Alinsunod sa Executive Order No. 027, Series of 2026, muling ipatutupad ng Pamahalaang Bayan ng Bugallon ang regular na limang (5) araw na pasok simula Hunyo 1, 2026.

Ang lahat ng tanggapan ng munisipyo ay magbabalik sa regular na office hours na 8:00 A.M. hanggang 5:00 P.M., Lunes hanggang Biyernes, upang masiguro ang tuloy-tuloy na serbisyo publiko sa ating mga kababayan.

Patuloy po nating pagsisikapan ang pagbibigay ng mabilis, maayos, at episyenteng serbisyo para sa bawat Bugallonian.

Last Tuesday, April 28, 2026, in coordination with the 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐋𝐚𝐛𝐨𝐫 𝐚𝐧𝐝 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 (𝐃𝐎𝐋𝐄), the 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐔𝐧𝐢𝐭 𝐨𝐟 𝐁𝐮𝐠𝐚𝐥𝐥𝐨n through the 𝐏𝐮𝐛𝐥𝐢𝐜 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐏𝐄𝐒𝐎), conducted an orientation for the 𝟒𝟑 𝐛𝐞𝐧𝐞𝐟𝐢𝐜𝐢𝐚𝐫𝐢𝐞𝐬 of the 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐨𝐟 𝐒𝐭𝐮𝐝𝐞𝐧𝐭𝐬 (𝐒𝐏𝐄𝐒) for 𝒞𝒶𝓁𝑒𝓃𝒹𝒶𝓇 𝒴𝑒𝒶𝓇 2026.

The beneficiaries were introduced to the rules and regulations of the Municipality of Bugallon, including 𝐨𝐟𝐟𝐢𝐜𝐞 𝐝𝐞𝐜𝐨𝐫𝐮𝐦, 𝐩𝐫𝐨𝐩𝐞𝐫 𝐰𝐞𝐚𝐫𝐢𝐧𝐠 𝐨𝐟 𝐈𝐃, 𝐜𝐨𝐧𝐟𝐢𝐝𝐞𝐧𝐭𝐢𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐝𝐨𝐜𝐮𝐦𝐞𝐧𝐭𝐬, 𝐚𝐧𝐝 𝐚𝐝𝐡𝐞𝐫𝐞𝐧𝐜𝐞 𝐭𝐨 𝐭𝐡𝐞 𝐋𝐆𝐔 𝐂𝐨𝐝𝐞 𝐨𝐟 𝐂𝐨𝐧𝐝𝐮𝐜𝐭. They were introduced to the different offices and Heads of Municipality where they may be assigned, such as the Office of the Mayor, MPDC, Budget Office, HRMO, RHU, MDRRMO, and other offices.

The expectation of the LGU for the SPES beneficiaries were presented, including 𝐩𝐮𝐧𝐜𝐭𝐮𝐚𝐥𝐢𝐭𝐲, 𝐝𝐢𝐥𝐢𝐠𝐞𝐧𝐜𝐞, 𝐫𝐞𝐬𝐩𝐞𝐜𝐭 𝐟𝐨𝐫 𝐚𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 𝐚𝐧𝐝 𝐩𝐮𝐛𝐥𝐢𝐜 𝐬𝐞𝐫𝐯𝐢𝐜𝐞 𝐯𝐚𝐥𝐮𝐞s. In turn, the students were also given the opportunity to share their expectations from the LGU regarding 𝘸𝘰𝘳𝘬 𝘦𝘯𝘷𝘪𝘳𝘰𝘯𝘮𝘦𝘯𝘵, 𝘮𝘦𝘯𝘵𝘰𝘳𝘴𝘩𝘪𝘱, 𝘢𝘯𝘥 𝘭𝘦𝘢𝘳𝘯𝘪𝘯𝘨 𝘰𝘱𝘱𝘰𝘳𝘵𝘶𝘯𝘪𝘵𝘪𝘦𝘴.
The interactive discussion of mutual expectation helped set a clear understanding between the LGU and the beneficiaries.

