The newly elected officers of the Maguindanao del Sur Employees Association (MDSEA) convened to discuss priority programs, organizational updates, and key activities for the coming months.

During the meeting, the officers outlined plans for the presentation and application of the Collective Negotiation Agreement (CNA), renewal of the association's registration and accreditation, review and updating of the Constitution and By-Laws (CBL), and the development of standard operating procedures to strengthen organizational governance.

Preparations for the upcoming General Assembly also discussed, including membership registration, attendance monitoring, membership dues, and the presentation of benefits and programs for association members.

The officers likewise emphasized the importance of ensuring a smooth and proper turnover of duties and responsibilities from previous officers to the new set of leaders.

The Provincial Human Resource Management Office (PHRMO) convened an office meeting to discuss and share the key outputs and insights from the recently concluded PRIME-HRM Maturity Level III Workshop. The activity provided an opportunity to align priorities, review commitments, and discuss the next steps in support of the Provincial Government of Maguindanao del Surโ€™s PRIME-HRM initiatives.

Among the topics discussed were the action plans and outputs developed during the workshop, upcoming tasks and deliverables, and preparations for the Midterm Surveillance Assessment for the PRIME-HRM Bronze Award.

The meeting also served as a venue to address ongoing office matters, documentation requirements, and other administrative concerns to ensure the efficient implementation of programs and activities.
Through continuous collaboration and commitment, PHRMO remains steadfast in strengthening human resource management systems and advancing the provinceโ€™s pursuit of organizational excellence and quality public service.

On May 20, 2026, the Provincial Government of Maguindanao del Sur successfully conducted the 2nd Batch of Employeesโ€™ Medical Check-Up in partnership with PhilHealth and Buluan District Hospital, as part of its continuing commitment to promote the health, wellness, and overall well-being of government employees.

The activity served as another opportunity for employees to undergo essential medical examinations, consultations, and health assessments to help ensure their safety and maintain a healthy working environment. Through this initiative, the Provincial Government continues to emphasize the importance of preventive healthcare and employee welfare in the workplace.

This program reflects the dedication of the Provincial Government in fostering a culture that values both public service and the well-being of its workforce. By prioritizing employee health, the organization strengthens its capacity to deliver efficient and quality service to the people of Maguindanao del Sur.

On May 21, 2026, Day 4 of the PRIME-HRM Maturity Level III Workshop highlighted the presentation of the proposed Human Resource Information System (HRIS) modules and process flows crafted during the Day 3 workshop sessions.

Participants from each of the four lenses presented their proposed HRIS systems, workflow processes, and strategic action plans aligned with PRIME-HRM standards and the different HRM systems. The activity served as a platform for collaboration, exchange of insights, and refinement of outputs to further improve the delivery of human resource services within the PLGU-Maguindanao del Sur.

Through the collective efforts of the four lenses, the workshop continues to strengthen institutional systems and reinforce the commitment of the PLGU-MDS in building more effective, responsive, and efficient HR practices geared towards organizational excellence and PRIME-HRM Maturity Level III recognition. The successful conduct of the activity was also made possible through the dedication, coordination, and continuous efforts of the PRIME-HRM TWG, OPPDC, and PHRMO in ensuring the smooth implementation of the workshop activities in support of the provinceโ€™s pursuit of PRIME-HRM Maturity Level III.

The Provincial Government of Maguindanao del Sur also extends its sincere gratitude and appreciation to Mr. Julius Kristian C. On May 20, 2026 the PRIME-HRM Maturity Level III Workshop continuously progresses as participants actively engaged in the formulation of various flow charts anchored on the four HRM systems/lenses. The workshop also focused on the enhancement and presentation of action plans crafted during Day 2 of the activity.

Through collaborative discussions and workshop sessions, participants strengthened their understanding of strategic human resource management processes geared toward organizational excellence and continuous improvement. The activity encouraged teamwork, active participation, and the sharing of best practices among offices in developing more effective and responsive HR systems.

Participants also took part in identifying gaps, streamlining procedures, and aligning their proposed action plans with the standards and objectives of PRIME-HRM. The workshop served as an avenue to further enhance institutional capabilities and reinforce the commitment of the Provincial Government of Maguindanao del Sur toward quality public service and efficient workforce management.

