‎SANGGUNIANG KABATAAN

‎The Sangguniang Kabataan of Bagong Santa Clara is a community council that represents the youth in the barangay.

‎The Sangguniang Kabataan is composed of the SK Chairperson, SK Kagawads, together with the SK Secretary and SK Treasurer. Its Regular Session is held every last Sunday of the month, at 1:00 PM at the Barangay Session Hall.

‎Nagkakaisang maglingkod para sa kalinangan ng kabataan sa Bagong Santa Clara sa tulong at gabay ng Santa Clara Barangay Council.

𝑬𝒙𝒆𝒄𝒖𝒕𝒊𝒗𝒆 𝑺𝒖𝒎𝒎𝒂𝒓𝒚

This Ordinance, authored by Hon. Rudyard Contreras Pesimo and unanimously approved by the Sangguniang Barangay, shall be known as the “𝗢𝗳𝗳𝗶𝗰𝗶𝗮𝗹 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗦𝗲𝗮𝗹 𝗢𝗿𝗱𝗶𝗻𝗮𝗻𝗰𝗲 𝗼𝗳 𝗦𝗮𝗻𝘁𝗮 𝗖𝗹𝗮𝗿𝗮, 𝗕𝘂𝗵𝗶, 𝗖𝗮𝗺𝗮𝗿𝗶𝗻𝗲𝘀 𝗦𝘂𝗿.”

This formally adopts the Official Seal of Barangay Santa Clara as the sole and exclusive symbol of the barangay’s authority, identity, heritage, and aspirations. Enacted pursuant to the Local Government Code of 1991, DILG Memorandum Circular No. 92-30, and the Flag and Heraldic Code of the Philippines, the ordinance establishes the legal basis, symbolism, technical standards, and rules governing the use and protection of the seal.

The ordinance defines the symbolic elements of the seal, including Santa Clara’s Monstrance, Malancao Hill, Tabao River, telco towers, stars, and concentric circles representing the barangay’s vision of a community that is: “maka-Dios,” “maoswag,” “moderno,” “maka-kalikasan,” “maoyay” and “maogma.” It also prescribes official colors, typography, authorized versions, and graphical standards to ensure consistency and authenticity in all official applications.

Furthermore, the ordinance regulates the proper use of the seal in official documents, publications, signages, and digital platforms, while prohibiting unauthorized reproduction, alteration, or misuse for personal, commercial, or other purposes. It provides transition measures for retiring previous seals, and establishes custody and registration procedures. Through this ordinance, Barangay Santa Clara institutionalizes a unified visual identity that reflects its cultural heritage, governance principles, and vision for sustainable and progressive community development.

𝗝𝗔𝗠𝗔𝗜𝗖𝗔 𝗟𝗔𝗕𝗢𝗥𝗗𝗢 𝗟𝗔𝗩𝗔𝗣𝗜𝗘, 𝗟𝗣𝗧

In Bâgong Santa Clara, where mornings echo with the laughter of day care children, a simple teacher’s story has become a moment of triumph!

She is now Jamaica Labordo Lavapie, 𝗟𝗶𝗰𝗲𝗻𝘀𝗲𝗱 𝗣𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹 𝗧𝗲𝗮𝗰𝗵𝗲𝗿. But before the title, she was simply Teacher Jamaica, a Barangay Child Development Worker who faced her pupils each day with patience, hope, and love.

“These 2 years that Kap Rudyard Pesimo appointed me and entrusted me with the day care center, changed me in ways I never expected: I became more patient, more understanding, and more loving.”

“Teaching young learners taught me that every child learns at a different pace and has a unique story. I learned to listen more, celebrate small wins, and choose kindness even on hard days. Their resilience and joy reminded me that God puts us in places for a reason.”

But her journey, she recalls, was never smooth. “My path wasn’t easy, but every sacrifice was worth it. As a Barangay Child Development Worker in Bâgong Santa Clara, I balanced teaching the children by day and reviewing for the LET at night. I faced limited resources, sleepless nights, and constant time pressure. There were moments I doubted I could make it.”