The 𝘔𝘶𝘯𝘪𝘤𝘪𝘱𝘢𝘭𝘪𝘵𝘺 𝘰𝘧 𝘉𝘶𝘨𝘢𝘭𝘭𝘰𝘯, 𝘗𝘢𝘯𝘨𝘢𝘴𝘪𝘯𝘢𝘯 recently celebrated the graduation and moving-up ceremonies of its public and private schools, marking another successful school year for learners, teachers and parents.

From the elementary schools in the various barangays to the secondary and senior high schools, Gyms turned into venues of pride and gratitude as pupils completed Kindergarten and Grade 6, and students moved up from Grade 10 and Graduated from Senior High School.

The ceremonies were highlighted by inspiring messages from school heads, teachers, and local officials, reminding graduates to carry the 𝓋𝒶𝓁𝓊𝑒𝓈 𝑜𝒻 𝒹𝒾𝓈𝒸𝒾𝓅𝓁𝒾𝓃𝑒, 𝓅𝑒𝓇𝓈𝑒𝓋𝑒𝓇𝒶𝓃𝒸𝑒, 𝒶𝓃𝒹 𝓈𝑒𝓇𝓋𝒾𝒸𝑒 as they step into the next chapter of their education. Parents and guardians, who stood partners in their children’s journey, were recognized for their sacrifices and unwavering support.

The 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐔𝐧𝐢𝐭 𝐨𝐟 𝐁𝐮𝐠𝐚𝐥𝐥𝐨𝐧, under the leadership of 𝐇𝐨𝐧. 𝐖𝐢𝐥𝐥𝐢𝐚𝐦 𝐊. 𝐃𝐲, reaffirmed its commitment to support education through programs and projects that uplift the youth and strengthen schools in the Municipality.
As the graduates and completers march forward, they carry not only diplomas and certificates, but also the hopes of their families and the future of Bugallon.

𝐌𝐨𝐧𝐝𝐚𝐲, 𝟏𝟔 𝐌𝐚𝐫𝐜𝐡 𝟐𝟎𝟐𝟔

The 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐁𝐮𝐠𝐚𝐥𝐥𝐨𝐧 held its regular flag raising ceremony on Monday, 16 March 2026, at the Municipal People’s Park. The program was headed by the 𝐇𝐮𝐦𝐚𝐧 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐇𝐑𝐌𝐎) and the 𝐏𝐮𝐛𝐥𝐢𝐜 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐏𝐄𝐒𝐎).

𝐌𝐬. 𝐒𝐭𝐞𝐩𝐡𝐚𝐧𝐢𝐞 𝐀𝐥𝐛𝐚𝐥𝐨𝐬 conducted the singing of the 𝖯𝗁𝗂𝗅𝗂𝗉𝗉𝗂𝗇𝖾 𝖭𝖺𝗍𝗂𝗈𝗇𝖺𝗅 𝖠𝗇𝗍𝗁𝖾𝗆.
𝐌𝐫. 𝐌𝐚𝐫𝐜𝐨 𝐎𝐫𝐝𝐮𝐧𝐚 rendered the 𝖯𝗋𝖺𝗒𝖾𝗋 𝗌𝗈𝗇𝗀.
𝐌𝐬. 𝐂𝐫𝐞𝐜𝐡𝐢𝐥𝐥𝐞 𝐃𝐮𝐦𝐚𝐪𝐮𝐢𝐭 led the 𝖯𝖺𝗇𝗎𝗇𝗎𝗆𝗉𝖺 𝗌𝖺 𝖶𝖺𝗍𝖺𝗐𝖺𝗍 𝗇𝗀 𝖯𝗂𝗅𝗂𝗉𝗂𝗇𝖺𝗌 and
𝐌𝐬. 𝐑𝐡𝐨𝐬𝐞𝐥𝐲𝐧 𝐌𝐚𝐧𝐠𝐚𝐬𝐢 led the 𝖯𝖺𝗇𝗎𝗇𝗎𝗆𝗉𝖺 𝗇𝗀 𝖫𝗂𝗇𝗀𝗄𝗈𝖽 𝖡𝖺𝗒𝖺𝗇.

