Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza met with the Civil Service Commission (CSC) Field Office Director Hans R. Alcantara, on August 11, 2026, to discuss efficient coordination on various civil service concerns affecting BIR personnel.

The meeting underscored the BIRโ€™s support for initiatives promoting employee welfare and engagement, consistent with the Employee Empowerment and Welfare Promotion pillar of the BIR DARES reform agenda.

During the meeting, Director Alcantara likewise presented the various CSC activities lined up for the observance of CSC Month this September, including the planned Fun Run on the second Sunday of the month.

BIR Commissioner Charlito Martin R. Mendoza announced that the Bureau of Internal Revenue is preparing the issuance that will remove the Value-Added Tax (VAT) on the allowable system loss charge in electricity bills, in line with President Ferdinand R. Marcos Jr.โ€™s directive to review and clarify tax rules that can provide immediate relief to consumers.

The BIR will issue the corresponding Revenue Memorandum Circular after the lapse of fifteen (15) days from the publication of Energy Regulatory Commission (ERC) Resolution No. 26, Series of 2026, which classifies the system loss charge as a government-mandated pass-through cost.

โ€œAs Finance Secretary Frederick Go has consistently guided us, our reforms should deliver results that people can immediately feel. When there is a clear basis under the law to provide tax relief, we should act on it. We are preparing the BIR issuance now so that after the required period has lapsed, we can immediately implement the VAT removal and pass the benefit on to electricity consumers,โ€ Commissioner Mendoza said.

Under ERC Resolution No. 26, Series of 2026, the allowable system loss charge is treated as a cost recovered through electricity bills rather than income earned by generation companies, the National Grid Corporation of the Philippines (NGCP), and distribution utilities.

โ€œIn simple terms, consumers should not be paying VAT on electricity that never actually reaches their homes or businesses. A pass-through charge is a cost collected from consumers and passed on to the proper recipient. Removing VAT from that charge means a lower amount will be passed on to electricity consumers,โ€ Commissioner Mendoza said.

The forthcoming issuance builds on earlier BIR action clarifying the tax treatment of government-mandated electricity charges. Under RMC No. 60-2026 released in June, the BIR clarified that the Lifeline Subsidy, Green Energy Auction Allowance, and other specified government-mandated charges are not subject to output VAT and related creditable withholding taxes.

โ€œWe will continue reviewing our tax rules for areas where their proper application can provide practical relief to taxpayers. Where the law allows it, we want that relief to be clear, immediate, and felt by our people,โ€ Commissioner Mendoza said.

Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza led the discussion with Australian Ambassador H.E. Marc Innes-Brown on August 26, 2026, on potential areas of cooperation under Australiaโ€™s Promoting Growth, Resilience, Economic Stability and Sustainability in the Philippines (PROGRESS) program.

The discussion builds on the Subsidiary Arrangement for PROGRESS signed by the Australian Government and the Department of Finance (DOF) on March 25, 2026, marking a key step in the implementation of Australiaโ€™s A$45-million inclusive economic growth program for the Philippines.

PROGRESS is Australiaโ€™s flagship program aimed at promoting inclusive economic growth in the Philippines and supporting the Philippine Development Plan 2023โ€“2028. It seeks to strengthen the business-enabling environment and economic management while supporting investment, trade, climate resilience, economic security, and priority sectors.

The program will be implemented in coordination with DOF, alongside the Anti-Red Tape Authority (ARTA), Department of Energy (DOE), Department of Economy, Planning, and Development (DEPDev), and Department of Trade and Industry (DTI), with the BIR identified as a key agency under DOF in advancing the initiative.

Also present during the meeting were BIR Deputy Commissioner Marissa O. Cabreros (Strategic Reforms Group), OIC-Assistant Commissioner Eunisa R. Castillo (Project Management and Implementation Service), and OIC-HREA Grace T. Dizon (Planning and Management Service). BIR Commissioner Charlito Martin R. Mendoza led BIR officials in a meeting with the Federation of Philippine Industries (FPI), headed by Chairman Emeritus Jesus Lim Arranza and Chairperson Elizabeth Lee, on August 12, 2026, at the BIR National Office to discuss areas for closer coordination on tax compliance and revenue base protection.

The meeting covered industry concerns and possible areas where the FPI can support the Bureauโ€™s tax administration efforts, including information-sharing, industry briefings, and capacity-building activities.

Both parties expressed support for continued collaboration toward a more responsive and effective tax administration.

Also present from the BIR were Deputy Commissioner Marissa O. Cabreros; Edith Carayugan of the Assessment Programs Division; Christopher Agbayani of the National Investigation Division; and Gibson Sta. Maria of the Taxpayer Service Programs and Monitoring Division.

The Bureau of Internal Revenue (BIR) Revenue Region No. 6 โ€“ City of Manila and Palawan destroyed 240,550 illicit v**e products with an estimated tax liability of P1.539 billion on August 24, 2026, at the DIGAMA Waste Management Facility in Porac, Pampanga.

โ€œEnforcement does not end with seizure. We must permanently remove illicit v**e products from the market and hold accountable those behind their illegal manufacture, importation, distribution, and sale,โ€ Commissioner Charlito Martin R. Mendoza said.

Revenue Region No. 6 Regional Director Remir Macatangay said BIR Manila has expanded its enforcement operations from individual retail establishments to warehouses.

โ€œWe started with retail stores and expanded to warehouses. This led to our operation against Tap Fog Philippines, the largest single illicit v**e enforcement operation conducted by the BIR to date. Some of the products seized in that operation were among those destroyed today,โ€ Macatangay said.

The destruction activity sends a clear message: neither unlawful traders nor unfavorable weather conditions can hinder the BIRโ€™s commitment to safeguarding government revenue, protecting compliant businesses, and keeping illicit v**e products out of the market.
