BUTUAN CITY โ Reservist officers from the six Ready Reserve Infantry Battalions (RRIBns) under the 15RCDG, RESCOM, PA, gathered at Headquarters 15RCDG, Brgy. Bancasi, Butuan City, for a two-day workshop on September 19โ20, 2026.
The activity was facilitated by the Office of the Assistant Division Commander for Reserve Force Development (ADC-RFD), 4th Infantry (Diamond) Division, Philippine Army, led by Colonel Rey P. Pasco, ADC-RFD, 4ID, PA, with the participation of key officers from the 401st Infantry Brigade and 402nd Infantry Brigade, 4ID, PA, and 4th Civil-Military Operations Battalion, CMOR, PA, providing operational and community-based perspectives relevant to reserve force development.
The workshop focused on strengthening the understanding, commitment, and readiness of reservists as vital partners in sustaining national security gains and addressing the countryโs evolving defense requirements. The activity was also supported by Colonel Jonathan P. Obena, Group Commander, 15RCDG, RESCOM, PA.
Rather than a routine briefing, the discussions emphasized the role of RRIBns in supporting the Reserve Force Development (RFD) initiatives of 4ID, PA, particularly in sustaining gains in Internal Security Operations (ISO), supporting External Security Operations (ESO) and territorial defense readiness, strengthening disaster response capability, and developing a ready reserve force.
The workshop also tackled priority actions to be undertaken within the first four months, including updating personnel and capability databases, identifying reservists with critical civilian skills, strengthening coordination with AFP units, local government units, disaster risk reduction and management offices, and community partners, identifying priority training requirements, and conducting readiness assessments of personnel and available resources.
Training and readiness planning likewise formed a key part of the discussions, with emphasis on developing priority reserve capabilities and translating these into concrete measures at the battalion level.
The participating officers also worked on their respective RRIBn Action Plans for 2026โ2027, covering key areas such as ISO sustainment, resurgence prevention, community resilience, ESO and territorial defense, disaster response, capability development, and personnel readiness across the five provinces of the Caraga Region.
For the 15RCDG, the workshop provided a venue for its RRIBn officers to translate Reserve Force Development guidance into specific plans, capability priorities, and readiness measures. The engagement further strengthened coordination among the reserve force, line units, civil-military operations elements, and other stakeholders toward building a reserve force that can be organized, trained, mobilized, and employed when the need arises.
