Position: Job Order Staff
Office: Provincial Persons with Disability Affairs Office (PPDAO)
Location: Capitol Compound, Borongan City, Eastern Visayas

The Provincial Persons with Disability Affairs Office (PPDAO) is currently inviting qualified Persons with Disabilities to apply for a Job Order position. We are looking for a dedicated, computer-literate, and communicative individual to join our team in supporting and advocating for the Persons with Disabilities community.

Qualifications & Eligibility

• Mandatory Requirement: Must be a registered Person with Disability.

• Education: Bachelor’s Degree (Graduate of any 4-year course).

• Technical Skills: Proficient in computer applications (MS Office Suite: Word, Excel, PowerPoint; internet research; basic data entry).

• Communication Skills: Strong written and verbal communication skills in English and Waray-Waray/Tagalog.

• Work Ethic: Highly organized, detail-oriented, and able to handle confidential records with integrity.

• Interpersonal Skills: Strong public relations skills with a high degree of empathy and patience in assisting fellow Persons with Disability clients.

• Preference: Residents of Borongan City are strongly preferred.

Key Responsibilities

1. Assist in maintaining and updating the provincial database of Persons with Disabilities.

2. Provide administrative and clerical support for PPDAO programs, events, and meetings.

3. Draft basic office correspondence, reports, and memos.

4. Assist walk-in clients and address inquiries regarding PWD services and programs.

Requirements to Submit

1. Application Letter addressed to the Provincial Governor.

2. Updated Notarized Personal Data Sheet (PDS) or Resume with recent photo.

3. Valid PWD ID (photocopy).

4. Transcript of Records (TOR) or Diploma (photocopy).

5. Certificate of Residency and Barangay Clearance.

Mar Galcerán made history by becoming Spain’s first parliamentarian with Down syndrome.

She entered the Valencian regional parliament in 2023 after more than two decades working in public service and supporting people with disabilities.

Her appointment was also widely regarded as a European first, making her one of the first people with Down syndrome to serve in a regional parliament anywhere on the continent.

But Mar did not want to be treated as a symbol or defined only by her disability.

She said she wanted people to see her as a person, a public servant and a politician capable of doing the job.

Her journey challenges the assumption that people with Down syndrome should be excluded from positions of responsibility or political power.

For years, people with intellectual disabilities have fought to be included in decisions that directly affect their lives.

Mar Galcerán did not simply ask for representation.

She became the representation.

Yesterday marked the successful conclusion of the 3-Day Basic Computer Literacy Training, where participants gained valuable knowledge and hands-on experience in Artificial Intelligence (AI), Microsoft Word, Microsoft Excel and its basic formulas, Microsoft PowerPoint, and Cybersecurity Awareness.

The training equipped participants with essential digital skills, empowering them to confidently use technology in their daily lives, education, work, and communication. More than learning computer applications, the activity promoted digital inclusion and encouraged lifelong learning for all.

This meaningful activity was made possible through the unwavering support of the Provincial Government of Eastern Samar, through the Provincial Persons with Disabilities Affairs Office (PPDAO), in partnership with DICT Eastern Samar, under the leadership of Mr. Hendrick Dacuyan, OIC-PPDAO, whose commitment to empowering Persons with Disabilities through digital literacy continues to create opportunities for learning and inclusion.

📍 Domsowir Hotel and Restaurant, Borongan City | July 21–23, 2026

The Provincial Government of Eastern Samar, through the Provincial Social Welfare and Development Office (PSWDO) and facilitated by the DILG, successfully concluded the 3-Day Workshop on Updating the Provincial Gender and Development (GAD) Code and Provincial Children's Code.

The Provincial Persons with Disability Affairs Office (PDAO) was honored to contribute alongside key partners, including TESDA, PNP, local NGOs, Provincial Health, Youth, and Planning offices, and the Sangguniang Panlalawigan, led by Board Member Timmy Arago Campomanes and SP Secretary Franklin Robedizo.

Together, we are ensuring our legal framework leaves no one behind—especially women, children, and persons with disabilities. Under the leadership of Governor Ralph Vincent Evardone, the welfare and protection of our vulnerable sectors remain our top priority.

Today, July 23, 2023, marks the 162nd birth anniversary of Apolinario Mabini, who was famously known as "The Brains of the Revolution" and "The Sublime Paralytic." Despite being confined to a hammock and rattan chair due to paralysis in both of his lower legs, Mabini played a crucial role in shaping the Philippine Republic under President Emilio Aguinaldo. Unable to physically take part in the battlefield, Mabini utilized his exceptional intellect and penned influential works to inspire Filipinos in their pursuit of independence.

His story serves as a timeless testament that disabilities should not limit one's potential, as Mabini displayed immense bravery and heroism during the Philippine Revolution of 1896.

📌 PPDAO's Corner | Day 2 - Basic Computer Literacy Training

As part of the 48th National Disability Rights Week, participants continued their learning journey on the second day of the Basic Computer Literacy Training.

Following yesterday's discussions on the uses of Artificial Intelligence (AI) and Microsoft Word, participants advanced to hands-on training in Microsoft Excel, where they practiced using spreadsheets and learned basic Excel formulas and functions to strengthen their computer literacy skills.

The training continues to promote digital inclusion by equipping persons with disabilities with practical digital skills that can support their education, employment, and everyday activities.
