Broadening the roster of onboarded Cloud Computing Services (CCS) providers for the eMarketplace, the Procurement Service-Department of Budget and Management welcomed ePLDT as the fulfillment partner of Amazon Web Services (AWS) during a Ceremonial Signing of the Consignment Agreement on October 15, 2026, at the Discovery Primea, Makati City.
To formalize the partnership, Executive Director (ED) Genmaries Entredicho-Caong, along with Deputy EDs Marlita Dagsa and Rommel Rivera, represented PS-DBM, while ePLDT President and CEO Victor Genuino, ePLDT Chief Commercial Officer Amil Azurin, and PLDT Enterprise Vice President Ruby Montoya signed on behalf of ePLDT.
“Through PS-DBM’s partnership with ePLDT…we aim to provide government agencies with greater access to CCS through a centralized procurement platform where they can gain efficient access to globally trusted cloud technology that can simplify operational processes, reinforce data security, and enable innovation in public service,” pointed out by ED Gen as she shared how the eMarketplace—an innovative feature of the mPhilGEPS, which serves as the official government e-commerce platform designed to streamline the acquisition of common-use supplies and equipment (CSEs)—responded to the evolving needs of its client-agencies by expanding its catalog beyond traditional supplies to address requirements such as software, digital licenses, and cloud computing services (CCS) along with motor vehicles and airline tickets.

The Procurement Service–Department of Budget and Management (PS-DBM) advanced stakeholder participation in its Open Government Partnership commitment through civil society engagements on the use of procurement data and monitoring tools.
The previous law, RA No. 9184, institutionalized public monitoring to ensure that contracts are awarded pursuant to the provisions of the law. Under the RA No. 12009, or the New Government Procurement Act (NGPA), public monitoring was elevated to "participatory procurement" as a governing principle, and CSOs are named statutory partners in public accountability—structurally empowered with active digital oversight and portal support.
During the Philippine Government Electronic Procurement System (PhilGEPS) orientation on May 18, 2026, participants explored registration for civil society organizations (CSOs), the eBidding Facility, the enhanced Open Data Portal, and Observation Report submission. The session also included beneficial ownership briefings and an open data visualization workshop.
PS-DBM subsequently joined the European Union in the Philippines, United Nations Development Programme (UNDP Philippines), Government Procurement PH - GPPB-Tso, and Commission on Audit at the CSO inception workshop on July 14, 2026. The engagement aligned collaborative work on capacity building, public advocacy, research, and citizen participatory audit.
These activities support the participatory procurement objectives of the NGPA by helping stakeholders understand available information and contribute to public monitoring. Through continued engagement with civil society and development partners, PS-DBM strengthens the foundations for informed scrutiny and accountability in government procurement.

The Procurement Service-Department of Budget and Management (PS-DBM) marked another milestone in sustainable procurement with the turnover of battery electric vehicles (BEVs) to government agencies.
The agencies receiving their respective BEVs include the National Telecommunication Commission - Caraga Region XIII (NTC-CARAGA) and East Avenue Medical Center (EAMC) , which received their vehicles on September 9, 2026; Cybercrime Investigation and Coordinating Center - CICC (CICC) , on September 21, 2026; Office of the Government Corporate Counsel (OGCC), on September 22, 2026; and the Bureau of the Treasury, on October 7, 2026.
These agencies were among the first government agencies to successfully procure BEVs since onboarding to the eMarketplace, the government’s official e-commerce platform for common-use supplies and equipment (CSE). Through the eMarketplace, they benefited from advantageous rates compared with the prevailing market prices, including Land Transportation Office (LTO) registration, Government Service Insurance System (GSIS) vehicle insurance, and freight costs.
Reinforcing the “value for money” principle of the New Government Procurement Act (NGPA), each agency procured the same multi-purpose vehicle (MPV) models, amounting to Php 1.8 million and generated around Php 30,000 eMarketplace savings per vehicle.
The vehicles were also delivered within the prescribed 30-day delivery period, demonstrating the PS-DBM’s commitment to timely and effective centralized procurement of CSEs.
The successful turnover supports the clean energy initiatives of the administration of President Ferdinand Marcos Jr., which aim to promote the adoption of cleaner and more sustainable transportation. Bolstering its continuing efforts towards digital transformation in public procurement, the Procurement Service-Department of Budget and Management (PS-DBM) signed a Memorandum of Agreement (MOA) with Amazon Web Services (AWS) on September 17, 2026, to list the cloud provider’s services on its eMarketplace platform.
The partnership establishes AWS as a partner merchant in the eMarketplace, reinforcing the shared commitment of PS-DBM and AWS to advance technology-driven public procurement by expanding the Cloud Computing Services (CCS) providers on the online platform. ePLDT, the fulfillment partner, will provide technology services to government agencies and contribute towards the growth of the Philippines’ digital economy.
The MOA was signed by PS-DBM Executive Director (ED) Genmaries "Gen" Entredicho-Caong and ICT and Procurement Group Deputy ED Rommel Rivera, together with AWS Philippines Country Manager Precious Lim and Public Sector Lead Emy Lou Saguinsin.
“Aligned with Philippines’ Cloud-First Policy, PS-DBM ensures that our agencies have access to reliable technologies that respond to their growing digital requirements and support more efficient government operations,” said ED Gen. “Services from AWS delivered by ePLDT will provide scalable infrastructure, support data management and enable workflow automation. This will enable our agency teams to deliver new citizen services more quickly and at reduced cost.”
“We are excited to support the Philippine government, in collaboration with ePLDT, to help build the digital future of the country,” said Country Manager Precious Lim. “This agreement will pave the way for an accelerated cloud adoption journey in the Philippines by removing barriers in government technology procurement, allowing government departments to focus their time and resources on their core mission of improving citizen services.”
Government agencies and departments can now access AWS Cloud services through a streamlined procurement model to drive innovation and digitize government services for citizens. The MOA removes the administrative overhead for individual agencies and departments through favorable, pre-negotiated contract terms and conditions, which streamlines cloud adoption for government agencies and helps them save cost as a result of the economies of scale achieved from aggregated procurement.
Moreover, client-agencies now have a consistent approach to access and use all AWS services in any of AWS’s 124 Availability Zones spanning 39 geographic regions around the world. They will be able to access the breadth and depth of more than 240 fully featured cloud services, including AI offerings such as Amazon Bedrock and Amazon SageMaker.
Further, CCS plays a key role in the digital transformation of government operations by providing scalable infrastructure, supporting data management, and enabling the automation of workflows. By making cloud solutions more accessible to government agencies nationwide, the partnership supports the New Government Procurement Act’s (NGPA) principles of efficiency, transparency, and accountability in public procurement.
The eMarketplace is a feature of the modernized Philippine Government Electronic Procurement System (mPhilGEPS), serving as the government’s official e-commerce platform for the procurement of common use supplies and equipment (CSE).

The Procurement Service–Department of Budget and Management (PS-DBM) expanded the enhanced Philippine Government Electronic Procurement System (PhilGEPS) Open Data Portal in March 2026 to include the Beneficial Ownership (BO) Registry, supporting greater transparency in government procurement.
Publication of the registry through PhilGEPS was authorized by the Government Procurement Policy Board (GPPB) under Resolution No. 11-2025. The information helps stakeholders understand who ultimately owns or controls companies participating in government procurement.
Available information includes the merchant's name, city of residence, nationality, category, ownership percentage, and type of merchant/corporation. The registry is intended to foster fair, transparent, and competitive procurement and to help identify collusion among bidders and curb corrupt and monopolistic practices.
Examining ownership information alongside available procurement records gives oversight institutions and public monitors an additional tool for reviewing ownership links and potential conflicts of interest. Published information is based on merchant submissions and the applicable validation requirements. Coverage expands as merchants submit and update their information.
Through beneficial ownership disclosure, PS-DBM continues to advance its Open Government Partnership Challenge commitment and support the transparency objectives of the New Government Procurement Act (NGPA). The public may explore the BO Registry through the enhanced PhilGEPS Open Data Portal.

