| Acting Municipal Mayor Hon. Ronald Kimakim has ordered the suspension of face-to-face classes from Preschool to Elementary in both public and private educational institutions in the Municipality of Buguias on August 24, 2026, due to the continuous inclement weather brought about by the Southwest Monsoon (Habagat).

All schools are advised to implement appropriate alternative learning modalities, such as modular learning and other suitable arrangements, to ensure the continuity of learning while prioritizing the safety of learners and school personnel.

Matagumpay na isinagawa ang SGLGB Table Assessment katuwang ang iba't ibang tanggapan ng LGU Buguias at mga pambansang tanggapan.

Ang 14 na barangay ng bayan ay sumailalim sa pagtatasa batay sa SGLGB 3 Core Governance Areas at 3 Essential Governance Areas. Ang barangay na pumasa sa lahat ng Core at Essential Governance Areas ang magiging nominado ng bayan para sa Outstanding Barangay Award, na igagawad ng Pamahalaang Panlalawigan ng Benguet. Isinasaalang-alang din ang pinakamaayos na packaging at presentasyon ng Means of Verification (MOVs) bilang bahagi ng pagkilala sa mahusay na paghahanda ng mga dokumento.

💰 Financial Administration and Sustainability – Wastong pagbabadyet, transparency, at paggamit ng lokal na pondo.

🚨 Disaster Preparedness – Kahandaan, pagpaplano, at mga mekanismo para sa kaligtasan laban sa natural o gawa ng taong kalamidad.

🛡️ Safety, Peace and Order – Pagpapanatili ng seguridad at kaayusan, functionality ng mga lokal na mekanismo tulad ng Lupong Tagapamayapa, at mga hakbang laban sa krimen.

🟢Essential Governance Areas
🤝 Social Protection and Sensitivity – Pagtugon sa pangangailangan ng mga vulnerable at disadvantaged sectors, pangunahing kapakanan, at suporta sa mga programa para sa lokal na kaunlaran.

🏪 Business-Friendliness and Competitiveness – Suporta sa mga lokal na micro-enterprises, pagpapadali ng pagnenegosyo, at mga mekanismo para sa paglikha ng trabaho.

🌱 Environmental Management – Pagsunod sa mga batas pangkalikasan, partikular sa Ecological Solid Waste Management Act, at iba pang hakbang para sa pangangalaga ng kapaligiran.

Maraming salamat sa LGU Buguias, mga pambansang tanggapan, at iba pang katuwang sa matagumpay na pagsasagawa ng pagtatasa.

Maraming salamat din sa lahat ng Punong Barangay at mga kawani ng barangay sa kanilang dedikasyon at pagsisikap na maipakita ang kanilang husay, inisyatiba, at mabuting pamamahala sa isinagawang SGLGB Table Assessment. Violence in children’s lives is not only a child protection issue but also affects children’s educational outcomes.

Recent reports of violence involving learners remind us that discussions on school safety require care and sensitivity. While no study can explain a specific incident and investigations must take their course, evidence can help us understand the broader conditions that shape children’s well-being and learning.

PIDS studies using data from the Longitudinal Cohort Study on the Filipino Child show that bullying and violence—including violence experienced at home—are linked with schooling outcomes such as missed class days, staying on track in school, and continued school participation. Children exposed to parental violence at an early age were also found to be less likely to remain enrolled in school during adolescence.

The policy message is clear: protecting children cannot begin only when violence reaches school. Prevention must start early and be sustained through stronger child protection systems, school-based violence prevention, parenting support, effective referral pathways, and better data for evidence-informed action.

ALTERNATIVE WORK ARRANGEMENTS FOR GOVERNMENT OFFICES, ALTERNATIVE LEARNING MODES FOR SCHOOLS ON AUGUST 20

Pursuant to Memorandum Circular No. 131, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 20, 2026:

📍 Ilocos Sur
📍 La Union
📍 Pangasinan
📍 Bataan
📍 Bulacan
📍 Nueva Ecija
📍 Pampanga
📍 Tarlac
📍 Zambales
📍 Batangas
📍 Cavite
📍 Laguna
📍 Rizal
📍 Occidental Mindoro

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes and learning continuity measures at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements shall be paid their corresponding wages or salaries, subject to applicable rules and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

Sinimulan ng Kagawaran ng Interyor at Pamahalaang Lokal–Cordillera (DILG-CAR), sa pamamagitan ng Dibisyon ng Pagsubaybay at Pagsusuri ng Lokal na Pamahalaan (LGMED), ang tatlong araw na “Bridging the Gaps: Advancing Local Governance through Shared Insights and Responsive Actions: Feedbacking, Performance Review, and Intervention Planning for Local Governance Programs” ngayong Agosto 18, 2026.

Isinasagawa ang aktibidad upang balikan, suriin, at pag-aralan ang mga resulta ng iba’t ibang pagsusuri, audit, at validation activities sa lokal na pamamahala ngayong 2026 at gamitin ang mga ito bilang batayan sa pagbuo ng mga angkop na hakbang at interbensiyon. Kabilang sa mga susuriing resulta ang mga kaugnay ng Anti-Drug Abuse Council (ADAC), Peace and Order Council (POC), Local Committee Against Trafficking and Violence Against Women and their Children (LCAT-VAWC), Child-Friendly Local Governance Audit (CFLGA), at Lupong Tagapamayapa Incentives Awards (LTIA).

Ang naturang aktibidad ay dinadaluhan ng mga City at Provincial Program Manager, mga Hepe ng Cluster, mga focal person at alternatibo, at mga Field Officer ng DILG-CAR, na magkatuwang sa pagsusuri ng mga resulta, pagtukoy sa mga kakulangan at mabubuting gawain, at pagbuo ng mga hakbang na tumutugon sa mga pangangailangan ng mga Lokal na Yunit ng Pamahalaan (LGU).

Sa kanyang mensahe, binigyang-diin ni Panrehiyong Direktor Atty. Anthony C. Nuyda, CESO III na hindi nagtatapos sa paglalahad ng mga resulta ang halaga ng datos mula sa mga pagsusuri. Aniya, mahalagang suriin ang mga kalakaran, tukuyin ang mga paulit-ulit na kakulangan, ibahagi ang mga mabubuting gawain, at gawing batayan ang mga natuklasan sa pagbuo ng mga konkretong hakbang upang mas mapalakas ang kakayahan ng mga lokal na pamahalaan at mapahusay ang paghahatid ng mga serbisyo.

Sa unang araw ng aktibidad, binigyang-diin ang mga layunin ng gawain at ang kahalagahan ng pagsusuri sa mga naging resulta ng mga local governance assessment.

Sa pamamagitan ng aktibidad na ito, nilalayon ng DILG-CAR na mas mapalakas ang pagtutulungan, paggamit ng mga datos bilang batayan sa pagpaplano, at pagbibigay ng mga angkop na teknikal na tulong sa mga LGU, upang makabuo ng mga hakbang na tutugon sa kanilang aktuwal na pangangailangan.

Mula sa pagsusuri tungo sa konkretong pagkilos, patuloy na gumagabay ang DILG-CAR sa mga lokal na pamahalaan upang mas mapalakas pa ang lokal na pamamahala at mas mapahusay ang paghahatid ng mga serbisyo sa publiko.
