𝐒𝐓𝐑𝐄𝐍𝐆𝐓𝐇𝐄𝐍𝐈𝐍𝐆 𝐏𝐀𝐑𝐓𝐍𝐄𝐑𝐒𝐇𝐈𝐏S I Today, the Commission on Elections (COMELEC) – Mountain Province, Provincial Election Supervisor Atty. John Paul A. Martin, paid a courtesy visit to DILG Mountain Province Provincial Director (PD) Anthony Manolo I. Ballug to discuss and explore areas for collaboration in the implementation of their respective programs, projects and activities (PPAs).

A key agenda of the meeting was Atty. Martin's proposal to conduct voter registration activities during the barangay assembly. The initiative aims to make voter registration more convenient and accessible by bringing the said service closer to the communities. In response, PD Ballug welcomed the proposal and expressed his full support.

The joint effort highlights the strong and continuing partnership between the two offices in delivering efficient public service and promoting greater community participation.

BONTOC, Mountain Province – The Department of the Interior and Local Government (DILG) Mountain Province Field Office held its turnover ceremony for the transition of leadership from outgoing Provincial Director Daisy A. Payang to incoming Provincial Director Anthony Manolo I. Ballug on February 19, 2026, at the Halfway House/Senior Citizen Building in Bontoc.

The transition signifies the Department’s continued commitment to integrity, excellence, and responsive local governance through strengthened partnership and collaboration, notwithstanding changes in management.

During the ceremony, the signing and turnover of official documents and the symbolic key of responsibility were administered by DILG-CAR Regional Director’s representative LGOO VII Kliene P. Chunanon, Chief of the Local Government Capability Development Division (LGCDD). The activity was witnessed by representatives from the Provincial Government of Mountain Province, including Vice Governor Hon. Jose O. Dominguez, Sangguniang Panlalawigan Member Hon. Roy M. Gamonnac, and Provincial Administrator Mr. John K. Likigan. Employees and staff from the DILG Regional Office and field offices of Kalinga and Mountain Province were also in attendance.

The program was followed by messages of support and inspiration, including that of DILG-CAR Regional Director Anthony C. Nuyda (read by LGOO VII Chunanon), who emphasized that leadership turnover is a natural and healthy process that fosters renewal, fresh perspectives, and new opportunities. He underscored that while leaders may change, the core values of the DILG—integrity, accountability, respect, and excellence—remain steadfast.

All ten (10) Municipal Anti-Drug Abuse Councils (MADACs) of Mountain Province have once again earned a High Functional rating for their effective implementation of anti-illegal drugs programs and initiatives within their respective areas of responsibility (AOR).

This sustained recognition reflects the councils’ unwavering commitment, strong adherence to national policies, and active collaboration with partner agencies and stakeholders.

𝐋𝐎𝐎𝐊 | The DILG Mountain Province, under the leadership of Provincial Director Anthony Manolo I. Ballug, conducted monitoring and validation of two ongoing FY 2025 Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) projects in the Municipality of Sabangan, Mountain Province:

𝙖) 𝙍𝙚𝙝𝙖𝙗𝙞𝙡𝙞𝙩𝙖𝙩𝙞𝙤𝙣 𝙤𝙛 𝙏𝙖𝙢𝙗𝙞𝙣𝙜𝙖𝙣 𝙁𝙖𝙧𝙢-𝙩𝙤-𝙈𝙖𝙧𝙠𝙚𝙩 𝙍𝙤𝙖𝙙
𝙗) 𝙊𝙥𝙚𝙣𝙞𝙣𝙜 𝙬𝙞𝙩𝙝 𝘾𝙤𝙣𝙘𝙧𝙚𝙩𝙞𝙣𝙜 𝙤𝙛 𝘾𝙖𝙢𝙖𝙩𝙖𝙜𝙖𝙣 𝙁𝙖𝙧𝙢-𝙩𝙤-𝙈𝙖𝙧𝙠𝙚𝙩 𝙍𝙤𝙖𝙙

In addition, the proposed site for the "𝙊𝙥𝙚𝙣𝙞𝙣𝙜 𝙬𝙞𝙩𝙝 𝘾𝙤𝙣𝙘𝙧𝙚𝙩𝙞𝙣𝙜 𝙤𝙛 𝙇𝙤𝙨𝙖𝙙 𝙁𝙖𝙧𝙢-𝙩𝙤-𝙈𝙖𝙧𝙠𝙚𝙩 𝙍𝙤𝙖𝙙" under the same program was validated to ensure compliance with technical and program requirements prior to implementation.

Under the FY 2025 LGSF-SBDP, six barangays in the Municipality of Sabangan are direct beneficiaries, each receiving an allocation of Php 2.5 million to support priority infrastructure projects aimed at improving accessibility, mobility, and local economic development. These farm-to-market road projects are expected to significantly enhance the transport of agricultural produce and improve access to essential services.