The Procurement Service–Department of Budget and Management (PS-DBM) expanded the enhanced Philippine Government Electronic Procurement System (PhilGEPS) Open Data Portal in March 2026 to include the Beneficial Ownership (BO) Registry, supporting greater transparency in government procurement.
Publication of the registry through PhilGEPS was authorized by the Government Procurement Policy Board (GPPB) under Resolution No. 11-2025. The information helps stakeholders understand who ultimately owns or controls companies participating in government procurement.

Available information includes the merchant's name, city of residence, nationality, category, ownership percentage, and type of merchant/corporation. The registry is intended to foster fair, transparent, and competitive procurement and to help identify collusion among bidders and curb corrupt and monopolistic practices.

Examining ownership information alongside available procurement records gives oversight institutions and public monitors an additional tool for reviewing ownership links and potential conflicts of interest. Published information is based on merchant submissions and the applicable validation requirements. Coverage expands as merchants submit and update their information.

Through beneficial ownership disclosure, PS-DBM continues to advance its Open Government Partnership Challenge commitment and support the transparency objectives of the New Government Procurement Act (NGPA). The public may explore the BO Registry through the enhanced PhilGEPS Open Data Portal.

Promoting capacity-building and strengthening its workforce’s understanding of the agency’s mandate, the Procurement Service-Department of Budget and Management (PS-DBM), through the assistance of the Government Procurement PH - GPPB-Tso, conducted the Training on the New Government Procurement Act (NGPA) and its Implementing Rules and Regulations (IRR) on September 21 and 24-25, 2026, in a hybrid format—with onsite participation at the Main Office in Paco, Manila, and virtual attendance by the Regional Depots.
“The principles of government procurement, which are integrity, fairness, transparency, and accountability, among others, should be imbibed in ourselves as government officials. As a government procurement agency, it is important that we know this in our hearts so that we can apply this in our work and in the services that we provide to our fellow government officials, to our clients, and to all Filipinos,” emphasized Deputy Executive Director (DED) for Administrative, Finance, and Legal Group Marlita Dagsa to the 87 participants during her opening remarks.
Deputy Executive Secretary for Support Services and Auxiliaries Dennis Santiago took on the topics of “Key Provisions of R.A. No. 12009 and its IRR” and “Strategic Procurement Planning,” detailing its general provisions and highlighting its major public procurement reforms while providing key strategies and legal requirements for effective procurement planning and budgeting linkage under the NGPA.
DED for ICT and Procurement Rommel Rivera and Legal Office Director Ramon Antonio Matibag discussed the “Modes of Procurement,” where they discussed the various procurement methods, applicability, and procedural requirements under the NGPA—equipping the learners with the knowledge to select the appropriate modality to address specific project needs.
Legal Division Chief Lyodychie Camarao presented “Contract Implementation and Sanction Mechanism,” wherein she provided a comprehensive overview of contract implementation, protest and dispute settlement mechanisms, administrative liabilities for public officers and private entities, and legal assistance packages under the NGPA.
Executive Director (ED) Genmaries “Gen” Entredicho-Caong talked about “Procurement by Electronic Means,” which outlined the core features of the Philippine Government Electronic Procurement System (PhilGEPS), such as the eMarketplace, Virtual Store, and e-Bidding facility, among others.
In her closing remarks, ED Gen shared her experiences as a procurement professional, encouraging the participants to remain steadfast in honoring the profession. She underscored the importance of hard work, honesty, and integrity—the enduring values that have shaped the Procurement Service through the years.
The NGPA training supports the professionalization goals for government personnel of President Ferdinand Marcos Jr. 's administration and the Department of Budget and Management, led by Acting Secretary Kim Robert de Leon, by strengthening their competencies and improving government operations.
