LBP turns over ₱100,000.00 support to Mountain Province

Land Bank of the Philippines (LBP) Branch Manager Brent W. Capsuyen turned over a ₱100,000.00 check to the Provincial Government of Mountain Province in support of its recent activities.

On behalf of Provincial Governor Bonifacio C. Lacwasan, Jr., the check was received by Provincial Administrator John K. Likigan. He was joined by Board Member Ezra Samson Gomez and Administrative Officer III Faith Ann P. Landisan during the turnover ceremony.

The fund was allocated to support the conduct of the 59th Founding Anniversary Celebration and the 19th Lang-ay Festival of Mountain Province.

In response to their generosity, Likigan extended his sincere appreciation to the LBP for its continued support in promoting cultural heritage, community development, and local initiatives in the province.

Mountain Province adopts energy-saving measures for the 19th Lang-ay Festival and 59th Founding Anniversary

Bontoc, Mountain Province – March 18, 2026 – The Provincial Local Government Unit of Mountain Province (PLGU MP) has finalized energy-saving strategies for the 𝟭𝟵𝘁𝗵 𝙇𝙖𝙣𝙜-𝙖𝙮 𝗙𝗲𝘀𝘁𝗶𝘃𝗮𝗹 and 𝟱𝟵𝘁𝗵 𝗠𝗼𝘂𝗻𝘁𝗮𝗶𝗻 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗲 𝗙𝗼𝘂𝗻𝗱𝗶𝗻𝗴 𝗔𝗻𝗻𝗶𝘃𝗲𝗿𝘀𝗮𝗿𝘆, aligning with national directives amid the ongoing global crisis linked to the Middle East war while ensuring support for local micro, small, and medium enterprises (MSMEs).

The measures will follow Malacañang’s Memorandum Circular 114 of 2026, issued March 6, which mandates reduced electricity and fuel consumption among all government agencies and local government units as

Adjustments include cancellation of some evening programs/activities, relocating venues, using solar lights, restricting electricity to essentials, and installing a meter to monitor consumption.

With this, the Agro-Industrial Trade Fair – originally planned for Eyeb Open Grounds – will now be held at the Provincial Plaza to cut fuel, electricity, and water use.

Trade Fair Committee Chairperson, Board Member Ezra Samson A. Gomez, underscored that MSMEs, which have already invested in the event, will still have the opportunity to sell products and mitigate inflation impacts. DTI Provincial Director Mabel F. Banggawan said that the fair supports over 100 exhibitors and serves as a vital physical stores' platform, as the province lags in social media marketing compared to other areas. She added that basic commodity prices remain stable, with local councils tasked to monitor and regulate costs.

League of Municipalities – Mountain Province Chapter President Marcial Lawilao, Jr. pledged the league’s support. “The purpose of these events is not only celebration but to uplift our province and communities economically," he said.

Meanwhile, "Congressman Maximo Y. Dalog, Jr. extends his support to whatever the body will decide," Wabilyn M. Lomong-oy, a staff member of the Congressman, said.

The final calendar of activities will be posted soon after consolidation by the Lang-ay Festival secretariat.

𝐉𝐔𝐒𝐓 𝐈𝐍 || The 𝟭𝟵𝘁𝗵 𝙇𝙖𝙣𝙜-𝙖𝙮 𝗙𝗲𝘀𝘁𝗶𝘃𝗮𝗹 and 𝟱𝟵𝘁𝗵 𝗠𝗼𝘂𝗻𝘁𝗮𝗶𝗻 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗲 𝗙𝗼𝘂𝗻𝗱𝗶𝗻𝗴 𝗔𝗻𝗻𝗶𝘃𝗲𝗿𝘀𝗮𝗿𝘆 celebration will proceed as scheduled, with streamlined activities to ensure fiscal responsibility amid the Middle East crisis.

The updated schedule and other details will soon be posted. Meantime, the various working committees are communicating with their municipal counterparts to guide the latter on the recent development.

