PBGEN Marcial Mariano P. Magistrado IV, Regional Director of Police Regional Office 13 (PRO13), conducted a Command Visit and presided over a Command Conference at the Headquarters Butuan City Police Office (BCPO) Conference Room, Malvar Circle, Holy Redeemer, Butuan City. He was warmly received by PCOL Richie M. Yatar, City Director of BCPO, together with the City Command Group and key personnel through foyer honors.

During his Talk to Men, PBGEN Magistrado IV encouraged all personnel to perform their duties with unwavering dedication, emphasizing that genuine love for the profession inspires excellence and enables police officers to deliver more responsive, compassionate, and people-centered public service. He also expressed his sincere appreciation for the hard work, dedication, and commitment demonstrated by all personnel, recognizing that their collective efforts have significantly contributed to the accomplishments of their respective stations and to maintaining a safer and more secure community.

Joining the Regional Director during the command visit were members of the Regional Staff, including PCOL Rolly D. Albaña, Chief of the Regional Intelligence Division (RID); PCOL Laudemer M. Laude, Chief of the Regional Operations Division (ROD); PCOL Glenn C. Sampaga, Chief of the Regional Logistics and Research and Development Division (RLRDD); and PLTCOL John L. Corpuz, Deputy Chief of the Regional Investigation and Detective Management Division (RIDMD). Together, they participated in discussions and assessed BCPO’s operational accomplishments, ongoing initiatives, and organizational performance.

The Command Conference focused on the unit’s operational accomplishments and the implementation of the SAFER Cities Initiative. Discussions highlighted the strict enforcement of local ordinances, intensified anti-criminality operations with emphasis on the Eight Focus Crimes, strengthened security deployments in educational institutions, and other operational priorities aimed at sustaining peace, public safety, and order in Butuan City.

Following the Command Conference, PBGEN Magistrado IV also presided over two separate Case Conferences to review the progress of the ongoing investigations into the missing child case in Barangay Camayahan, Butuan City, and the robbery incident at Robinsons Mall, Butuan City. During the discussions, concerned investigators and unit commanders presented comprehensive updates on the status of both cases, investigative developments, and operational actions undertaken.

Caraga’s Top Cop directed all concerned units to intensify investigative and intelligence efforts, strengthen inter-agency coordination, maximize all available resources, and ensure the timely and lawful resolution of both cases. He likewise emphasized the importance of thorough case build-up, strict adherence to investigative procedures, and close coordination with all stakeholders to reinforce public trust and confidence in the Philippine National Police.

In his command guidance, PBGEN Magistrado IV reiterated the importance of integrity, professionalism, accountability, and discipline as the foundation of effective policing. He called on all personnel to uphold the core values of the Philippine National Police, remain steadfast in delivering quality police service, and carry out their duties with excellence, fairness, and an unwavering commitment to protecting and serving the community.

𝗥𝗼𝗱𝗿𝗶𝗴𝘂𝗲𝘇, 𝗟𝗶𝗯𝗲𝗿𝘁𝗮𝗱, 𝗕𝘂𝘁𝘂𝗮𝗻 𝗖𝗶𝘁𝘆 — Police Regional Office 13 (PRO13) marked another milestone in developing future police leaders as 107 police personnel successfully completed the Public Safety Officers Candidate Course (PSOCC) and the Public Safety Junior Leadership Course (PSJLC) during a Joint Closing Ceremony held on August 3 at the Regional Training Center 13 (RTC13) in Lipata, Surigao City.

The graduation rites were led by PBGEN Marcial Mariano P Magistrado IV, Regional Director of PRO13, together with PCOL Vimelee R Madrid, Chief of RTC13. The ceremony formally concluded four and a half months of intensive academic, leadership, values formation, and field training designed to prepare Police Staff Sergeants (PSSg) to Police Executive Master Sergeants (PEMS) for greater leadership responsibilities and future advancement within the Philippine National Police.

The graduating classes were composed of 55 members of Public Safety Officers Candidate Course (PSOCC) Batch 2026-01 “LUMINAYA” and 52 Public Safety Junior Leadership Course (PSJLC) Batch 2026-01 “SANGBIGKIS”, whose successful completion of the program signifies their readiness to assume greater responsibilities and exemplify the highest standards of discipline, competence, and professionalism in the police service.

In recognition of their outstanding academic performance and exemplary leadership throughout the training, the following graduates received special awards:

PBGEN Magistrado Leads Case Conference, Intensifies Probe into San Francisco Shooting

Camp Col. Rafael C Rodriguez, Libertad, Butuan City —- Police Regional Office 13 (PRO13) has intensified its investigation into the fatal shooting incident in San Francisco, Agusan del Sur through a high-level case conference convened by PBGEN Marcial Mariano P Magistrado IV, Regional Director, aimed at accelerating investigative efforts and ensuring the immediate identification and arrest of those responsible.

