38 Taon ng Tapat na Paglilingkod, Isang Buhay ng Integridad at Dedikasyon

May mga lingkod-bayan na tahimik na nagtatrabaho sa likod ng mga proseso at sistema, ngunit napakalaki ng ambag sa tagumpay ng isang organisasyon. Isa na rito si Ms. Lucia C. Niez, o mas kilala bilang “Juvy,” ang Chief Administrative Officer ng Administrative Division ng NAPOLCOM Region 13 – CARAGA. Sa loob ng halos apat na dekada, naging saksi siya sa paglago ng tanggapan at naging mahalagang bahagi ng pagpapatatag ng mga serbisyong ibinibigay nito sa publiko.

Mula sa kanyang pagsisimula bilang Senior Clerk noong 1988 hanggang sa kanyang kasalukuyang posisyon bilang pinuno ng Administrative Division, ipinakita ni Ms. Niez ang kahalagahan ng sipag, tiyaga, at pananagutan. Pinakamatagal niyang ginampanan ang tungkulin bilang Budget Officer sa loob ng 24 na taon, kung saan kanyang tiniyak ang maayos at wastong paggamit ng pondo ng bayan upang masuportahan ang mga programa at serbisyo ng Komisyon.

Hindi lamang sa administrasyon nasusukat ang kanyang ambag. Nagsilbi rin siya bilang Regional NAPEMA Representative, PNP Promotions Board Representative, GAD Focal Person, at kasapi ng iba’t ibang komite sa rehiyon. Para kay Ms. Niez, ang integridad at propesyonalismo ang pundasyon ng mabuting paglilingkod, at naniniwala siyang ang tiwala ng publiko ay nakukuha sa pamamagitan ng pagiging tapat, makatarungan, at responsable sa bawat tungkulin.

Bilang isang biyuda, mapagmahal na ina at lola, ang kanyang pamilya ang nagsisilbing inspirasyon upang patuloy na maglingkod nang may malasakit at dedikasyon. Ang kanyang kuwento ay patunay na ang tunay na serbisyo publiko ay hindi lamang trabaho kundi isang bokasyon na isinasabuhay araw-araw.

The NAPOLCOM Regional Office 13 successfully completed the three-day Workshop for the Development of the Public Service Continuity Plan (PSCP) on June 16–18, 2026 conducted by the Office of Civil Defense (OCD) Caraga at the NAPOLCOM RO 13, 2nd Floor, PS Arcade, J. Rosales Avenue, Butuan City.

The workshop was attended by Josephmar B. Gil, CESO IV, Regional Director, Atty. Erlina Susan L. Lorea, Assistant Regional Director, and thirteen (13) other personnel identified to constitute the PSCP Core Team tasked to lead the formulation, implementation and continuous enhancement of the plan.

OCD officials and key personnel, namely, Ms. Lorene Sia-Catedral, OIC – Regional Director, Atty. April Rose Anne Y. Sanchez-Elmedulan, Head, Policy Development and Planning Section, and Ms. Angelic Mae M. Yu – Executive Assistant, facilitated the training workshop.

The activity aimed to strengthen the office's preparedness, resilience, and capability to sustain critical functions and services during emergencies, disasters, and other disruptions.

Following the workshop, the PSCP Core Team shall consolidate and finalize the outputs for review and validation. The completed Plan will then undergo the necessary approval process and adoption by the Regional Director to institutionalize continuity planning within NAPOLCOM Caraga.

The activity’s final output is the PSCP which will serve as the guide to ensure continuous delivery of government services during the occurrences of hazards and disasters by strengthening internal capacities, identifying recovery requirements and implementing strategies to minimize damage and loss, ensure succession of leadership and continuity capabilities.

The National Police Commission (NAPOLCOM) Regional Office 13, represented by Dir. Josephmar B. Gil, CESO IV, Regional Director, and Atty. Luis Jude Rey B. Sy, Chief of the Technical Services Division attended today, June 18, 2026 the Declaration of Region XIII–Caraga as being in The State of Stable Internal Peace and Security (SIPS) held at the LMX Convention Center in Butuan City.

The declaration marks a significant milestone in the region’s pursuit of lasting peace, public safety, and sustainable development. It recognizes the collective efforts of national government agencies, local government units, law enforcement agencies, security sector partners, and various stakeholders whose dedication and cooperation have contributed to the attainment of peace and stability throughout the region.

The event underscores the success of the whole-of-nation approach in addressing security concerns, strengthening community partnerships, and fostering an environment conducive to progress and development.

As Caraga celebrates this historic achievement, all stakeholders reaffirm their commitment to preserving peace, enhancing public safety, and building stronger and more resilient communities for future generations.