Exhaustion often felt heavier than the books she carried. Time was never enough for both duty and dream. Nights were spent reviewing, and mornings began again with teaching, smiling, and giving what little strength remained.

Yet in the midst of it all, something kept her going: the children. “Their eagerness to learn, their small wins in writing their names, and their joy despite having almost nothing reminded me why I chose to be a teacher.”

Every child’s new learning and every innocent smile became her reason to continue. When doubt crept in, it was the children’s belief in her that carried her forward.

“In my hardest moments, I would think of them. Their trust in my teaching gave me strength. It pushed me to pursue my dream of becoming a Licensed Professional Teacher: not for myself alone, but for them.”

Today, that dream has become reality.

But for Jamaica, becoming an LPT is not the end. Her heart remains with the same community, the same children, and the humble beginnings that shaped her.

“Becoming a Licensed Professional Teacher is a milestone I worked and prayed for, but it is only the beginning of greater responsibility. I plan to continue growing as an educator, pursue my master’s degree, and develop programs for children who need extra support in reading and learning. I also hope to inspire young people in our community to believe in the power of education.”

She pledged, “And yes, I absolutely intend to continue serving the children of Bâgong Santa Clara. This community shaped me, and the kids in our day care center are the reason I didn’t give up. Wherever my journey as an LPT takes me, my heart will always be here. Serving them will always be part of my purpose.”

When asked about her message to the community she serves and loves:

“To the youth of Bâgong Santa Clara: Don’t let your situation limit your dreams. I was once where you are: tired, unsure, and questioning if it was possible. But if you persevere, study hard, and believe in yourself, you will get there. Be brave, stay curious, and never stop learning.”

“To the parents: Keep encouraging your children in small but meaningful ways. You are their first teachers; your love and belief matter.”

“To my fellow aspiring teachers: The journey is not easy. There will be nights of doubt and moments you want to quit. ’ If I made it, you can too. But teach with your heart. Our community needs teachers who teach with both mind and heart.”

Teacher Jamaica’s story is about a teacher who was shaped by children, sustained by hope, and now returns fully equipped, but still deeply grounded in love for the same small classroom that once held her biggest dreams.

We in Bâgong Santa Clara celebrate more than her passing a test, or earning a title. We celebrate a woman who turned exhaustion into endurance, doubt into determination, and simple classroom moments into lifelong purpose.

In Bâgong Santa Clara daycare center, the lessons remain, not only in letters and numbers, but in the teacher who never gave up on her pupils, and the children who unknowingly taught her one of life’s greatest lesson: that dreams, when rooted in love, will always find their way home.

Sa video na ito, ipinaliwanag ni 𝗣𝘂𝗻𝗼𝗻𝗴 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗥𝘂𝗱𝘆𝗮𝗿𝗱 𝗣𝗲𝘀𝗶𝗺𝗼 ang malalim na kahulugan ng bawat simbolo na makikita sa opisyal na seal ng Barangay Santa Clara — mula sa mga elementong sumasalamin sa kasaysayan, pananampalataya, pagkakaisa, at pagkakakilanlan ng barangay.

Tinalakay rin niya ang kahalagahan ng monstrance na hawak ni Santa Clara, na sumisimbolo sa matibay na pananampalataya, debosyon, at liwanag na gumagabay sa komunidad. 🙏✨

Ayon kay PB Rudyard Pesimo, ang mga bagong LED lighted na seal na ito ay ilalagay sa on-going project na “𝗔𝗿𝗰𝗼 𝗱𝗲 𝗦𝗮𝗻𝘁𝗮 𝗖𝗹𝗮𝗿𝗮
,” bilang simbolo ng pagmamalaki, pagkakaisa, at makabagong pagkakakilanlan ng barangay. 🌟