The case conference, held at the San Francisco Municipal Police Station, brought together key police officials, including PCOL James T Goforth, Deputy Regional Director for Operations; PCOL LAUDEMER M LAUDE, Chief, Regional Operations Division; PCOL Rolly D Albaña, Chief, Regional Intelligence Division; PCOL Yahyah B Yusop, Provincial Director, Agusan del Sur Police Provincial Office; and PMAJ Carmelo D Malubay, Officer-in-Charge, San Francisco Municipal Police Station, along with investigators and intelligence personnel directly handling the case.

During the conference, investigators presented updates on the circumstances surrounding the incident, evidence gathered, intelligence developments, and the progress of ongoing investigative and follow-up operations. The meeting likewise served as a venue to evaluate investigative strategies, strengthen inter-unit coordination, and ensure that all available operational and intelligence resources are being fully utilized to expedite the swift resolution of the case.

Initial investigation disclosed that the victims were traveling aboard a Mitsubishi Montero Sport from Barangay Del Monte, Talacogon, Agusan del Sur, when two unidentified motorcycle-riding suspects opened fire multiple times at their vehicle along the barangay road in Barangay Rizal, San Francisco, causing it to veer off the road and crash into a roadside sari-sari store.

As a result of the attack, Pastor Balvino Andaya, a church leader of the Risen Christ Community Church and President of the BAMATA (Banwaon Manobo Talaandig) Tribal Council, sustained multiple gunshot wounds and was declared dead. Avelino Valencia Cajandig sustained a gunshot wound to his left palm and is currently undergoing medical treatment, while Ariel Palanog escaped the attack unharmed.

Police authorities recovered several fired cartridge cases and a fired bullet, believed to have been discharged from a caliber .45 firearm. The recovered pieces of evidence have been submitted for forensic and ballistic examination to support the ongoing investigation.

Hot pursuit and follow-up operations remain in full swing as investigators continue reviewing available CCTV footage, conducting witness interviews, and pursuing other investigative leads. PRO13 has likewise activated OPLAN CURE to further strengthen operational support and sustain the manhunt for the perpetrators.

PBGEN Magistrado directed all concerned operating units to intensify investigative, intelligence, and law enforcement operations to ensure the immediate identification and arrest of the suspects while maintaining close coordination with partner agencies and the local community.

“We assure the public that PRO13 is exhausting all available investigative and intelligence resources to ensure the immediate identification and arrest of those responsible for this senseless act of violence. We will relentlessly pursue every lead, strengthen our coordination with all concerned agencies, and utilize every lawful means available until justice is served. We also call on anyone with information that may aid the investigation to immediately coordinate with the nearest police station. Together, we can ensure that those responsible are held fully accountable under the law,” PBGEN Magistrado said.

Police Regional Office 13 (PRO13) solemnly celebrated the Feast of St. Ignatius of Loyola through the celebration of a Holy Mass held at the St. Ignatius of Loyola Chapel, Camp Col. Rafael C Rodriguez, Libertad, Butuan City, bringing together PRO13 personnel in prayer, thanksgiving, and spiritual reflection.

PBGEN Marcial Mariano P Magistrado IV, Regional Director of PRO13, led the observance together with Rev. Fr. PMAJ Rogen L Leyson, Regional Pastoral Officer of PRO13, reaffirming the organization’s recognition of faith as an essential pillar in strengthening the moral character, integrity, and servant leadership of every police officer.

𝗥𝗮𝗳𝗮𝗲𝗹 𝗖 𝗥𝗼𝗱𝗿𝗶𝗴𝘂𝗲𝘇, 𝗟𝗶𝗯𝗲𝗿𝘁𝗮𝗱, 𝗕𝘂𝘁𝘂𝗮𝗻 𝗖𝗶𝘁𝘆 - - - Police Regional Office 13 (PRO13) formally culminated the month-long observance of the 31st Police Community Relations (PCR) Month through a meaningful culmination program held today, July 31 at the PRO13 Multi-Purpose Center, recognizing outstanding police units, personnel, and stakeholders whose invaluable contributions strengthened police-community relations and advanced the principles of Community Service-Oriented Policing (CSOP) throughout the Caraga Region.

The ceremony was led by PBGEN Marcial Mariano P Magistrado IV, Regional Director of PRO13, together with Hon. Ma. Angelica Rosedell M. Amante, Governor of Agusan del Norte, who served as the Guest of Honor and Speaker. Also in attendance were Dir. Josephmar B. Gil, CESO IV, Regional Director of NAPOLCOM 13, other members of the Regional Command Group, Regional Staff, Chiefs of Regional Support Units, uniformed and non-uniformed personnel, partner stakeholders, and invited guests.

A highlight of the program was the presentation of awards to deserving police units, individual personnel, and partner stakeholders in recognition of their exemplary performance, unwavering dedication, and significant contributions to strengthening police-community partnership and fostering safer and more resilient communities across the region.

