful day of learning, collaboration, and advancing employment opportunities across the region.

A special surprise also marked today’s gathering—the Oath-Taking Ceremony of Engr. Charity R. Cabral, newly appointed Supervising Labor and Employment Officer of DOLE MIMAROPA. Congratulations and best wishes on this new chapter of service! 👏

The 20th MIMAROPA Regional PESO Congress officially opened today in the beautiful province of Marinduque, bringing together Public Employment Service Office (PESO) representatives from across the MIMAROPA Region for a meaningful gathering of collaboration, learning, and shared commitment to advancing employment opportunities.

Anchored on the theme, “Bridging Islands of Opportunities in Advancing Regional Progress for Meaningful Employment,” this year’s Congress highlights the vital role of PESOs in connecting people to opportunities and building a stronger, more inclusive workforce across the region.

As the host province, Marinduque warmly welcomed our delegates through the traditional Putong—a heartfelt expression of honor, gratitude, and hospitality deeply rooted in our local culture.