Isang makabuluhang proyekto na hindi lamang nagpapaganda sa barangay kundi nagpapatibay rin sa kultura, kasaysayan, at pananampalataya ng mamamayan ng Santa Clara. 🇵🇭

𝗞𝗔𝗣 𝗥𝗨𝗗𝗬𝗔𝗥𝗗 𝗣𝗘𝗦𝗜𝗠𝗢

From the successful launching of the official barangay page to environmental initiatives, community health programs, inspiring feature stories, and ongoing infrastructure developments, the week of May 10 to 16, 2026 became a meaningful and productive week for the People of Bagong Santa Clara under the leadership of our Punong Barangay Hon. Rudyard C. Pesimo and the Sangguniang Barangay.

◉ 𝗛𝗶𝘀𝘁𝗼𝗿𝗶𝗰 𝗟𝗮𝘂𝗻𝗰𝗵𝗶𝗻𝗴 𝗼𝗳 𝘁𝗵𝗲 𝗢𝗳𝗳𝗶𝗰𝗶𝗮𝗹 𝗙𝗮𝗰𝗲𝗯𝗼𝗼𝗸 𝗣𝗮𝗴𝗲
A major milestone was achieved with the historic launching of the Official page of Santa Clara-Buhi, Camarines Sur, Philippines. The platform was established to serve as the barangay’s official digital center for announcements, public information, transparency, community engagement, and government updates. In our official welcome message, we emphasized the importance of communication, participatory governance, and unity pursuant to the principles of RA 7160 or the Local Government Code of 1991. We presented a weekly content schedule to provide residents with regular and organized updates regarding barangay programs, ordinances, youth activities, and community stories.

◉ 𝗘𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝘆 𝗣𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗗𝗿𝗶𝘃𝗲
We also released and pinned the official Buhi Emergency Hotlines to promote public safety awareness and disaster preparedness. Residents were encouraged to save and share the hotline numbers for police, ambulance, fire department, MDRRMO, and PSO services to ensure faster response during emergencies.

◉ 𝗠𝗼𝘁𝗵𝗲𝗿’𝘀 𝗗𝗮𝘆 𝗖𝗲𝗹𝗲𝗯𝗿𝗮𝘁𝗶𝗼𝗻
We joined the nationwide celebration of Mother’s Day by honoring all mothers for their sacrifices, unconditional love, and dedication to their families. A heartfelt tribute was released expressing gratitude and appreciation to all mothers in Bagong Santa Clara, Buhi, Bicol, and beyond.

Our official message introduced the page as the barangay’s new center for information dissemination, communication, and community engagement. Residents were encouraged to participate actively by liking, following, and sharing the page to strengthen community connection and awareness.

We also published a comprehensive profile of Bagong Santa Clara highlighting its geography, history, demographics, economy, literacy rate, language, and topography. The profile emphasized that Barangay Santa Clara:
• has a population of 2,465 residents based on the 2024 PSA Census;
• is strategically located near the historic Lake Buhi;
• is home to productive agricultural and aquaculture activities;
• consists of six zones, including JLY, Kalye Uswag, Bagtakan, and Tabao;
• and possesses a predominantly young and economically active population.

◉ “𝗥𝗮𝗯𝘂𝘀 𝘀𝗮 𝗔𝗻𝗶𝗽𝗮𝗻” 𝗖𝗹𝗲𝗮𝗻-𝗨𝗽 𝗗𝗿𝗶𝘃𝗲
The Sangguniang Barangay, together with appointive barangay personnel and the LGU-Buhi MENRO, conducted a clean-up drive at the Anipan open space from 6:00 AM to 8:00 AM under our leadership. The activity aimed to maintain cleanliness within the community, prevent illegal dumping of garbage, strengthen environmental awareness among residents, and promote proper waste disposal practices. Prior to the clean-up drive, an information campaign was conducted encouraging residents to cooperate in maintaining environmental sanitation and discipline. Large volumes of plastics, diapers, candy wrappers, and other waste materials were collected and immediately hauled by the MENRO.

