𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) officially opened the Development Communication (DevCom) Training Part 3 on Monday, June 8, 2026, in Tagbilaran City, Bohol, gathering 48 participants from the Department of Agriculture (DA) and Bureau of Fisheries and Aquatic Resources (BFAR) coming from CAR, Negros Island Region (NIR), Region 3, CALABARZON, Region 9, Region 13, and Region 1.

The four-day training aims to further strengthen the development communication competencies of SAAD implementers and communication focal persons by equipping them with enhanced tools and strategies in crafting clear, effective, and impact-driven communication materials that highlight program interventions and the stories of farmers and fisherfolk communities.

The activity formally opened with welcome remarks from Bohol Provincial Agriculturist Office Assistant APCO Ms. Lavinia Corpus, delivered on behalf of APCO Roman Dabalos, who welcomed the participants to the province and expressed appreciation for the continued partnership in advancing agricultural development communication.

Meanwhile, SAAD Deputy Director Elmer Esplana delivered the opening message, emphasizing the critical role of development communication in ensuring that the realities, gains, and stories from the field are properly documented and conveyed to stakeholders and the public.

He highlighted that strengthening communication capacity among implementers is essential in making development programs more responsive, visible, and grounded on the actual experiences of beneficiaries.

Following the opening program, the first day of training commenced yesterday, and revisited key concepts from DevCom Training Parts 1 and 2, allowing participants to reconnect foundational learnings with the advanced discussions lined up for the week.

The technical session centered on Communication Planning Review, where participants assessed and refined their existing regional communication plans, revisiting objectives and improving indicators for more effective monitoring and evaluation of communication initiatives.

This was followed by a session on Pretesting Communication Materials, which emphasized the importance of testing messages and information products prior to dissemination to ensure clarity, accuracy, and relevance to target audiences.

To reinforce learning, participants also engaged in a workshop on Developing Pretesting Instruments, where they crafted tools that will be used in gathering feedback and assessing communication materials before final implementation.

The sessions were facilitated by Dr. Marife Ramos de Torres-Pascual, Dr. Andrea May C. Malonzo, and Jenny Angeline B. Poco from the CLSU-Department of Communication and Development Studies - DCDS.

The succeeding days of the training are expected to further build on these foundations, focusing on strengthening participants’ skills in development communication planning, implementation, monitoring, and evaluation to support more effective storytelling and knowledge sharing across SAAD regions.

Through the DevCom Training Part 3, DA-SAAD continues to invest in the capacity of its communication teams, ensuring that meaningful stories of transformation from farming and fishing communities are effectively captured, shared, and amplified.

Gitambongan kini sa mga miyembro sa duha ka asosasyon sa mga mag-uuma, ang Balangbalang Banana Farmers Aron sa pagpalig-on sa kapasidad sa pagdumala sa mga hugpong sa mag-uuma ug pagpahinumdom sa mga miyembro sa ilang tagsa-tagsa ka katungdanan sa kooperatiba, nagpahigayon ang Department of Agriculture (DA) Caraga, pinaagi sa Special Area for Agricultural Development (SAAD) Program, og usa ka pagbansay bahin sa Cooperative Governance Policy Formulation ug Organizational Management didto sa Remedios T. Romualdez, Agusan del Norte niadtong Abril 27 hangtod 30, 2026.Cooperative (BABAFAC) ug San Antonio Farmers Agriculture Cooperative (SAFACO), uban sa mga kawani sa Department of Trade and Industry–Agusan del Norte.

Gipangunahan ang maong pagbansay ni Niño Rosil C. Bantayan, Senior Cooperatives Development Specialist gikan sa Cooperative Development Authority (CDA) Caraga. Gitambungan kini sa mga miyembro sa Balangbalang Banana Farmers Cooperative (BABAFAC) ug San Antonio Farmers Agriculture Cooperative (SAFACO), nga parehong benepisyaryo sa SAAD Program Phase 2 sa Agusan del Norte.

Sentro sa mga diskusyon ang kamahinungdanon sa saktong pagdumala sa panalapi, liderato sa organisasyon, ug ang pagtuman sa mga balaod ug regulasyon sa kooperatiba aron mapalambo ang operasyon ug masiguro ang malungtarong kalamboan sa mga grupo sa mag-uuma.

“Importante kini nga pagbansay para sa mga kooperatiba, ilabi na kadtong nagsugod pa lang, tungod kay nagsilbi kini nga ilang pundasyon sa pagtukod og lig-on nga organisasyon sa mga mag-uuma. Dili lang ni magpalambo sa ilang kapasidad sa produksyon, kondili lakip na sa ilang kahanas sa pagdumala sa institusyon ug negosyo, nga kinahanglanon kaayo sa matag organisasyon,” matod ni Bantayan.

Alang kang Benido M. Yangga, Jr., bag-ong napili nga chairman sa SAFACO, ang mga hisgutanan sa training usa sa mga batakang sumbanan nga gikinahanglan sa pagpangulo og usa ka aktibo ug makiangayong kooperatiba nga nagdasig sa partisipasyon sa tanang miyembro.

“Kini nga training nakatabang sa pagpalawom sa among pagsabot ug pagpamalandong sa among mga responsibilidad isip mga miyembro sa kooperatiba. Nakat-unan namo nga pinaagi sa saktong pagdumala, kooperasyon, ug disiplina, makatabang kini pagpalig-on sa among organisasyon ug pagpatunhay sa among panginabuhian.. Sa personal nga bahin, isip bag-ong nilingkod nga presidente, dako kaayo ni nga tabang kanako,” dason ni Yangga.

Pinaagi sa mga inisyatiba sama sa mga pagbansay, ang SAAD Program Phase 2 nagpadayon sa pagsuporta sa mga benepisyaryo aron makatukod og malungtarong negosyo nga nakabase sa komunidad ug mapalambo ang ilang kinatibuk-ang kahimtang sa socio-economic. # # #
