PUBLIC ADVISORY!

The Buhi Barit Watershed Area Team announces the implementation of a Compressed Four-Day Workweek Schedule effective March 13, 2026, in line with Memorandum Circular No. 114 issued by the Office of the President of the Philippines.

Office transactions will follow the prescribed compressed schedule. Meanwhile, the Forest Protection Team will continue its regular operations from Monday to Friday, 8:00 A.M. to 5:00 P.M., to ensure uninterrupted monitoring and protection of the watershed area.

In Celebration of Plastic Bag Free Day 2025, the Buhi Barit Watershed Area Team (BBWAT) under the leadership of Engr. Reuel R. Declaro, BBWAT-Section Chief, successfully conducted a clean-up drive on July 30, 2025, at Brgy San Buena – Santa Elena Lakeshore and Market site in Buhi, Camarines Sur.
This initiative was part of a global environment campaign anchored on this year’s theme, “Unbag the Future: Choose Sustainable.” The theme underscores the urgent need to reduce dependence on single-use plastics, particularly plastic bags and to promote the use of reusable, environmentally friendly alternatives in everyday life.
The clean-up activity aimed not only to clear waste from key public areas but also to foster environmental awareness and responsible waste management among community members. Participants included MENRO, LDO, PCG, Baranggay Officials and Other Stakeholders, all of whom actively took part in collecting plastic debris and other biodegradable and non-biodegradable litter that had accumulated along the lakeshore and surrounding market area.
The San Buenaventura and Santa Elena Lakeshore area, a critical natural asset of Buhi and a major source of livelihood for fisherfolks and vendors, was identified as a priority site due to its ecological significance and susceptibility to pollution. Improper disposal of plastic waste in the area contributes to lake contamination, threatens aquatic biodiversity, and disrupts the natural balance of the ecosystem.

The success of the activity highlights the power of collective effort. It serves as a timely reminder that small, consistent actions by individuals and communities alike can lead to meaningful progress in achieving a cleaner, healthier and more sustainable environment. 💚

"The Buhi Barit Watershed Area Team led a tree-growing drive for Environment Month." 🌱

In celebration of Philippine Environment Month, the Buhi-Barit Watershed Area Team spearheaded a successful tree-growing activity in Sitio Sta. Maria, Brgy. San Ramon, Buhi, Camarines Sur. 🌳💚

Guided by year's global theme “Ending Global Plastic Pollution,” the event brought together volunteers, barangay officials, and environmental advocates to plant native and fruit-bearing trees not just to reforest the area, but to inspire action against plastic waste and promote sustainability.

📢 “This is more than just planting trees,” said Engr. Reuel R. Declaro, BBWAT Section Chief. “It’s a call for everyone to protect our environment from reducing plastic waste to preserving our forests.”

Following the planting activity a short community discussion capped off the day, empowering everyone to take simple steps for lasting environmental impact

- VALIDATION OF THE PROPOSED SITE FOR PLAN 13 REFORESTATION AND AGROFORESTATION PROJECT AT BARANGAY IRAYA AND IBAYUGAN BUHI, CAMARINES SUR-

The BBWAT personnel conducted validation and site inspections for the proposed Plan 13 petition regarding the Agroforestry and Reforestation Project on May 1 and May 7, 2025, in the barangays of Iraya and Ibayugan in Buhi, Camarines Sur. The primary goal of these activities was to assess the current site conditions and the existing vegetation and forest cover. This assessment aimed to determine the viability and sustainability of the proposed Reforestation project (100 hectares) and Agroforestry project (50 hectares) to be funded by the Universal Charge Environmental Charge (UC-EC).

OPLAN SEMANA SANTA 2025

As part of the SUMVAC Motorist Assistance Program, of Local Government Unit the Buhi-Barit Watershed Area Team (BBWAT), led by Engr. Reuel R. Declaro, collaborated with the Local Government Unit (LGU) of Buhi, the Municipal Disaster Risk Reduction and Management Office (MDRRMO), the Bureau of Fire Protection (BFP) Buhi, the Philippine National Police (PNP) - Buhi Municipal Police Station (MPS) Armed Forces of the Philippines (AFP), the KABALIKAT BIKOL 336 Buhi Chapter, and Kaakibat Civicom International. The team was deployed at the Sagrada Crossing Checkpoint with the primary objective of monitoring vehicular movement and preventing the illegal gathering and transport of forest products. This initiative supports ongoing efforts to protect and conserve the Buhi-Barit Watershed Area Reservation.

ADOPT-A-FOREST PROGRAM🌳💚

The Indigenous Cultural Communities and Indigenous Peoples (ICC/IPs) of Barangay Cabatuan, Buhi, Camarines Sur, actively participated in the Adopt-A-Forest initiative. This effort was mobilized by the Buhi Barit Watershed Area Team (BBWAT), a unit under the Watershed Management Department of the National Power Corporation (NPC). The initiative was carried out through a collaborative program between the Barangay Local Government Unit (BLGU) and the NPC, formalized by a Memorandum of Understanding (MOU) signed by both parties.

Since 2004, multiple rehabilitation projects had been implemented under the Universal Charge - Environmental Charge (UC-EC) Petitions to restore open and denuded areas within the Buhi Barit Watershed Area Reservation. One notable project was a 30-hectare reforestation initiative in Barangay Cabatuan, which was executed under the UC-EC Plan 6 Petition from 2015 to 2018. However, data from BBWAT’s Permanent Monitoring Plots (PMP) indicated that the survival rate of the planted trees was only 72.92%, falling short of the 90% target. This shortfall was attributed to bush and forest fires.

To address this challenge and enhance the environmental benefits of the reforestation efforts, a replanting program was proposed under the Adopt-A-Forest Program. This initiative, in collaboration with the BLGU of Cabatuan, Buhi, Camarines Sur, was formalized through a Memorandum of Understanding (MOU). As part of the program, BBWAT and the BLGU of Cabatuan planted 8,500 seedlings across 5.1 hectares to restore and strengthen the local ecosystem and habitat.

To ensure the long-term success and sustainability of the project, the Buhi Barit Watershed Area Team (BBWAT), in partnership with the Barangay Local Government Unit (BLGU) of Cabatuan, led by Hon. Felimon O. Calabines, conducted a third-party evaluation and inspection under the Adopt-A-Forest Program.

The inspection focused on assessing the survival rate, health, and overall condition of the trees. This collaborative effort underscored the commitment of both the NPC and the BLGU of Cabatuan to environmental conservation. By rehabilitating and protecting the reforestation site in Barangay Cabatuan, they promoted ecological balance and ensured the health and resilience of the watershed for future generations.