Among the unit awardees were the Dinagat Islands Police Provincial Office (PPO), recognized as the Outstanding Police Provincial Office for Calendar Year 2026, with the award received by PCOL Jerome Dela Cruz, Provincial Director, and the Libjo Municipal Police Station, recognized as the Outstanding Municipal Police Station, with the award received by PLT Creztadel L Goring, Officer-in-Charge.

Camp Col. Rafael C Rodriguez, Libertad, Butuan City -- Police Regional Office 13 (PRO13) formally installed a new Force Commander of the Regional Mobile Force Battalion 13 (RMFB13) during a Turnover of Command Ceremony held today, July 30, at the RMFB13 Headquarters in Barangay Tungao, Butuan City, reaffirming the organization’s commitment to leadership continuity, operational excellence, and mission readiness.

The ceremony was presided over by PBGEN Marcial Mariano P Magistrado IV, Regional Director of PRO13, who led the formal turnover of command from PCOL Michael B Lozada to PCOL Pableo Mariano P Magistrado V, the former Chief of the Regional Education and Training Division (RETD), who officially assumed the responsibility of leading RMFB13.

Highlights of the ceremony included the presentation of awards to the outgoing Force Commander, the ceremonial remarks and relinquishment of office by PCOL Lozada, the assumption of office by PCOL Magistrado V, and the turnover of the office symbol, office properties, and inventory book, symbolizing the orderly transfer of authority, responsibility, and accountability within the battalion.

In recognition of his dedicated and exemplary service, PCOL Lozada was awarded the Medalya ng Kasanayan for his invaluable contributions to the Regional Mobile Force Battalion 13. He served as Officer-in-Charge from June 25, 2025 to December 17, 2025, Acting Force Commander from December 18, 2025 to June 1, 2026, and Force Commander from June 2, 2026 to July 29, 2026, during which he demonstrated exemplary leadership and commitment to the mission and objectives of the battalion.

Also present to witness the significant event were PBGen Rommel A Rumbaoa, Deputy Regional Director for Administration of PRO13, PCol James T Goforth, Deputy Regional Director for Operation, and other members of the Regional Staff.

In his message, PBGEN Magistrado IV expressed his gratitude to PCOL Lozada for his dedicated leadership and significant contributions to RMFB13 while congratulating PCOL Magistrado V on his new assignment. He emphasized that leadership is not merely a position of authority but a responsibility to inspire, guide, and serve with integrity, professionalism, and accountability. He likewise encouraged the incoming Force Commander to continue strengthening the battalion’s operational capability and uphold the highest standards of discipline and excellence in carrying out its mandate.

Camp Col. Rafael C Rodriguez, Libertad, Butuan City —- Police Regional Office 13 (PRO13) formally recognized the dedication, professionalism, and exemplary service of its personnel as 176 newly promoted second-level uniformed personnel officially assumed greater responsibilities during the Simultaneous Oath-Taking, Donning, and Pinning of Ranks Ceremony held at the PRO13 Grandstand today, July 29.

PBGEN Marcial Mariano P Magistrado IV, Regional Director of PRO13, administered the oath of office and led the donning and pinning of ranks of the newly promoted personnel. The promotion roster consists of 49 Police Corporals (PCpl), 31 Police Staff Sergeants (PSSg), 19 Police Master Sergeants (PMSg), 42 Police Senior Master Sergeants (PSMSg), 6 Police Executive Master Sergeants (PEMS), 6 Police Lieutenants (PLT), 9 Police Captains (PCPT), and 14 Police Majors (PMAJ), who formally assumed their new ranks and the greater responsibilities that come with them.

The ceremony was also graced by Dir. Josephmar B. Gil, CESO IV, Regional Director of NAPOLCOM Caraga, together with Atty. Jennifer Hazel A. Racaza-Patete, Police Regional Appellate Board Chairperson; Atty. Luis Jude Rey B. Sy, Technical Service Division; Ms. Lucia C. Niez, Chief, Administrative Division; PBGEN Rommel A. Rumbaoa, Deputy Regional Director for Administration (DRDA); PCOL James T. Goforth, Deputy Regional Director for Operations (DRDO); PCOL Ruben B. Delos Santos, Chief, Regional Staff (CRS); Rev. Fr. PMAJ Rogen L. Leyson, Regional Pastoral Officer; members of the Regional Staff; Chiefs of the Regional Support Units; and other distinguished officers in attendance.

Family members, loved ones of the promotees, media representatives, and other guests likewise witnessed the ceremony, making the occasion even more meaningful as they celebrated the well-deserved achievement of the newly promoted personnel.

In his message, PBGEN Magistrado IV congratulated the promotees on this significant milestone in their careers and reminded them that every promotion is a recognition of dedication, competence, and faithful service to the organization. He emphasized that every advancement in rank carries greater responsibility, accountability, and commitment to the mission of the Philippine National Police, encouraging them to continue upholding the highest standards of integrity, discipline, professionalism, and excellence in public service.
