The Bureau of Internal Revenue (BIR) became one of the first two government agencies onboarded to the Department of Information and Communications Technology-led National Single Windowโ€“Integrated Trade Facilitation Platform (NSW-ITFP), which entered pilot go-live operation on June 19, 2026.

The BIR was onboarded alongside the National To***co Administration (NTA). As part of the onboarding, the Bureauโ€™s Electronic Authority to Release Imported Goods (eATRIG) service was integrated into the platform following the successful completion of User Acceptance Testing (UAT), paving the way for its pilot implementation within the National Single Window environment.

Commissioner Charlito Martin R. Mendoza said that this is the kind of whole-of-government digitalization that will help make government transactions easier and more efficient for businesses.

โ€œPresident Ferdinand R. Marcos Jr. has directed government agencies to streamline services, reduce bureaucratic delays, and accelerate digital transformation. Integrating eATRIG into the National Single Window helps us do exactly that under the Digital and Data Transformation pillar of the BIR DARES Reform Agenda and supports our ongoing efforts to make compliance simpler and government services more efficient,โ€ he said.

The Commissioner also thanked the DICT for leading the development and rollout of the National Single Window, the Department of Finance for its policy guidance and support, and the BIR technical teams working on the project.

โ€œWe identified eATRIG as one of the Bureauโ€™s priority digitalization projects for 2026 because of its direct impact on importers, manufacturers, logistics providers, and other businesses involved in international trade. Through the NSW-ITFP, eATRIG will help replace the manual ATRIG process with a more efficient, standardized, and secure digital workflow,โ€ Commissioner Mendoza said.

The NSW-ITFP is a centralized digital platform that enables the submission, processing, and exchange of trade-related permits and regulatory documents through a single electronic gateway. Seventy-two Trade Regulatory Government Agencies are targeted to be onboarded in phases, building a fully integrated digital trade ecosystem for the country. As more agencies and services are connected to the platform, businesses are expected to benefit from faster processing, fewer repetitive submissions, better coordination among government offices, and more predictable trade-related transactions.

On June 22, 2026, the Bureau of Internal Revenue (BIR), through Revenue Region No. 6 โ€“ City of Manila and Palawan and its Regional Investigation Division (RID), moved against a large shipment of illicit ci******es in a joint operation with the National Bureau of Investigation (NBI) at the container yard of Carlos A. Gothong Lines, Inc. in North Harbor, Tondo, Manila.

Acting on NBI intelligence, BIR Regional Director Remir Macatangay signed Mission Orders authorizing BIR RR6 RID personnel, together with NBI operatives, to inspect and effect the constructive seizure and detention of twenty-two (22) container vans believed to be carrying illicit ci******es without the required internal revenue stamps.

The BIR initially estimated the volume involved at approximately thirty thousand eight hundred (30,800) master cases of illicit ci******es. Of the 22 container vans seized, 10 have already been inspected and found to contain unstamped ci******es, while the remaining containers are subject to inspection, verification, and inventory.

Some of the brands seized include Modern ci******es, Dani, Nise Baisha, H&P Aqua Blue, H&P Gold, H&P Red, BRO Red, and D&J Premium.

Commissioner Charlito Martin R. Mendoza said the operation shows the BIRโ€™s firm and continuing enforcement against illicit ci******es and other unlawful excisable goods.

โ€œWe will continue to intensify enforcement operations and work closely with the NBI, the Bureau of Customs, and other partner agencies to stop the illicit cigarette trade. These coordinated efforts are necessary to protect revenues, support legitimate businesses, and uphold compliance with our tax laws,โ€ Commissioner Mendoza said.

In coordination with the Bureau of Customs (BOC), the subject container vans will be constructively sealed and secured in a designated area pending further verification and inventory. The Philippine Coast Guard will likewise be requested to provide security and maintain custody of the container vans until the scheduled joint inventory and counting by representatives of the BIR, NBI, and the BOC.

The Bureau of Internal Revenue (BIR) has opened a one-time tax abatement program for micro taxpayers, offering micro businesses and stop-filers an opportunity to resolve outstanding tax liabilities, clean up their records, and start with a clean slate.

Through Revenue Regulations No. 4-2026 issued on June 22, 2026, the BIR prescribes the guidelines and procedures for the availment of a one-time abatement of taxes and/or penalties for qualified micro taxpayers with delinquent accounts, assessments, and open stop-filer cases. Qualified applicants may avail of the program until December 31, 2026.

The program covers micro taxpayers whose gross sales for the year do not exceed Three Million Pesos (P3,000,000) and whose covered total basic tax liabilities and/or penalties do not exceed Eighty Thousand Pesos (P80,000) for a taxable year. Eligible cases include delinquent accounts and assessments, whether preliminary or final and whether disputed or not, as well as open stop-filer cases, including those involving taxpayers who have already ceased business operations. Covered liabilities must pertain to cases existing as of December 31, 2025.

Encouraging qualified taxpayers to take advantage of the opportunity, Commissioner Charlito Martin R. Mendoza said the measure supports President Ferdinand R. Marcos Jr.โ€™s directive to ease compliance and make government services more accessible for the transacting public.

โ€œThis is an opportunity to start with a clean slate. If you are a micro taxpayer with old tax obligations, delinquent accounts, assessments, or stop-filer cases, I encourage you to avail of this program. It is meant to help you settle past obligations without a heavy financial burden, update your records, and move forward as a compliant taxpayer,โ€ Commissioner Mendoza said.

Finance Secretary Frederick D. Go welcomed the initiative as part of the administrationโ€™s continuing Ease of Doing Business reforms.

โ€œWe aim to create a more taxpayer-friendly and business-friendly environment while helping micro businesses resolve lingering tax issues and maintain good compliance practices. By helping micro taxpayers resolve old liabilities and update their records, we are removing barriers to compliance and encouraging greater participation in the formal economy,โ€ Secretary Go said.

The Revenue Regulations complement the earlier-issued Revenue Memorandum Circular No. 47-2026, which prescribed simplified and streamlined guidelines and procedures for the closure and cancellation of business registration with the BIR, under which tax clearances may be issued in as fast as three days for qualified cases.

โ€œMany micro taxpayers have already stopped operating but continue to carry unresolved tax obligations or inactive registrations. We have already simplified the process of properly closing a business, and this one-time abatement program complements it by easing the financial burden of settling old tax liabilities for our micro taxpayers. Together, these reforms make it easier to close lingering cases, put their records in order, and move forward,โ€ Mendoza said.

Under the regulations, qualified taxpayers must file an application for abatement with the Revenue District Office having jurisdiction over them and pay a one-time abatement fee of Five Thousand Pesos (P5,000) for each approved application. Upon compliance with the requirements, the concerned Revenue District Office shall issue a Certificate of Availment evidencing that the taxpayer availed of the program and that the covered case has been closed.

By helping taxpayers regularize their records, resolve dormant cases, and close lingering obligations, the Bureau aims to strengthen voluntary compliance and maintain cleaner, more accurate taxpayer records.
