The afternoon session of the 1st Batang CaraGold Regional Learnersโ€™ Convergence 2026 brought learner-leaders into two learning groups, each guided by the speakers from the Commission on Human Rights (CHR) and Friedrich Naumann Foundation for Freedom (FNF) in the Philippines โš–๏ธ๐Ÿ’™

With engaging discussions and meaningful exchanges, the sessions opened spaces for our learner-leaders to better understand important topics on human rights, dignity, responsibility, and the role of young people in promoting a safe, just, and inclusive community.

More than simply gaining information, the afternoon was about building awareness and empowering learners to become leaders who know their rights, respect the rights of others, and are ready to speak up and take action. ๐Ÿ—ฃ๏ธ๐Ÿค

Indeed, every session is another opportunity to learn, reflect, and lead with purpose. ๐Ÿ˜ธ

: As part of their commitment to provide effective and inclusive customer service, the City Civil Registry Department of the City Government of Butuan conducted a learning session on Basic Gender and Development (GAD) Concepts, Gender-Fair Language and a Workshop on Non-Violent Communication on August 19, 2026 at the City Hall Building, Butuan City, where the Commission on Human Rights (CHR) Caraga, through its Promotion and Advocacy Division, served as the resources speakers.

These sessions form part of the gender sensitivity training where state actors under the basic concepts and principles of gender and development and gender equality, which the State is mandated to uphold as provided by the Republic Act No. 9710 or the Magna Carta of Women.

The Commission on Human Rights (CHR) Caraga Regional Office, in partnership with the Friedrich Naumann Foundation for Freedom (FNF) Philippines, invites higher education institutions across the Caraga Region to join the Caraga Student Leaders Human Rights Innovation Lab on 07โ€“09 September 2026 in Butuan City.

The Innovation Lab will bring together tertiary student leaders for an interactive learning experience focused on human rights, youth leadership, advocacy, collaboration, and innovation. Participants will explore emerging issues affecting young peopleโ€”including bullying, cyber violence, discrimination, misinformation, gender-based violence, and other human rights concernsโ€”and transform these challenges into practical, inclusive, and youth-led human rights initiatives for their schools and communities.

๐ŸŽ“ Who may participate?
All public and private HEIs in the Caraga Region are invited to submit an entry.

Each participating institution or eligible external campus may nominate:
๐Ÿ‘ฅ Two (2) student representatives
๐Ÿ‘ฉโ€๐Ÿซ One (1) faculty adviser/designated chaperone

HEIs with an established Center for Human Rights Education (CHRE) are highly encouraged to nominate their CHRE student volunteers, while HEIs without a CHRE may nominate officers or members of recognized student governments or campus-based student organizations.

๐Ÿ“Œ Only fourteen (14) HEIs will be selected based on the completeness, relevance, and quality of the submitted requirements, including the Participation Pre-Work Form.

RFSSLGโ€“Caraga Holds Virtual Symposium on Human Rights, CHR Caraga Resource Person Discusses Digital Rights

The Regional Federated Supreme Secondary Learner Government (RFSSLG) โ€“ Caraga conducted "Know Your Rights, Protect Your Dignity: A Virtual Symposium on Human Rights" on August 1, 2026, gathering learner leaders from across the Caraga Region. The activity forms part of RFSSLG-Caraga's continuing efforts to strengthen youth leadership through human rights education, in line with the constitutional mandate to promote respect for human dignity among all sectors, including the youth.

The symposium reinforced the growing importance of embedding human rights principles in digital spaces, where young people increasingly learn, socialize, and exercise their civic voice. By tackling pressing concerns such as Gender-Based Online Sexual Harassment (GBOSH) and Online Sexual Abuse or Exploitation of Children (OSAEC), the activity equipped learner leaders with knowledge to recognize, prevent, and respond to these threats, contributing to safer and more inclusive digital communities across schools in the region.

