READ | DILG URGES OVER 17K AT-RISK BARANGAYS TO ACT SWIFTLY, STRENGTHEN READINESS FOR TYPHOON UWAN

The Department of the Interior and Local Government (DILG) is calling on more than 17,000 at-risk barangays to take immediate precautionary measures ahead of Typhoon Uwan, following President Ferdinand R. Marcos Jr.โ€™s directive to strengthen disaster preparedness and protect vulnerable communities.

The DENRโ€“Mines and Geosciences Bureau (DENR-MGB) has listed barangays across the country as moderately to highly susceptible to floods and rain-induced landslides from November 8 to 11. The list can be accessed at [https://bit.ly/47K5pDn].

โ€œNow is the time to act. Every minute counts, and every barangay must be ready. We need swift, coordinated action to keep our people safe,โ€ the DILG said.

In an urgent advisory, the DILG instructed local governments and disaster offices to closely monitor river systems and carry out preemptive evacuations, especially for families living near riverbanks and low-lying areas. In landslide-prone communities, residents should watch for cracks, tilting posts, and other warning signs, and evacuate immediately when risks are observed.

Coastal barangays are urged to suspend fishing and boating activities and move residents to higher ground, as storm surges of more than 3 meters are expected. Barangay Disaster Risk Reduction and Management Committees are directed to lead local evacuations and monitor regular updates from PAGASA.

According to PAGASA, Typhoon Uwan could bring intense to torrential rains over Bicol, Quezon, Marinduque, Masbate, Sorsogon, and Eastern Samar, with rainfall possibly reaching 300 to 400 millimeters in mountainous areas. Metro Manila, CALABARZON, and parts of Luzon may also experience heavy to intense rains.

Preemptive evacuation is strongly advised for those living in flood-prone, coastal, low-lying, and landslide-prone areas. Priority must be given to senior citizens, persons with disabilities, pregnant women, and children. Residents in earthquake-affected zones should avoid sinkhole-prone areas as advised by the DENR-MGB.

As of the latest weather update, Typhoon Uwan is rapidly strengthening over the Philippine Sea east of Bicol. It may reach super typhoon strength by Saturday night or Sunday, cross near Catanduanes on Sunday morning, and make landfall over southern Isabela or northern Aurora by Sunday night or early Monday.

โ€œFollowing President Marcosโ€™ call for stronger disaster preparedness, we are mobilizing all barangays to act decisively and protect their communities before Typhoon Uwan makes landfall,โ€ the DILG said. โ€œDisaster preparedness is everyoneโ€™s responsibility โ€” from governors, mayors, and barangay leaders to national agencies and citizens.โ€

The Department of the Interior and Local Government is urging local government units to exceed the minimum waste diversion targets in their 10-Year Solid Waste Management Plans to reduce landfill use, cut tipping fees, and strengthen local climate and disaster resilience.

Effective waste diversion reduces reliance on landfills. There are currently 1,053 operational sanitary landfills nationwide with a combined capacity of 63.4 million cubic meters. These facilities receive around 19,700 tons of waste daily. Of this number, 680 landfills serve multiple LGUs. Regions with the most operational landfills include Cagayan Valley, Ilocos, Calabarzon, Northern Mindanao, and Davao.

Under Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000, LGUs are mandated to divert at least 25 percent of solid waste from disposal facilities within five years of the lawโ€™s effectivity, with incremental increases every three years. Waste diversion includes composting, recycling, reuse, and other resource recovery activities.

To date, 1,592 LGUs consisting of 77 provinces, 146 cities, and 1,369 municipalities have approved 10-Year SWM Plans. The regions with the highest number of compliant LGUs are Eastern Visayas, Calabarzon, Western Visayas, Central Luzon, and Central Visayas.

The law also requires every barangay or cluster to establish a Materials Recovery Facility. These MRFs play a critical role in local implementation and must maintain proper waste diversion records to guide planning and program monitoring.

Based on the 2023 LGU Compliance Assessment, 120 of the 187 LGUs in the Manila Bay Watershed area now operate both central and barangay-level MRFs with updated diversion records. These include seven in the National Capital Region, 49 in Central Luzon, and 64 in Calabarzon. Among the best practices recorded are Cabanatuan Cityโ€™s rapid composter that serves 45 urban barangays and Lipa Cityโ€™s facility that converts shredded plastic into eco-bricks alongside its composting operation.

The DILG calls on LGUs to go beyond compliance. Surpassing waste diversion targets not only reduces environmental impact and prolongs the life of landfills but also leads to lower costs, cleaner communities, and healthier, more resilient localities.
