📑 Committee Meeting on the Review of 2026 Barangay and SK Annual Budget

Strengthening fiscal oversight through collaboration and responsible governance.
Hon. Atty. Kathlyn Jane B. Cainday, CPA, Chairperson of the Committee on Finance, Ways and Means, headed the Committee Meeting held on August 10, 2026, at the SP Session Hall.

The meeting focused on the review of the 2026 Annual Budgets of Barangays H, San Gregorio, Lalawigan, Camada, and the 2026 Sangguniang Kabataan budgets of Cabalagnan, Hindang, and Songco, as well as the review of the list of personnel submitted by the MTC and BJMP–Borongan pursuant to City Ordinance No. 286, Series of 2024.

The committee continues to uphold transparency, accountability, and prudent fiscal management in support of the City Government of Borongan. 💗

58th REGULAR SESSION | 7th Sangguniang Panlungsod

The 7th Sangguniang Panlungsod of Borongan City successfully conducted its 58th Regular Session today, August 3, 2026, where several important ordinances, resolutions, committee reports, and appointments were deliberated to advance programs and initiatives that will benefit the people of Borongan.

Among the highlights of the session was the confirmation of the appointment of Mr. Victor L. Franco as City Government Department Head I (City Market Supervisor).

The Council likewise deliberated on proposed infrastructure projects, supplemental appropriations, transportation matters, partnerships with various institutions, and resolutions recognizing outstanding Boronganons and supporting key local government initiatives.

As Floor Leader, Hon. Atty. Kathlyn Jane B. Cainday, CPA actively participated in the legislative deliberations, reaffirming her commitment to responsive legislation, transparent governance, and measures that promote the welfare and continued progress of Borongan City.

55th Regular Session
July 17, 2026

Three major agenda discussed today:

1. Infrastructure & Better Roads
Steps are being taken to purchase a 1,069-square-meter portion of land. This acquisition will pave the way for a crucial road opening project situated in Brgy. Siha, improving local connectivity.

2. Smarter & Sustainable Technology
The city is entering Year 4 of its partnership with the Department of Science and Technology (DOST VIII), headed by Regional Director Dr. John Glenn D. Ocaña. This joint effort funds the "STI Ecosystem Development Toward Smart and Sustainable Borongan City" project to build a more modern, tech-driven community.

3. Data-Driven Governance
A new Memorandum of Agreement (MOA) is being established with the Philippine Statistics Authority (PSA), represented by Regional Director Wilma A. Perante under National Statistician Undersecretary Claire Dennis S. Mapa, PhD. This ensures our local development plans are backed by strong data and official statistics.

The 7th Sangguniang Panlungsod of Borongan City officially convened on July 3, 2026, for its 53rd Regular Session.

The assembly remains committed to its legislative duties, focusing on cultural preservation, youth protection, and sustainable local livelihoods.

The session highlighted a significant move toward safeguarding local heritage through a proposed ordinance declaring the Almacen de Borongan (Tabacalera) as an Important Cultural Property and Historical Building of Borongan City. This endorsement from the Office of the City Mayor reinforces the city's standing as a secure, peaceful, and progressive environment for all Boronganons while preserving its rich history.

In addition to cultural and security initiatives, the Council actively pursued community development and fiscal management:

• Cultural & Livelihood Support: Reviewing proposed Memorandums of Agreement (MOA) with the Bureau of Fisheries and Aquatic Resources (DA-BFAR) to provide a 62-foot FRP Handline Fishing Boat to the Ando Fisherfolk Association, and with the Philippine Fiber Industry Development Authority (PhilFIDA) to support local fiber industry cooperators.

• Public Safety & Governance: Delivering a privilege speech aimed at strengthening school security, safety protocols, and the protection of minors, alongside reviewing the CY 2026 Annual Budget for Barangay H.

In addition to peace and security initiatives, the Council is actively pursuing transparency and fiscal management:
