Gov. RV Evardone called an urgent inter-agency meeting to review and strengthen school security measures in Eastern Samar following the recent shooting incident in Zamboanga City that victimized students.

Among the proposed measures is a school safety audit to prioritize schools for security improvements based on student population, functioning CCTV cameras, environmental conditions, accessibility, crime rate, and other security concerns.

The audit will also assess perimeter fencing and identify schools needing stronger fences and priority for CCTV procurement and installation.

Officials also discussed the deployment of security personnel and use of metal detectors, as well as stronger coordination among schools, parent-teacher associations (PTAs), local government units (LGUs), and barangay local government units (BLGUs). Barangay tanods may also be deployed during class hours to secure areas outside school vicinity.

A tiered emergency response system was also proposed, with Level 1 incidents handled within the school, Level 2 requiring assistance from the BLGU, and Level 3 requiring intervention from the Philippine National Police (PNP). The province may also test its 911 emergency response system to assess its readiness for school-related emergencies.

The meeting also emphasized the need to address student concerns involving bullying, threats, and other forms of violence, while strengthening school child protection committees.

For its part, the ESPPO presented measures to increase police visibility around schools, including Police Assistance Desks, foot patrols during student arrival and dismissal, coordination with school officials, anti-bullying campaigns, and intensified efforts against loose fi****ms.

Oplan Katok will likewise be strengthened through law enforcement activities involving personnel with service fi****ms and individuals with registered fi****ms, in accordance with existing laws and procedures.

Officials also discussed simulations of shooting incidents to improve school preparedness and emergency coordination among schools, barangays, local governments, and law enforcement agencies.

Evardone stressed the need for a proactive approach to school safety.

โ€œDapat matugunan naton before it happens,โ€ he said, โ€œbefore it happens to us, which hopefully will not, we have measures in place kon ano it aton bubuhatonโ€ emphasizing the importance of identifying and addressing potential threats before incidents occur. (TAC-GBP)

Gov. RV Evardone presided over the provincial government's executive committee (ExeCom) meeting on Monday, August 17, bringing together elected officials, department heads, and hospital chiefs to discuss ongoing programs and initiatives across the province.

Among the key items tackled was the provincial government's digitalization initiative, with particular focus on the document tracking system designed to ensure the accurate, secure, and timely processing of official documents.

Officials underscored the system's role in streamlining public transactions and strengthening transparency within the bureaucracy.

The ExeCom meeting is part of the administration's continuing effort to align provincial offices and health institutions toward more efficient, technology-driven public service delivery for Eastern Samar residents.

Vice Gov. Maricar Sison-Goteesan and members of the Sangguniang Panlalawigan joined Evardone in the session, alongside heads of provincial government departments and chiefs of hospitals or their representatives, reflecting a province-wide coordination effort.

The hands that once planted rice in the fields now hold a 10-kilo bag given through a government rice assistance program.

At 78, Glecerio Operario of Barangay 2, Dolores, has long left farming behind. Arthritis has made it difficult for him to work, leaving him dependent on limited resources for his daily needs.

His limited income also makes it difficult to consistently buy his maintenance medicines. At times, he can afford them for only about a week in a month.

During the BBM-LGSF rice distribution program, Tatay Glecerio received 10 kilos of rice after learning about the distribution through his barangay captain, who gave him a stub.

The program, part of President Ferdinand Marcos Jr.โ€™s โ€œBawat Bayan Makikinabangโ€ initiative, provides rice assistance through the cooperation of the national, provincial, and local governments.

In Eastern Samar, the provincial government under the leadership of Gov. RV Evardone has supported the implementation of the program together with the local government unit of Dolores through Mayor Zaldy Carpeso, bringing rice assistance closer to communities and families who need it.

For Tatay Glecerio, the 10 kilos will go a long way. He consumes about one kilo every two days, meaning the rice can provide him with food for approximately 20 days.

โ€œBaa dako ga it nga bulig, dako gud nga salamat han naghatag hini, dako gud it nga bulig ha ak.โ€

Instead of spending money on rice, he can now use what little he has for other necessities.

โ€œTak papaliton nala sura ko nala suga hiton mayda ko na pagkaon sakop hin 20 diyas.โ€

Tatay Glecerio said he is also grateful for other government assistance he has received, including his social pension and support provided to farmers.

โ€œNagpapasalamat ak hit ngatanan nga mga may ada katungdanan nga nakakapaghatag hin mga bulig ha mga pobre, sugad ha ak nga tigurang na. Dako nga salamat, gidadakue nga salamat kanda governor.โ€

For a man who spent much of his life growing rice and crops, the 10 kilos he received now means something deeply personal.

He can no longer work the fields, but for the next 20 days, he knows there will be rice on his table. (TAC-JDM)
