SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "PILANDOK" {KROVANH} was estimated based on all available data at 1,030 km East Northeast of Extreme Northern Luzon (24.8°N, 130.9°E) with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. It is moving Northwestward at 20 km/h. Southwest Monsoon affecting Luzon and Visayas.
