PARAร‘AQUE CITY โ€“ The League of Municipalities of the Philippines (LMP) โ€“ Eastern Samar Chapter has elected its new set of officers during the provincial chapter elections held on September 19, 2025, at East Ocean Palace, Paraรฑaque City.

The newly elected president, Guiuan Mayor Hon. Annaliza Gonzales-Kwan, will lead the chapterโ€™s 22 municipal mayors in advancing proactive, collaborative, and development-driven governance across the province.

Outgoing LMP President, Llorente Mayor Daniel Boco, expressed his gratitude for the unwavering support and strong camaraderie among the local chief executives (LCEs), which, he noted, had been instrumental in the chapterโ€™s successful endeavors during his leadership.

In her acceptance message, Mayor Kwan, the newly elected LMP President, emphasized that her leadership will remain grounded, inclusive, and anchored on genuine friendship and accessibility. She assured fellow mayors that her administration will focus on strengthening unity, sharing innovations, and fostering collaboration to make Eastern Samar a model of excellence in local governance.

The Department of the Interior and Local Government (DILG), Provincial Director Johannes Y. Dorado through his designated observer, LGOOVI Maria Lynee A. Medina, Program Manager, reaffirmed its support as a partner of the League in strengthening local autonomy and building future-ready municipalities. Representatives from the LMP National Chapter were also present to ensure the smooth and systematic flow of the election proceedings.

With the new leadership, Eastern Samarโ€™s mayors are expected to unite with a forward-looking mindset, positioning the province at the forefront of innovation and excellence in local governance.

READ | DILG to Launch Document Management System for LGUs

In support of President Ferdinand Marcos Jr.โ€™s call for digitalization, the Department of the Interior and Local Government (DILG) will roll out in 2026 a Document Management System for Local Government Units (DMS4LGUs). This new platform will make local governance faster, more efficient, and more transparent.

Anchored on Republic Act No. 11032 or the Ease of Doing Business Act, the DMS4LGUs will simplify how LGUs handle records by digitizing and consolidating documents in one platform. This means faster processing of papers, fewer delays, and more reliable services for the public. The system will form part of the Cities and Municipalities Information Management System (CMIMS) under the Local Government Unit Support System (LGUSS).

Speaking at the 2025 Ease of Doing Business Forum in General Santos City, DILG Region XII Regional Director Atty. Rochelle Mahinay-Sero, delivering the message of Secretary Jonvic Remulla, underscored the Departmentโ€™s goal: โ€œThe DILG is committed to modernize governance and push LGUs to automate business permits, licensing, and frontline services.โ€

With DMS4LGUs, the workload of local chief executives will be reduced, and the flow of documents within LGUs will be smoother. This will allow officials to focus more on delivering services that directly benefit their constituents.

The DILG also highlighted the significant gains already made in LGU digitalization. Today, 99.67% of LGUs are compliant with the Business Permits and Licensing System (BPLS) standards. In addition, nearly 10,000 permits for telecommunications projects have been processed in 677 cities and municipalities, helping expand digital connectivity nationwide.

To further accelerate digital transformation, the DILG, in partnership with the DICT, will capacitate 134 more LGUs on the use of the eLGU system until all local governments are fully automated.

Other Ease of Doing Business initiatives featured at the forum include eGov PH, the Energy Virtual One-Stop Shop (EVOSS), Paleng-QR for cashless payments, and the eLGU system.

Through these efforts, the DILG is ensuring that LGUs are equipped with modern tools to cut red tape, eliminate inefficiencies, and provide faster, more transparent, and more responsive services to every Filipino.

BORONGAN CITY, Eastern Samar -- The Provincial Councilors League (PCL) Eastern Samar Chapter formally elected its new set of officers for 2025โ€“2028 during its assembly held today, September 10, 2025, at the Provincial Gymnasium, Capitol Site, Borongan City.
A total of 223 Sangguniang Panlungsod and Sangguniang Bayan Members from across the province attended the event. The election proceeded smoothly as the number of candidates who filed their Certificates of Candidacy a day prior was exactly enough to fill all mandated positions, leaving the entire slate unopposed during the polls.