The Ceremony was Attended by the Municipal officials, department heads, and Employees, reaffirming our shared commitment to public service and p𝖺𝗍𝗋iotism.

This Field Office wishes to share the following clarificatory guidelines, in response to numerous inquiries regarding the appropriate adjustment of leave credit deductions for agencies adopting a 𝟒-𝐝𝐚𝐲 𝐂𝐨𝐦𝐩𝐫𝐞𝐬𝐬𝐞𝐝 𝐖𝐨𝐫𝐤𝐰𝐞𝐞𝐤 (𝐂𝐖𝐖), specifically the 𝟏𝟎-𝐡𝐨𝐮𝐫 𝐰𝐨𝐫𝐤𝐝𝐚𝐲 (𝐌𝐨𝐧𝐝𝐚𝐲 𝐭𝐨 𝐓𝐡𝐮𝐫𝐬𝐝𝐚𝐲).

​𝟏. 𝐃𝐞𝐝𝐮𝐜𝐭𝐢𝐛𝐥𝐞 𝐋𝐞𝐚𝐯𝐞 𝐨𝐟 𝐀𝐛𝐬𝐞𝐧𝐜𝐞 (𝐕𝐚𝐜𝐚𝐭𝐢𝐨𝐧, 𝐒𝐢𝐜𝐤, 𝐚𝐧𝐝 𝐅𝐨𝐫𝐜𝐞𝐝 𝐋𝐞𝐚𝐯𝐞)

​For these types of leave of absence, the deduction must be proportionate to the actual hours spent for work.

​Under the CWW scheme, an employee’s workday consists of 10 hours. However, standard CSC rules define one (1) day of leave as equivalent to eight (😎 hours. Consequently, the following computation applies: 10\8 = 1.25

​Thus, for every one (1) day of absence, 1.25 days shall be deducted from the employee’s accumulated leave credits.
​This ensures strict adherence to Sections 27 (Table 4) and 30 of the Omnibus Rules on Leave, maintaining equity between employees on standard schedules and those under CWW.

This same principle applies to Forced Leave, which is inherently a form of vacation leave.

​𝟐. 𝐍𝐨𝐧-𝐃𝐞𝐝𝐮𝐜𝐭𝐢𝐛𝐥𝐞 𝐚𝐧𝐝 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐋𝐞𝐚𝐯𝐞 𝐏𝐫𝐢𝐯𝐢𝐥𝐞𝐠𝐞𝐬

​Special leave benefit such as Special Leave Privilege (SPL), Wellness Leave, and Special Emergency Leave (SEL) are not anchored on accumulated credits. These are granted as absolute day-off entitlements.

​One day of special leave is equivalent to one full shift (10 hours) off. The HR records these absences for monitoring purposes only; no numerical deduction from the VL/SL balance shall occur.

​𝟑. 𝐒𝐭𝐚𝐭𝐮𝐭𝐨𝐫𝐲 𝐋𝐞𝐚𝐯𝐞 𝐨𝐟 𝐀𝐛𝐬𝐞𝐧𝐜𝐞 (𝐌𝐚𝐭𝐞𝐫𝐧𝐢𝐭𝐲 𝐚𝐧𝐝 𝐏𝐚𝐭𝐞𝐫𝐧𝐢𝐭𝐲 𝐋𝐞𝐚𝐯𝐞)

​These benefits are governed by social legislation and are treated as distinct statutory entitlements.

​𝘔𝘢𝘵𝘦𝘳𝘯𝘪𝘵𝘺 𝘓𝘦𝘢𝘷𝘦: This is a social legislation benefit intended to be enjoyed in an uninterrupted manner. The count includes Saturdays, Sundays, and holidays. Each day of leave is honored as one full day of benefit (10 hours), regardless of whether it falls on a scheduled workday or a rest day.

​𝘗𝘢𝘵𝘦𝘳𝘯𝘪𝘵𝘺 𝘓𝘦𝘢𝘷𝘦: Unlike maternity leave, this may be enjoyed intermittently but is applicable only to working days. Each day used is honored as one full day of benefit (10 hours) without deduction from earned leave credits.
