In accordance with Memorandum No. 222, and Memorandum Circular No. 116, DAR Mountain Province will adopt a work-from-home (WFH) arrangement on ๐—”๐—ฝ๐—ฟ๐—ถ๐—น ๐Ÿญ, ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ, from ๐Ÿด:๐Ÿฌ๐Ÿฌ ๐—”๐—  to ๐Ÿญ๐Ÿฎ:๐Ÿฌ๐Ÿฌ ๐—ก๐—ก, and work is suspended from 12:00 NN onwards.

All officials and employees will observe the said arrangement. Despite this, the office assures the public that operations will remain continuous, and necessary coordination measures are in place to ensure the uninterrupted delivery of essential services.

In line with the ongoing efforts to verify land titles and support agrarian reform implementation, a series of field activities were conducted in selected barangays of Paracelis, Mountain Province. These included title verification, mediation among Agrarian Reform Beneficiaries (ARBs), retrieval of Ownerโ€™s Duplicate Copies (ODCs), and Land Tenure Case (LTC) inspections.

Personnel from the Legal and Land Tenure Services (LTS) Division, led by ARPO II Kitsura L. Elitan under the leadership of OIC PARPO II Brenda P. Lafasni, traveled from Bontoc to Paracelis via Tabuk, Kalinga. During the travel, the team retrieved the ODC of OCT No. O-807-C from Mr. Dexter Paganao in Dilag, Dagupan, Tabuk, Kalinga.

The team then visited the Rural Bank of San Mateo (Isabela), Inc. to verify the annotated encumbrance on OCT No. O-1198-C under Ernesto Gunday et al. Mediation was subsequently conducted in Barangays Sinmacbot and Anonat involving ARBs under OCT No. O-250-C, during which the ODC under Sayod Madilag was also retrieved.

LTC inspections were carried out in Barangays Butigue, Poblaciรณn, and Palitud to assess land conditions and verify occupancy. In Bacarri, the team facilitated the ex*****on of documents for the reissuance of ODCs and conducted follow-ups on other titles. Mr. Jefferson Wandag also executed an affidavit regarding titles in his sisterโ€™s possession.

Meanwhile, a separate Legal Division team led by ARPO II Mae Ann P. Valencerina successfully retrieved TCT No. T-1261-C under Regilyn Ewangan et al. in Baguio City.

The retrieval of these land titles facilitated faster processing of land parcelization and related documentation by providing the necessary records for ownership verification, reducing delays associated with missing documents, and supporting the timely completion of required legal and administrative procedures.

Bontoc, Mountain Province โ€” The Department of Agrarian Reform Provincial Office of Mountain Province (DARPO-MP) lead by OIC PARPO II Brenda P. Lafasni welcomed delegates from Region 12, other provinces of CAR and DAR Central Office of the SECAP-GESI Unified Project Evaluation Tool and VISTA Project Technical Working Group (TWG) Iinterface Activity. Said activity brought together key project implementers and technical personnel to enhance coordination for better understanding of tools utilised, monitoring, and evaluation of project interventions benefiting Agrarian Reform Beneficiaries (ARBs) and their organizations.

The activity focused on the orientation and application of the Social, Environmental and Climate Assessment Procedures (SECAP) and Gender Equality and Social Inclusion (GESI) Unified Project Evaluation Tool, a mechanism designed to ensure that development initiatives are environmentally sound, socially inclusive, and responsive to the needs of communities. Ms. Lourdes Espenido and Ms. Lorraine Angelica C. Ablan introduced the tool to be used during the pretest workshop. "Through this tool, project implementers are able to systematically assess the potential environmental, social, and gender impacts of sub-programs and activities, while ensuring that safeguards are in place during project planning and implementation", Ms. Espenido said.

Participants were guided on how the evaluation tool can be utilized to strengthen project monitoring and to ensure that interventions under DAR-supported programs align with sustainable development principles.

March 12, 2026 โ€“ Bontoc, Mountain Province โ€“ Department of Agrarian Reform (DAR) โ€“ Mountain Province joined todayโ€™s Nationwide Simultaneous Earthquake Drill (NSED) to strengthen disaster preparedness in the workplace.

Personnel practiced the โ€œDuck, Cover and Holdโ€ procedure and safely evacuated to the designated assembly area after the simulated earthquake alarm. Activities like this help ensure that everyone is ready and knows what to do in case of real emergencies.

