CIDG RFU 13 Personnel Join Capacity Building on CICL and CAR Diversion, Intervention

SURIGAO CITY — Personnel of the Criminal Investigation and Detection Group Regional Field Unit 13 (CIDG RFU 13), under the supervision of PLTCOL BUTCH IAN C MIÑOZA, Acting Regional Chief, participated in the Capacity Building for Effective Diversion and Intervention for Children in Conflict with the Law (CICL) and Children at Risk (CAR) held on October 8, 2026, at Gateway Hotel, Surigao City.

The activity was facilitated by the Surigao City Government through the City Social Welfare and Development Office (CSWDO). It aimed to enhance the knowledge and skills of concerned personnel in the proper handling of CICL and CAR cases, particularly in the areas of diversion, intervention, and child-sensitive approaches.

The participation of CIDG RFU 13 personnel reflects the unit’s continuing commitment to protecting the rights and welfare of children and ensuring that law enforcement interventions are appropriate, responsive, and in the best interest of the child.

The activity also provided an opportunity for participants from different sectors to strengthen coordination and promote a more effective and child-friendly approach in addressing cases involving CICL and CAR.

CIDG Dinagat Islands Arrests Top 5 Provincial MWP for Murder

SAN JOSE, DINAGAT ISLANDS — Operatives of the CIDG Dinagat Islands Provincial Field Unit (DI PFU), in coordination with the San Jose MPS and with support from RIU 13 PIT-Dinagat, arrested a 28-year-old male wanted for Murder on October 6, 2026.

The suspect, a resident of Surigao City, was listed as the Top 5 Most Wanted Person at the provincial level through the E-Warrant System.

The arrest was carried out under Oplan Pagtugis, the CIDG’s campaign against wanted persons, by virtue of a Warrant of Arrest issued by the Regional Trial Court, Branch 32, San Jose, Surigao del Norte, for violation of Article 248 of the Revised Penal Code, with no bail recommended.

The arrested person was informed of the reason for his arrest and his constitutional rights in a language he fully understood. He was brought to the CIDG DI PFU office for documentation and proper disposition.

NAPOLCOM CONDUCTS ANNUAL IMIS 2026 AT CIDG RFU 13

BUTUAN CITY – The National Police Commission (NAPOLCOM) conducted its Annual Inspection, Monitoring and Investigation Service (IMIS) for Calendar Year 2026 at the Criminal Investigation and Detection Group Regional Field Unit 13 (CIDG RFU 13) on October 6, 2026.

The inspection team from NAPOLCOM Headquarters was led by Pol. Inspector III Rhio L Regunton, together with Pol. Inspector II Brenda Joan C Serrano and Pol. Inspector Manolo A Barredo Jr.

The activity covered the administrative and operational inspection of CIDG RFU 13, including the accounting of personnel, physical inspection of offices and facilities, fi****ms, and property acknowledgement receipt (PAR), as well as other areas covered by the annual inspection.

The inspection aimed to evaluate the unit’s compliance with existing policies, assess organizational efficiency, and examine its administrative and operational systems. It also sought to ensure the proper delivery of police and support services within the region.

The NAPOLCOM team checked the condition, proper safekeeping, and accountability of fi****ms and properties, as well as the general condition and functionality of the unit’s facilities and offices.

Acting Regional Chief, CIDG RFU 13, PLTCOL BUTCH IAN C MIÑOZA, welcomed the inspection team and assured full cooperation and assistance during the conduct of the activity.

“We welcome the inspection as an opportunity to assess our systems, strengthen compliance, and identify areas for improvement. We will continue to ensure that our administrative and operational processes support the effective delivery of quality police service to the people of Caraga,” PLTCOL MIÑOZA said.

The annual inspection forms part of NAPOLCOM’s continuing efforts to monitor police offices and units and promote efficiency, accountability, compliance, and effective delivery of police and support services.

CIDG AGUSAN DEL SUR ARRESTS TOP 8 PROVINCIAL-LEVEL WANTED PERSON FOR EIGHT COUNTS OF R**E

PROSPERIDAD, Agusan del Sur – Operatives of the Criminal Investigation and Detection Group (CIDG) Agusan del Sur Provincial Field Unit (PFU) arrested a 34-year-old construction worker wanted for eight counts of r**e during an operation under OPLAN PAGTUGIS at around 8:00 PM on October 4, 2026, at Mabuhay, Prosperidad, Agusan del Sur.

The arrested person, married and a resident of Prosperidad, was listed among the Top 8 Most Wanted Persons (MWP) at the provincial level.

The arrest was carried out through the implementation of eight arrest warrants issued by the Acting Presiding Judge of the Regional Trial Court, 10th Judicial Region, Branch 6, Prosperidad, Agusan del Sur, dated October 2, 2026. The warrants cover Criminal Case Nos. 13536-2026 to 13543-2026, with no bail recommended.

The operation was part of CIDG’s OPLAN PAGTUGIS, a campaign against wanted persons.

The arrested individual was informed of the reason for his arrest and his constitutional rights, including the anti-torture warning. He is now under the custody of CIDG Agusan del Sur PFU for documentation and proper disposition before the return of the warrants to the issuing court.

CIDG RFU 13, under the leadership of Acting Regional Chief PLTCOL BUTCH IAN C MIÑOZA, continues to intensify its efforts to locate and arrest wanted persons as part of its commitment to enforce the law and ensure public safety.

CIDG RFU 13 ARRESTS WOMAN FOR ALLEGED ILLEGAL PRACTICE OF DENTISTRY IN BUTUAN CITY

Operatives of the Criminal Investigation and Detection Group (CIDG) Agusan del Norte Provincial Field Unit arrested a 22-year-old woman for allegedly practicing dentistry without the required license during an entrapment operation on October 1, 2026, in Barangay Upper Doongan, Butuan City.

The operation was conducted in coordination with the Butuan City Police Station 2 (BCPS-2), and with the assistance of the Chairperson of the Philippine Dental Association (PDA) Agusan del Norte Committee and Regional Coordinator for Mindanao of the Campaign Against Illegal Practice of Dentistry, and a barangay official.

PMAJ LEONARDO P SURIO, CIDG Agusan del Norte Provincial Chief reports that the suspect was allegedly caught in the act of performing dental procedures without a Certificate of Registration, Professional Identification Card, or Special Permit required under Republic Act No. 9484, otherwise known as the Philippine Dental Act of 2007.

Confiscated during the operation were various dental instruments and materials, including orthodontic brackets, wires, ligatures, composite materials, a light-curing machine, and other dental equipment with an estimated total value of P50,000.

The arrested suspect was informed of the reason for her arrest and apprised of her constitutional rights in a language she understood. She was subsequently brought to the CIDG Agusan del Norte PFU, together with the confiscated items, for proper documentation and disposition.

The complaint for the alleged violation of RA 9484 has since been filed before the Office of the City Prosecutor in Butuan City for appropriate legal action.

The CIDG continues to remind the public to seek dental services only from licensed dental professionals to ensure safe and proper dental care.

CIDG RFU 13, RAGPTD, AND DEPED SURIGAO CITY DIVISION SIGN MOU FOR POOL OF PASTORS AND CHURCH WORKERS UNDER PROJECT RESCUE

The Criminal Investigation and Detection Group Regional Field Unit 13 (CIDG RFU 13), Regional Advisory Group for Police Transformation and Development (RAGPTD), and the Department of Education (DepEd) Surigao City Division signed a Memorandum of Understanding (MOU) for the establishment of the Pool of Pastors and Church Workers under Project RESCUE: One Soul at a Time.

The activity was attended by Dr. Edwin T. Montalba, RAGPTD Chairman; Pastor Juan L. Ramos, Spiritual Life Coach; Gilbert L. Gayrama, PhD, CESO VI, Assistant Schools Division Superintendent (ASDS) of DepEd Surigao City Division; and Elizabeth S. Larase, Chief of the Schools Governance and Operations Division (SGOD). School heads, pastors, and church workers also participated in the activity.

Representing CIDG RFU 13 was PMAJ DOROTHY M TUMULAK, CIDG RFU 13 Chief, Operations and WCPD Officer, who attended the activity under the supervision of PLTCOL BUTCH IAN C MIÑOZA, Acting Regional Chief of CIDG RFU 13.

The establishment of the Pool of Pastors and Church Workers aims to strengthen the partnership between CIDG RFU 13, RAGPTD, and DepEd in promoting child protection, values formation, and the well-being of learners through spiritual and moral guidance.

Through Project RESCUE, the partners seek to provide additional support to schools in creating a safe, caring, and supportive learning environment where every child is valued and protected.

The initiative reflects the shared commitment of the partner agencies and volunteers to reach, educate, support, counsel, uplift, and empower one soul at a time.
