Section 515 of Republic Act No. 7160, the Local Government Code of 1991, imposes penalties for refusal or willful failure to appear before the Lupon Tagapayapa or Pangkat in barangay conciliation proceedings, treating such acts as indirect contempt punishable by municipal or city courts with fines or imprisonment; it also bars complainants from pursuing court cases on the same matter and prevents respondents from filing counterclaims.

This provision strengthened the Katarungang Pambarangay system originally established by Presidential Decree No. 1508 in 1978, which created barangay lupons for mediating minor civil and criminal disputes but lacked robust enforcement mechanisms like direct contempt powers.

RA 7160 explicitly repealed PD 1508 effective January 1, 1992, rendering it inoperative by integrating and revising its framework and related provisions, expanding jurisdiction to offenses punishable by up to one year imprisonment or P5,000 fines, adding procedural enhancements like workplace venues and prescription suspensions, and aligning it with modern local governance structures for more effective community dispute resolution.
