The barangays of Bula, together with Municipal Accountant Ma'am Mary Anne Pragata, Sir Julius Nathaniel Anciano, and Ma'am Cindy Agonos, participated in the "2026 Barangay and SK Transition Seminar: Strengthening Accountability in the Inventory and Turnover of BSK Properties, Financial Records, Documents, Money Accountabilities, and COMELEC Guidelines on the BSKE" held at Doña Dolores Convention Hall 1–3, Villa Caceres Hotel, Naga City, on July 13–14, 2026.

Anchored on the theme, "From Accountability to Continuity: Building Trust through Transparent Barangay and SK Transition," the seminar provided barangay and Sangguniang Kabataan (SK) officials with essential knowledge and practical guidance to ensure a transparent, accountable, and orderly turnover of properties, financial records, documents, and other accountabilities. It also highlighted the relevant COMELEC guidelines to help facilitate a smooth and compliant transition in preparation for the upcoming Barangay and Sangguniang Kabataan Elections (BSKE).

The activity reaffirmed the commitment of the Municipality of Bula and its barangays to uphold transparency, accountability, and good governance, ensuring continuity in public service through a well-managed leadership transition.

𝐋𝐎𝐎𝐊 | 𝐁𝐮𝐥𝐚 𝐩𝐚𝐬𝐬𝐞𝐬 𝟐𝟎𝟐𝟓 𝐆𝐨𝐨𝐝 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐇𝐨𝐮𝐬𝐞𝐤𝐞𝐞𝐩𝐢𝐧𝐠 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭

BULA, CAMARINES SUR - Bula is among the local government units in Camarines Sur recognized by the Department of the Interior and Local Government (DILG) for passing the 2025 Good Financial Housekeeping (GFH) Assessment.

The GFH measures how well an LGU follows accounting and auditing standards, financial regulations, and the Full Disclosure Policy: the set of rules requiring local governments to make their budgets, expenditures, and financial transactions accessible to the public.

Passing the assessment means financial records, budget utilization, and disclosure practices held up to scrutiny under national standards which is a result that reflects directly on the work of the Local Finance Committee, Budget Office, Accounting Office, and Treasurer's Office.

The recognition is a signal that public funds in a city/municipal government are being tracked, reported, and disclosed the way they're supposed to be... the kind of financial accountability that builds trust between a local government and the people it serves.