The election was supervised and proclaimed by the PCL COMELEC, chaired by Johannes Y. Dorado, DILG Eastern Samar Provincial Director, with members Mr. Franklin Robedizo, Sangguniang Panlalawigan Secretary, and Hon. Rex Chereguine Docena, SB Member of Taft.
Governor Ralph Vincent Evardone administered the oath of office of the newly elected officers in the presence of Hon. Lalaine A. Marcos, Interim PCL Regional Council Chairperson and SP Member of Ormoc City, and representatives from the National PCL.

September 5, 2025 โ€“ A total of 78 representatives from Peopleโ€™s Organizations, cooperatives, NGOs, and social movements across Eastern Samar came together for the Provincial Civil Society Organization (CSO) Orientation held at the 3rd Floor, Legislative Building, Capitol Site. The activity, organized by the Provincial Government of Eastern Samar in partnership with the Department of the Interior and Local Government (DILG).

The orientation encouraged CSOs to apply for accreditation at the provincial levelโ€”an essential step in enabling community organizations to formally engage with government processes and contribute meaningfully to policy-making, planning, and implementation.

Vice Governor Hon. Maria Caridad Sison-Goteesan delivered a compelling message underscoring the provincial governmentโ€™s unwavering commitment to people empowerment and participatory governance. She emphasized that true progress is only possible when citizens are not merely spectators, but active partners in development. Her message set a tone of unity and collaboration, calling on all CSOs to take an active role in shaping the provinceโ€™s future.

Further reinforcing this support was the Sangguniang Panlalawiganโ€™s Committee on People Empowerment and Participation, led by Chairperson Hon. Adel Jo Christelle Yadao-Hernandez, who, together with fellow committee members Hon. Estanislao Quelitano Jr., Hon. Virginia Zacate, Hon. Susana Lourdes Gaylon, Hon. Timotea Barizo, Hon. Atty. Pearl Evardone, and Hon. Atty. Philip C. Evardone Jr., voiced their firm backing for stronger CSO engagement.

In their collective message, the committee highlighted the importance of inclusive governance and reiterated their readiness to work hand in hand with soon to be accredited and recognized CSOs. They stressed that the Sangguniang Panlalawigan is committed to creating legislative and policy spaces where the voices of the peopleโ€”especially those from the grassrootsโ€”are genuinely heard and integrated into provincial decision-making.

Key lectures during the orientation included Understanding CSOs: Characteristics and Scope and The Relevance of Participatory Governance, facilitated by DILG Eastern Samar Program Manager LGOO VI Maria Lynee A. Medina, and Guidelines on the Accreditation of CSOs presented by DILG CSO Provincial Focal Person LGOO II Corinne B. Tan. These sessions deepened the participantsโ€™ understanding of the role of CSOs and the pathways for formal government engagement.

The activity successfully underscored the joint commitment of the Provincial Government and the DILG to building a governance environment rooted in partnership, accountability, and citizen empowerment. With the enthusiastic involvement of 78 organizations and the strong, vocal support from provincial leaders, the orientation served as a powerful reminder: a people-centered Eastern Samar is not just possibleโ€”it is already taking shape.

Borongan City โ€” Barangay Sabang South conducted an Orientation on the Drug-Free Workplace Program and Drug Testing on August 26, 2025, affirming its commitment to a safe and secured working environment for all elected and appointed personnel.

All barangay officials and staff who underwent the mandatory drug testing yielded negative results.

The activity was spearheaded in coordination with the Department of the Interior and Local Government (DILG) Borongan through City Local Government Operations Officer VI Maria Florlita C. Balato-Mocorro, the Philippine Drug Enforcement Agency (PDEA) Eastern Samar Provincial Office led by Provincial Officer IA I Cleveland S. Villamor, and Provincial Barangay Drug Clearing Officer IO I Anthony June D. Abing.

The drug testing was facilitated by St. Benedict Laboratory, Drug Testing and Medical Clinic, with Medical Technologist Ms. Gualupe O. Cuna and Laboratory Head Dr. Joan C. Tui-Ayuson ensuring the integrity of the process.

The activity also supports the Anti-Illegal Drug Program of the DILG, which seeks to strengthen local government capacities in addressing illegal drug concerns and sustaining drug-cleared communities. Officials emphasized that the program not only promotes accountability among barangay leaders and personnel but also builds public trust and enhances community safety.