The activity was facilitated and assisted by Julius Kristian C. Villa, who provided guidance, technical inputs, and valuable insights throughout the sessions to ensure productive and meaningful outputs from the participants.

The activity served as an avenue for employees to share learnings, strengthen interpersonal skills, and promote a client-centered approach in delivering government services.

Through this initiative, participants were reminded that quality public service begins with courtesy, responsiveness, and commitment to serving the people.

Day 2 of the PRIME-HRM Maturity Level III focused on the Crafting of Action Plans and Presentation of Outputs per System anchored on the four (4) lenses of PRIME-HRM namely: Recruitment, Selection and Placement (RSP), Learning and Development (L&D), Performance Management (PM), and Rewards and Recognition (R&R).

Participants actively collaborated in formulating strategic and responsive action plans that strengthen each HR system and ensure alignment with the standards of PRIME-HRM Maturity Level III. Through presentations and workshops, every group demonstrated innovative and sustainable initiatives designed to further improve the organizationโ€™s human resource management practices.

The activity emphasized the strong linkage and integration among the four lenses in building a competent, high-performing, and people-centered workforce committed to delivering quality public service.

The activity was also guided and enriched by the valuable insights and technical assistance of the representatives from the Civil Service Commission โ€“ BARMM, Ms. Charina M. Gonzales, Chief Human Resource Specialist and Mr. Julius Kristian C. Villa, Senior Human Resource Specialist, whose expertise greatly contributed to the success of the activity.

Upon the request of the Provincial General Services Office (PGSO), an orientation on Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, Government Working Hours, and the House Rules of PLGU-Maguindanao del Sur was successfully conducted on May 19,2026.

The activity aimed to strengthen awareness among employees regarding professionalism, discipline, proper workplace conduct, and adherence to ethical standards in public service. Discussions also highlighted the importance of punctuality, accountability, and maintaining a respectful and productive working environment within the Provincial Government.
Through this initiative, PLGU-MDS continues to uphold integrity, efficiency, and excellence in delivering quality public service to the people.

The Provincial Local Government Unit of Maguindanao del Sur successfully conducted the PRIME-HRM Maturity Level III Orientation Program held at Kalilintad Hall on May 18, 2026, with the participation and support of different department heads, employees, and partner offices.

Provincial Administrator Datu Nur-Ali U. Midtimbang warmly welcomed everyone and expressed his hope that the province will successfully achieve and materialize its goal of attaining PRIME-HRM Maturity Level III through unity, commitment, and cooperation of every office and employee in the provincial government.

In his message of inspiration and challenge, CSC Maguindanao Field Officer Director Arnold V. Juloya highlighted that PLGU-Maguindanao del Sur was already recognized as a Bronze Awardee in 2022, and this time, the province is aiming for PRIME-HRM Maturity Level III. He emphasized that this undertaking is not only the battle of the PHRMO or a single office, but a shared responsibility of all departments. He also assured that the Civil Service Commission remains fully supportive and ready to assist the province throughout the process.

Accepting the challenge on behalf of the provincial government, EnP Nulfarid S. Ampatuan, MPA, Co-chair of the MDS PRIME-HRM OPPDC, emphasized that the province was able to achieve the Bronze Award and successfully pass the SGLG seven times through teamwork, proper implementation, monitoring, and documentation. He encouraged everyone to give their full support, stressing that PRIME-HRM is a collective journey towards excellence, professionalism, and accountability in public service.

Meanwhile, Minambay A. Salim, Ed.D., Provincial Human Resource Management Officer, discussed the objectives and purpose of the orientation. She shared that the program focuses on the provinceโ€™s quest for the Silver Award and aims to institutionalize excellence and meritocracy in human resource management. She further emphasized the importance of strengthening and enhancing the agencyโ€™s practices through the four core systems of PRIME-HRM using data-driven and evidence-based approaches. She reminded everyone that HR cannot achieve this alone and that working together can truly make a difference.

The orientation also served as an avenue to strengthen collaboration and reinforce the commitment of PLGU-Maguindanao del Sur towards effective, competent, and people-centered public service.
