The Provincial Government of Bulacan, through the Provincial Cooperative and Enterprise Development Office (PCEDO), conducted the seminar “Building High-Performing Local Investment Leaders: Strengthening LGUs for a Competitive and Investment-Ready Economy” at the Francisco Balagtas Hall, Hiyas ng Bulacan Convention Canter.
The seminar was attended by Business Permits and Licensing Officers (BPLOs) and Local Economic Development and Investment Promotion Officers (LEDIPOs) from the different cities and municipalities of Bulacan. The activity also received the support of various partner agencies, including DTI, CLGCFI, and DILG, highlighting the importance of inter-agency collaboration in strengthening local investment promotion and business facilitation.
Dr. Ronadel Bedia, LPT, PhD, DPA – GovLearn.PH emphasized that LEDIPOs and BPLOs are not only frontline service providers but also important local investment leaders. Effective leadership requires strategic thinking, sound decision-making, collaboration across offices, and strong partnerships with the Local Chief Executive and stakeholders. LGUs must build an investor-friendly culture by providing coordinated, responsive, and reliable services while continuously improving the ease of doing business.
Ms. Anne Flores of Urban Key Brokerage Realty, Inc. highlighted the importance of seeing opportunities from the investor’s perspective. LGUs need to understand what investors look for, including suitable sites, infrastructure, logistics, zoning, permitting, technical feasibility, and clear investment information. She also discussed the importance of strategic investment packaging, developing investment profiles, executive pitching, and an integrated investment facilitation roadmap.
The seminar left important message: becoming investment-ready goes beyond the promotion of local opportunities. It requires strong and strategic leadership, efficient and responsive processes, reliable and accessible investment information, well-coordinated services, effective investor communication, and sustained partnerships among LGUs, national government agencies, and the private sector.
Ultimately, a truly investment-ready LGU is one that is prepared not only to attract investors, but also to understand their needs, facilitate their requirements, provide reliable support, and create an enabling environment where investments can prosper and contribute to sustainable local economic growth.