Our BHWs conducted an immunization activity for children of Bagong Santa Clara was likewise conducted as part of the barangay’s continuing commitment to public health, child welfare, and preventive healthcare services.

◉ 𝗙𝗲𝗮𝘁𝘂𝗿𝗲 𝗦𝘁𝗼𝗿𝗶𝗲𝘀 𝗳𝗿𝗼𝗺 𝗕𝗮𝗴𝗼𝗻𝗴 𝗦𝗮𝗻𝘁𝗮 𝗖𝗹𝗮𝗿𝗮
We officially launched its “Feature Stories from Bagong Santa Clara” segment highlighting inspiring stories, sacrifices, dreams, and achievements of local residents. The first featured personality was Atty. Krishiena Gapas Merilles, whose journey from Santa Clara to becoming a lawyer inspired many young people in the community. The story reflected her perseverance, faith, humility, and dedication to public service. Her academic journey from Buhi Central School and St. Bridget School to the University of Santo Tomas and Arellano University School of Law was celebrated as a symbol of hope and inspiration for the youth of Bagong Santa Clara. The feature emphasized that success rooted in humility, service, and faith continues to inspire future generations within the barangay.

We formally introduced the members of the Sangguniang Barangay together with their respective committees, functions, and office responsibilities pursuant to Sections 390 and 391 of Republic Act No. 7160. Our presentation highlighted the collective efforts of the barangay officials in promoting good governance, peace and order, environmental protection, infrastructure development, public health, youth and sports development, women and senior citizen welfare, and community-based public service. The official schedules of regular barangay sessions and officer-of-the-day assignments were announced to ensure accessible and organized public service delivery.

We reported significant progress on the ongoing construction of the Arco de Santa Clara or the Bagong Santa Clara Welcome Arch. The following developments were finalized: symbolic design elements, painting works, and installation preparations for LED signages, including the Official Seal of Santa Clara, Buhi, Camarines Sur, the image of Santa Clara de Assisi, and the text “SANTA CLARA” signage. The project continues to symbolize the barangay’s vision for legacy, heritage, identity-building, tourism promotion, and community pride.

Conclusion
Throughout the week, the Barangay Government of Bagong Santa Clara continued to strengthen public information dissemination, environmental responsibility, public health initiatives, infrastructure development, youth inspiration, and transparent governance.

Under the leadership of Punong Barangay Hon. Rudyard C. Pesimo, the barangay remains committed to advancing meaningful programs and responsive public service for every resident of Bagong Santa Clara.

The Sangguniang Barangay of Bagong Santa Clara is the legislative body of the barangay tasked to enact ordinances, approve resolutions, and implement programs for the welfare of the community, pursuant to Sections 390 and 391 of Republic Act No. 7160 or the Local Government Code of 1991.

The Sangguniang Barangay is composed of the Punong Barangay, Barangay Kagawads, SK Chairperson, together with the Barangay Secretary and Barangay Treasurer. Its Regular Session is held every first and third Monday of the month, at 1:30PM at the Barangay Session Hall.

Sama-sama silang naglilingkod upang mapanatili ang kaayusan, maisulong ang kaunlaran, at maitaguyod ang mabuting pamamahala upang mapagsilbihan ang mga mamamayan ng Bagong Santa Clara.

𝗔𝗧𝗧𝗬. 𝗞𝗥𝗜𝗦𝗛𝗜𝗘𝗡𝗔 𝗚𝗔𝗣𝗔𝗦 𝗠𝗘𝗥𝗜𝗟𝗟𝗘𝗦

There are victories that arrive with loud applause. And there are victories born quietly. Sa gitna ng pagod, luha, pananampalataya, at mga gabing halos sumuko na ang puso, ngunit kalauna'y tumayo at lumaban sa hamon ng buhay.

For Atty. Krishiena Gapas Merilles, her journey to becoming a lawyer was not simply about passing the Bar. It was about answering a calling she had long carried in silence. Parang isang panalanging matagal nang ibinulong sa Diyos.

