To ensure the proposed banana processing facility of Balangbalang Banana Farmers Agricultural Cooperative (BABAFAC) meets strict food safety and manufacturing standards, the Department of Agriculture (DA) – Caraga, through the Special Area for Agricultural Development (SAAD) Program, met with the Department of Trade and Industry – Agusan del Norte (DTI-ADN) last October 8 at the DA-Caraga Regional Office to review and finalize the facility's blueprint.

Looking beyond the management of existing projects, the Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Caraga conducted a month-long series of capacity-building activities all throughout September to strengthen the organizational systems and operations of its Farmers’ Associations (FAs) in Mainland Surigao del Norte and the Siargao Islands.

How does SAAD monitor services and on-the-ground project activities?

Monitoring goes beyond tracking production and sales. SAAD also checks the services provided to beneficiaries and the progress of livelihood activities through two important monitoring tools:

For livelihood projects that provide services using machinery or draft animals, Service Provider Records document activities such as land preparation, harvesting, and postharvest operations.

Meanwhile, Area Coordinators must submit reports from Monitoring Templates to the Regional Program Management Support Office (RPMSO) at least once a month and during major project activities, including delivery, planting, and harvesting.

Existing RPMSO or Provincial Program Management Support Office (PPMSO) monitoring templates may also be used, provided they contain the required information and are approved by the SAAD National Program Management Office (NPMO).

Through these monitoring tools, SAAD Phase 2 tracks better service delivery, documents key project activities, and assess implementation progress in the field.