Nonetheless, the steering committee still advised all stakeholders to prepare for contingency plans to mitigate the adverse effects of the ongoing war.

LOOK: In view of Presidential Proclamation No. 1189, dated March 12, 2026 declaring March 20, 2026, Friday, as a regular holiday nationwide in observance of Eid'l Fitr (Feast of Ramadan) and in line with the collective effort to conserve energy, Acting Provincial Governor Jose O. Dominguez temporarily suspends the implementation of the four-day onsite workweek arrangement for the third week of March covering the dates March 16-19, 2026.

Consequently, office operations during said dates shall be from 8AM to 5PM and the four-day onsite workweek shall resume on March 23, 2026

PLGU implements Mandatory Energy Conservation Measures

Bontoc – The Provincial Local Government Unit (PLGU) has issued Memorandum No. 17, series of 2026, dated March 11, 2026, mandating energy conservation measures in line with Memorandum Circular No. 114 and the Government Energy Management Program.

The guidelines were explained by Energy Conservation Officer Designate Gary A. Pekas during the March 16, 2026, Monday Program, covering operational protocols across multiple areas:

➡️Lighting and Cooling

✅️Air conditioning units may operate only between 11:00 a.m. and 4:00 p.m., with thermostats set no lower than 24 degrees Celsius.

✅️Offices must keep curtains and blinds open during daylight hours to maximize natural lighting.

✅️A "lunch hour blackout" will be enforced from 12:00 p.m. to 1:00 p.m., requiring all non-essential lights to be switched off.

✅️The Office of the Provincial General Services Officer (OPGSO) – Electrical Section is directed to remove or disconnect redundant lighting within 15 days.

✅️Tasks suitable for daylight hours must be scheduled to reduce artificial lighting use.

✅️The Office of the Provincial Security Services will turn off unnecessary common area lighting after office hours.

➡️Building-Level Energy Zoning

✅️Departments with fewer than 5 on-site staff per day must cluster into a single room or area to cut lighting use.

✅️A "Dark Floors" Policy will keep entire floors or wings with low foot traffic lights off by default.

➡️IT Equipment and Standby Power Management

✅️All computers must be configured to turn off monitors after 5 minutes of inactivity and put CPUs in hibernate mode after 20 minutes.

✅️Each department’s designated "last person out" must ensure all electrical equipment is switched off at the end of the day.

➡️Other Electrical Appliances Protocol

✅️All electric water dispensers must be unplugged.

✅️Refrigerators must be set to moderate cooling, not maximum.

✅️Use of electric stoves is strictly prohibited.

➡️Transportation and Fuel Conservation

✅️No government vehicle will be dispatched for single-person errands if the destination is accessible via public transport or can be included in a group schedule.

✅️All Travel Orders must be cleared by the Provincial Governor’s Office to avoid duplicate trips to the same municipality or barangay unless necessary.

✅️Drivers must turn off engines when parked for more than 30 seconds, except for emergency vehicles.

✅️Employees are encouraged to carpool, particularly under the 10-hour, 4-day compressed workweek.

➡️Limited Use of Provincial Government Event Venues

✅️Nighttime activities are not allowed in PLGU event venues, and no activities will be permitted on Fridays, weekends, or holidays – even during daytime hours.

➡️Data-Driven Monitoring

✅️The OPGSO – Electrical Section will conduct daily electric meter readings to establish a real-time consumption baseline.

✅️Top-performing offices will be posted monthly at the Provincial Capitol lobby and recognized during weekly flag-raising programs.

➡️Administrative Compliance

✅️Each department or office must appoint a Green Marshal to monitor daily compliance.

✅️The Energy Conservation Officer will conduct unannounced inspections and submit monthly reports to the Governor’s Office, with consistent reducers receiving formal recognition.

✅️The Bids and Awards Committee will require all procured electrical appliances to have inverter technology or Energy Star certification.