Mr. Oliver Salino, Training Specialist II of the Commission on Human Rights (CHR) Caraga, served as guest speaker for the symposium, delivering a discussion on "Human Rights in the Digital Environment." He emphasized responsible digital citizenship, online safety, and the protection of fundamental human rights within today's digital landscape. His discussion highlighted the realities of GBOSH and OSAEC as forms of gender-based violence and child abuse facilitated through digital platforms, underscoring how these violations strip children and young people of their dignity, safety, and right to be protected from exploitation. He noted that every child has the right to be safeguarded from all forms of abuse, neglect, and exploitation, whether committed in physical or online spaces, and that combating GBOSH and OSAEC requires shared responsibility among learners, schools, families, and government institutions. Learner leaders were encouraged to practice respect, accountability, and ethical behavior across online platforms while looking out for the safety and welfare of their peers.

Together with RFSSLG-Caraga and its learner leaders, CHR Caraga continues to champion human rights education among the youth, empowering the next generation to know their rights, protect their dignity, and uphold the rights of others in every space they occupy โ€” online and offline.

CHR Caraga conducts community-based Legal Clinic Caravan in AgNor municipality

Community members, local barangay officials and employees of the Local Government Unit of Kitcharao, Province of Agusan del Norte took part in the Legal Clinic Caravan (LCC) 2026 conducted by the Commission on Human Rights (CHR) Caraga on August 11, 2026 at Brgy. Mahayahay, Kitcharao.

Legal consultation desks were set up where CHR lawyers provided one-on-one legal assistance, addressing various legal concerns, including criminal, civil, and personal matters, ensuring that clients were given appropriate legal advice and guidance while a learning session on the Republic Act No. 11313 or the Safe Spaces Act was conducted simultaneously to make the participants aware of the salient provisions of the law penalizing sexual harassment in public spaces.

CHR conducts LCC as part of its mandate to promote and protect human rights and to ensure access to justice, particularly for marginalized and vulnerable sectors by reaching the grassroots to provide free legal services.

: Nagsilbing tagapagsalita ang CHR Caraga sa naging learning session tungkol sa Republic Act No. 11313 o ang Bawal Bastos Law na pinangunahan ng Sangguniang Kabataan (SK) Barangay Council ng Baan Riverside sa lungsod ng Butuan noong ika-13 ng Agosto 2026. Ito ay kaugnay sa selebrasyon ng Linggo ng Kabataan ngayong taon.

Bilang Gender Ombud, pinapatatag ng CHR ang pagpapalawak ng mga konsepto at alituntunin sa Gender and Development, kabilang ang mga batas na sumusulong nito, para sa publiko.

CHR, FSUU PSES Train Student Volunteers for Youth Voter Education Rollout in Butuan City

In preparation for a series of youth voter education activities in schools, the Father Saturnino Urios University Political Science and Economics Society (FSUU PSES), in partnership with the Commission on Human Rights (CHR) Caraga Regional Office and the Commission on Elections (COMELEC), conducted a Training of Trainers on Youth Voter Education on August 7-8, 2026 at Pietroโ€™s Square, Butuan City. Held in line with the observance of International Youth Day 2026, the training gathered 25 student-volunteers from various academic programs of the university.

The two-day training equipped participants with the knowledge, skills, and approaches needed to facilitate meaningful and nonpartisan voter education sessions among young people. Learning sessions covered elections and democracy, responsible voting in the Philippine context, the electoral process and active citizenship, the right to political participation, and effective facilitation techniques for youth voter education.

Participants also took part in simulation exercises that mirrored actual voter education sessions, allowing them to practice facilitating discussions, engaging diverse young learners, responding to questions, addressing misinformation using verified information, and maintaining neutrality and nonpartisanship. The trained volunteers are expected to form part of the pool of youth facilitators who will support the rollout of voter education sessions in various high schools in Butuan City beginning September 2026.

Through a peer- and youth-led approach, the initiative seeks to make voter education more accessible, relatable, and engaging while strengthening young peopleโ€™s participation in democratic and civic life. The partnership likewise supports CHRโ€™s continuing efforts to advance the right to political participation and contributes to the objectives of its โ€œAko Batayanโ€ campaign, which promotes informed, critical, and active citizenship, particularly among the youth.