Araw ng Kalayaan 2026 🇵🇭

Ngayong ika-12 ng Hunyo, ginugunita natin ang ika-128 anibersaryo ng pagpapahayag ng kasarinlan ng Pilipinas, isang makasaysayang tagumpay na bunga ng katapangan, pagkakaisa, at pagmamahal sa bayan ng ating mga ninuno.

Ang kalayaan ay hindi lamang alaala ng nakaraan. Ito ay pananagutang isinasabuhay araw-araw sa pamamagitan ng tapat na paglilingkod, paggalang sa batas, pagtatanggol sa katotohanan, at aktibong pakikilahok sa paghubog ng isang mas maunlad at makatarungang lipunan.

Sa pagdiriwang na ito, nawa’y magsilbing paalala ang sakripisyo ng ating mga bayani na ang tunay na diwa ng kalayaan ay nakasalalay sa ating sama-samang pagkilos para sa kapakanan ng bayan at ng bawat Pilipino.

LOOK | In its effort to strenghten institutional collaboration and enhance its security measures, the National Police Commission (NAPOLCOM) Regional Office 13 received pre-owned Closed-Circuit Television (CCTV) cameras from the Bangko Sentral ng Pilipinas (BSP) – Butuan last June 2, 2026.

A total of fifteen (15) CCTV units and two (2) LCD monitors were formally turned over to NAPOLCOM Regional Office 13 to further enhance the safety and security of its premises and ensure the protection of its clients and personnel.

The donation was personally received by Regional Director Josephmar B. Gil, CESO IV, who expressed his sincere appreciation to BSP Butuan for its generosity and continued support to government institutions. RD Gil was warmly welcomed by BSP Butuan officials led by Area Director Ms. Tatum Blaise P. Tan, together with Ms. Elren B. Samonte, Manager of the Operations Support Division, and Mr. Marlone D. Alejado, Acting GBS Head.

RD Gil emphasized that the donated security equipment will significantly contribute to strengthening the office’s security systems and improving service delivery by ensuring a safer and more secure environment for clients and personnel alike. He likewise extended his full support to BSP Butuan, reaffirming NAPOLCOM’s commitment to partnership and collaboration in future endeavors.

Through this initiative, NAPOLCOM Regional Office 13 continues to uphold its commitment to transparency, safety, and institutional cooperation—further reinforcing its mandate of delivering efficient and secure public service.

As a manifestation of its commitment to forging community partnership and support to children’s education, the National Police Commission (NAPOLCOM) Regional Office 13, under the leadership of Regional Director Dir. Josephmar B. Gil, CESO IV, donated eleven (11) cans of paint and a box of pencils, erasers and sharpeners to the Libertad National High School (LNHS) and another box to the Libertad Central Elementary School (LCES).

Ms. Rachel S. Rendon, Principal II of LNHS, represented by Ms. Lyra Ruth M. Moscatiles, Head Teacher III and Officer-In-Charge, together with Mr. Reynaldo M. Floreta, Head Teacher III and Brigada Focal, formally received the donations and expressed their gratitude to RD Gil and NAPOLCOM for their generosity and continued commitment in helping provide a conducive learning environment for the students of LNHS. According to OIC Moscatiles, the donation augured well for the opening of classes on June 8, 2026 as the school is currently being prepped through DepEd’s Brigada Eskwela program.

The handing over of donations is a product of the strengthened partnership between NAPOLCOM Regional Office 13 and LNHS, formalized through a Memorandum of Agreement (MOA), with LNHS serving as the regular venue for the PNP Entrance, Promotional, and Police Executive Service Eligibility (PESE) Examinations. The MOA is anchored on the Adopt-a-School Program of the Department of Educations (DepEd).

Following the activity at LNHS, RD Gil together with other NAPOLCOM key personnel proceeded to LCES where another one (1) box of pencils and sharpeners was donated for the benefit of the pupils. Ms. Remelie V. Cedro, Principal of LCES, accepted the donation and conveyed her appreciation to RD Gil and NAPOLCOM Regional Office 13 for their benevolence and support to the school.

The pencils, erasers and sharpeners were sourced from the April 2026 NAPOLCOM-administered police examinations in the cities of Butuan and Surigao, where examinees were encouraged to voluntarily donate their pencils. This simple act of sharing transforms the examination process into a meaningful cycle of support for learners in need.

Through initiatives such as this, NAPOLCOM Regional Office 13 continues to strengthen its partnership with educational institutions and reaffirm its dedication to supporting programs that contribute to the welfare and development of learners in the community.

𝗟𝗢𝗢𝗞 | The PNCO and PCO Promotion Board Interviews were successfully conducted on May 18 and 20, 2026, at Camp Rafael Rodriguez, Police Regional Office 13. Serving as panelist were NAPOLCOM Representatives Atty. Jennifer Hazel A. Racaza-Patete, Chaiperson, Regional Appellate Board 13 for the PCO Promotion Board and Atty. Luis Jude Rey B.