When asked why she chose to pursue law, she answered with the kind of conviction that can only come from someone who has suffered, endured, and believed deeply:

Simple words. Yet behind them is a lifetime of sacrifices, disappointments, endurance, and faith.

Before the title “Atty.” was placed before her name, there was first a little girl from Santa Clara, Buhi, Camarines Sur who walked the halls of Buhi Central School and St. Bridget School carrying dreams far bigger than herself. There were ordinary mornings, long commutes, sleepless nights, countless readings under dim light, and moments of uncertainty no one else could fully see.

But some dreams refuse to die.

In a family where becoming a lawyer had long been a dream passed from one generation to another, Krishiena carried not only her own aspirations, but the hopes of those who came before her. Every exam she survived, every failure she endured, every prayer she whispered in exhaustion—she carried them all like sacred burdens toward one distant destination.

Hanggang sa dumating ang araw na iyon.

The day her name became part of the roll of new lawyers of the land.

And suddenly, years of struggle transformed into something beautiful.

Hindi lamang ito tagumpay ng isang estudyante. Hindi lamang ito personal na panalo. Isa itong kuwento ng pamilya. Kuwento ng pananampalataya. Kuwento ng isang probinsyanang batang naniwalang may dahilan ang lahat ng hirap.

From the classrooms of St. Bridget School to the corridors of the University of Santo Tomas where she earned her degree in Political Science, and later to the demanding halls of the Arellano University School of Law, she continued walking forward: steady, determined, and guided by purpose.

What makes her story even more moving is the humility with which she speaks about success.
Rather than chasing prestige, she speaks of service. Rather than power, she speaks of justice.

When asked about the path she hopes to take after the Bar, her answer carried the same quiet sincerity and sense of mission:

Sa panahon ngayon na maraming nakakalimot sa tunay na diwa ng propesyon, nakakaantig makakita ng isang bagong abogado na ang sentro ay hindi yabang kundi paglilingkod.

For the youth of Bâgong Santa Clara, her story now becomes a lantern in the dark: a reminder that greatness can rise even from small towns, that dreams born in humble homes are still worthy of becoming real.

And perhaps that is the most beautiful part of this story.

Because somewhere tonight, another young girl from Santa Clara, Buhi may now be looking at Atty. Krishiena Merilles and whispering to herself:

“Kung kinaya niya… baka kaya ko rin.”

Atty. Shine, our hearts overflow with pride watching your light shine exactly where God intended it to be. Your story is no longer just yours. It now belongs to every young dreamer in Bâgong Santa Clara who needs proof that faith, perseverance, and purpose still matter.

Nagsagawa ng clean-up drive ang mga elective barangay officials at appointive barangay personnel ng SANTA CLARA - BUHI, sa pangunguna ni Punong Barangay Rudyard Pesimo, katuwang ang LGU-Buhi MENRO ngayong Mayo 13, 2026 mula alas-6:00 hanggang alas-8:00 ng umaga sa Anipan open space sa Barangay Santa Clara, Buhi, Camarines Sur.

Layunin ng aktibidad na mapanatiling malinis ang lugar at maiwasan ang patuloy na pagtatapon ng basura sa naturang open space na dati umanong isang swamp. Ayon sa MENRO, mahigpit na ipinagbabawal ang pagtatapon ng basura sa lugar habang ipinaalala naman ni PB Pesimo na may nakatakdang iskedyul ng paghakot ng basura at may mga designated pick-up stations para sa tamang disposal.

Bago isinagawa ang clean-up drive ay nagkaroon muna ng information drive si PB Pesimo upang hikayatin ang mga residente na makiisa sa pangangalaga ng kalinisan ng komunidad.

Samut-saring basura gaya ng plastics, diapers, balot ng candy, sitceria wrappers at iba pang kalat ang nakolekta sa lugar. Agad namang hinakot ng MENRO ang mga sako-sakong basurang naipon matapos ang clean-up drive.