Farmers Express Gratitude as Solar Radio-transistor Reach their Communities

March 11, 2026 | Sagada, Mountain Province โ€“ Some officers and members of the Pide-Aguid-Fidelisan Multipurpose Cooperative (PAFMPC) expressed their heartfelt gratitude after they received the first of solar-powered radio transistors distributed to Agrarian Reform Beneficiariesโ€™ Organizations (ARBOs) and Agrarian Reform Beneficiaries (ARBs) in the province.

The distribution of radios is part of the communication support initiative under the Support to Parcelization of Land for Individual Titles Project (SPLIT) of the Department of Agrarian Reform (DAR). A total of 41 solar-powered radio transistors will be distributed across Mountain Province to ensure that ARBs in remote communities can access timely information and updates.

For members of PAFMPC, the radios represent more than just a deviceโ€”they symbolize connection, inclusion, and recognition of the needs of farmers living in geographically isolated areas. โ€œSalamat isnan badbadang u kendakami, sapay kuma ta wada pay kasin u iyali ay pansayaatan miโ€, thank you for your supports to us and we hope that you will bring more programs to help us more, said PAFMPC BOD Chairman Bernard Malecdan.

PAFMPC Manager Bangiyad Bolinget also shared her appreciation to DAR, โ€œthe trainings given to us are very helpful, officers and members who attended the trainings learned their roles in the cooperative and it helped us a lotโ€, she said.

The solar-powered feature of the radios is especially helpful for farmers who have limited access to electricity. With the ability to charge through sunlight, they can continuously receive news, public advisories, agricultural information, updates on government programs and entertainment without worrying about batteries or power supply.

DAR Validates ARB Records in Sadsadan and Cervantes to Ensure Accurate Parcelization in Tadian

The Department of Agrarian Reform (DAR) โ€“ Mountain Province is conducting field verification visits to locate Agrarian Reform Beneficiaries (ARBs) who were unable to attend the recent final pulong-pulong on the parcelization of the collective landholding under Arsenio Dumede et al., covered by OCT No. O-761-C, with a total area of 113.7325 hectares.

The concerned ARBs are currently residing in Sadsadan and Cervantes, while the landholding subject to parcelization is located in Cadad-anan, Tadian.

During the visits, DAR personnel present the results of the subdivision survey, including the proposed lot allocations, to the identified beneficiaries for review and verification. This step ensures that records are accurate, lot boundaries are properly identified, and beneficiary information is correctly documented before the finalization of lot allocations.

Validating these records ensures that ARBs receive the correct land allocations, reducing the risk of disputes and errors. The process promotes transparency and builds trust in the parcelization program. Accurate verification also sets the stage for the future issuance of individual titles, which will provide beneficiaries with secure land ownership and opportunities for credit, farming investments, and long-term livelihood improvements.

This initiative reflects DARโ€™s ongoing commitment to accuracy, transparency, and due process in implementing the parcelization program in Cadad-anan, Tadian.

Sadanga, Mountain Province โ€“ In a series of final pulong-pulong consultations, the Department of Agrarian Reform (DAR) โ€“ Mountain Province, under the leadership of OIC PARPO II Brenda P. Lafasni, met with Agrarian Reform Beneficiaries (ARBs) in the barangays of Anabel (Feb 10โ€“11) and Betwagan (Feb 17โ€“18).

The sessions brought together ARBs from barangays of Anabel (February 10-11) and Betwagan (February 17-18) covered under the name of Jaime Tayab et al., with OCT No. 0-767-C with a total land area of 1032.5063 hectares, providing them with a first-hand look at official survey maps of their subdivided lots. Participants carefully reviewed boundaries and allocations, gaining a clearer understanding of the location, size, and extent of their landholdings.

Beyond reviewing maps, the pulong-pulong offered a space for the ARBs to ask questions, clarify concerns, and discuss the parcelization of their collective landholdings. For many, it was an important step in seeing how their shared land will eventually be divided into individual titles.

Both activities concluded with the documentation of discussions and survey results, marking another step in the ongoing journey toward land security for the community. Through these activities, DAR Mountain Province continues to provide guidance and support as beneficiaries move forward in the parcelization process.
