PILANDOK HAS EXITED THE PHILIPPINE AREA OF RESPONSIBILITY

• Location of Center (10:00 AM)
The center of Tropical Storm PILANDOK was estimated based on all available data at 1,050 km Northeast of Extreme Northern Luzon (26.8°N, 129.8°E) (OUTSIDE PAR).
• Intensity
Maximum sustained winds of 75 km/h near the center, gustiness of up to 90 km/h, and central pressure of 992 hPa
• Present Movement
Northward at 30 km/h
• Extent of Tropical Cyclone Winds
Strong to gale-force winds extend outwards up to 600 km from the center

Severe Winds
The Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today until Saturday (05 September): Most of Luzon and Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Misamis Oriental, Camiguin, Dinagat Islands, Davao Occidental, and Davao Oriental.

HAZARDS AFFECTING COASTAL WATERS

24-Hour Sea Condition Outlook

Up to rough seas over the following coastal waters:
• Up to 4.0 m: The western and southern seaboards of Batanes; the western seaboard of Babuyan Islands; the northern seaboard of Ilocos Norte;
• Up to 3.5 m: The remaining seaboards of Batanes and Ilocos Norte; the seaboards of Ilocos Sur, La Union, and Zambales; the western seaboard of Pangasinan; the western and southern seaboards of Bataan; the northern and western seaboards Lubang Islands; the northwestern seaboard of Occidental Mindoro.
• Up to 3.0 m: The remaining seaboards of Babuyan Islands; the western seaboards of Cavite, Batangas, northern Occidental Mindoro; the northwestern seaboards of Calamian Islands, and Kalayaan Islands.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboard of Isabela, northern Aurora, Surigao del Sur, and Davao Oriental; the western seaboard of northern Palawan; the remaining seaboards of Kalayaan Islands, Occidental Mindoro, and Pangasinan.
• Up to 2.0 m: The seaboards of Cagayan, Romblon, Cuyo Islands, Cagayancillo Islands, and Antique; the southern seaboards of Quezon, Marinduque, Camarines Sur, Iloilo, and Guimaras; the eastern and southern seaboards of Oriental Mindoro; the western seaboard of southern Negros Occidental; the remaining western seaboard of mainland Palawan; the remaining seaboards of Occidental Mindoro.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK
• Outside the PAR, PILANDOK will continue moving generally northwestward towards southern Japan. Beginning tomorrow (04 September) until Sunday (06 September), it will remain almost stationary then move generally southward, looping over the area of Okinawa-Amami islands. By Monday (07 September), it will move generally southeastward before turning northeastward by Tuesday (08 September).
• PILANDOK is forecast to remain as a tropical storm throughout the entire forecast period.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

After continuous clearing operations, the affected road section has been PUNCHED-THRU AND IS NOW OPEN TO TRAFFIC.

Motorists may now pass through, but are strongly advised to TAKE EXTRA CAUTION, reduce speed, and remain alert. Clearing and stabilization works may still be ongoing in the area.

The road is open—please pass with caution.

Forecast rainfall may be higher in mountainous and elevated areas. Moreover, impacts in some areas may be worsened by significant antecedent rainfall.

The public disaster risk reduction and management offices concerned are advised to take all necessary measure to protect life and property. PAGASA Regional Services Divisions may issue Heavy Rainfall Warnings/Thunderstorms Advisories, and other severe weather information specific to their areas of responsibility as appropriate.

A 𝐇𝐞𝐚𝐯𝐲 𝐑𝐚𝐢𝐧𝐟𝐚𝐥𝐥 𝐖𝐚𝐫𝐧𝐢𝐧𝐠 provides forecasts for the next three hours and applies up to the municipal level. It is more precise as it utilizes Doppler radar technology to track real-time rainfall intensity, making it highly effective for immediate decision-making in flood-prone areas. A 𝐖𝐞𝐚𝐭𝐡𝐞𝐫 𝐀𝐝𝐯𝐢𝐬𝐨𝐫𝐲, on the other hand, covers a 24-hour period but is issued only at the provincial level. It provides a broader outlook on potential weather disturbances but lacks the short-term accuracy of 𝐇𝐞𝐚𝐯𝐲 𝐑𝐚𝐢𝐧𝐟𝐚𝐥𝐥 𝐖𝐚𝐫𝐧𝐢𝐧𝐠𝐬. For class suspensions or other official decisions, please refer to 𝐇𝐞𝐚𝐯𝐲 𝐑𝐚𝐢𝐧𝐟𝐚𝐥𝐥 𝐖𝐚𝐫𝐧𝐢𝐧𝐠𝐬 issued by the respective PAGASA Regional Services Divisions.
