CHR Caraga strengthens Butuan’s Barangay Human Rights Action Officers in push for becoming a Human Rights City

Strengthening grassroots human rights mechanisms as a foundation towards the aspiration to make Butuan a Human Rights City, the Commission on Human Rights (CHR) Caraga Regional Office, in partnership with the Friedrich Naumann Foundation (FNF) For Freedom Philippines, conducted the second leg of “Advancing Grassroots Justice: Strengthening Barangay Human Rights Action Centers in Butuan City” on October 08, 2026 at Hotel Oazis, Butuan City.

The activity built on the gains of the first capacity development session held in April in Butuan City, reinforcing continuing efforts to empower Barangay Human Rights Action Officers (BHRAOs) and institutionalize human rights-based governance at the grassroots level.

Central to this capacity development session is the introduction of the Human Rights Cities Initiative of the Commission, emphasizing that becoming a Human Rights City goes beyond a formal designation. It requires the institutionalization of human dignity, equality, participation, accountability, and non-discrimination in local governance.

The discussion highlighted the Human Rights-Based Approach (HRBA) and the PLANET Principles as practical frameworks for ensuring that human rights are integrated into local development planning, policymaking, budgeting, and public service delivery. It likewise underscored the initiative's alignment with Butuan City's RISE Framework—Rights-based, Inclusive, Smart, and Enabling.

Complementing the discussion, the DILG Butuan City presented updates on the establishment and operationalization of Barangay Human Rights Action Centers (BHRACs), including their organizational requirements and the designation of BHRAOs pursuant to CHR–DILG Joint Memorandum Circular No. 1, series of 2014.
Meanwhile, Sangguniang Panlungsod Member Atty. Rema D. Erigbuagas-Burdeos discussed the development of the Butuan City Human Rights Code and Human Rights Defenders Ordinance, highlighting the City's legislative commitment to institutionalizing human rights-based governance and strengthening local protection mechanisms and the protection of human rights defenders.

The CHR Central Office's Project Management Division presented the Proteksyon sa Karapatang Pantao (PKP) Framework, emphasizing its three interconnected pillars: "Bantay" for early warning and monitoring, "Kalinga" for victim support and referral, and "Tugon" for rapid response and coordination.

The activity forms part of CHR Caraga's continuing collaboration with FNF Philippines, DILG Butuan City, and the City Government to strengthen the capacities of barangay human rights mechanisms and advance inclusive, gender-responsive, and accountable local governance.

In its commitment to nurture human rights consciousness in the grassroots, the Commission on Human Rights (CHR) Caraga, through the Promotion and Advocacy Division, met with Philippine Investment Management Cagayan de Oro College (PHINMA COC) Butuan Campus on Friday, October 8, to discuss the Center for Human Rights Education (CHRE) Program of CHR.

This program aims to create a high level of awareness on human rights among the members of the academic communities by organizing committed human rights volunteers in the universities and colleges to promote and contribute to the realization of the human rights of vulnerable sectors in the country through their extension programs.

Presently, there are six (6) CHREs in the Caraga Region, working hand-in-hand with the CHR to strengthen human rights promotion among academic communities.

The observance follows Proclamation No. 326, s. 2012 declaring every fourth Monday of September as such and every fourth week of September as Family Week.

The Commission on Human Rights (CHR) Caraga joins the nationwide observance of the Kainang Pamilya Mahalaga Day on Monday, Sept. 28.

The observance follows Proclamation No. 326, s. 2012 declaring every fourth Monday of September as such and every fourth week of September as Family Week. This is in line with Section 12, Article 2 of the 1987 Philippine Constitution which provides that the "State shall recogmize the sanctity of family life and shall protect and strengthen the family as the basic social unit."

To signify its full support to the observance, employees of CHR Caraga were joined by their loved ones over shared meal, a significant part of Filipino tradition that maintains the connection among families and bringing them closer together.

Ang pag-alala ay hindi lamang paglingon sa nakaraan. Ito ay paninindigang hindi natin hahayaang maulit ang mga pang-aabusong naranasan sa kasalukuyan.

Nakikiisa ang Commission on Human Rights (CHR) sa paggunita sa isa sa pinakamadilim na yugto ng kasaysayan ng Pilipinas, 54 taon mula nang ideklara ang Martial Law noong 21 Setyembre 1972. Kasama ang bawat mamamayang nagpapahalaga sa kalayaan at karapatang pantao, naninindigan tayo: Never Again. Never Forget.

Bagaman tinatamasa natin ngayon ang mga bunga ng demokrasya, nananatili ang hamon na ipagtanggol ito laban sa pang-aabuso sa kapangyarihan, katiwalian, kawalang-katarungan, at pagbaluktot sa katotohanan. Sa tuwing inuuna ang pansariling interes at nililihis ang kaban ng bayan, karapatan at dignidad ng mamamayan ang nakataya.

Sa paglipas ng panahon, may mga nagtutulak na kalimutan natin ang nakaraan, mapagod sa paghahanap ng katotohanan at pananagutan, at manahimik sa harap ng kawalang-katarungan. Sa mga panahong ito, higit nating kailangang manindigan: alalahanin ang katotohanan, ipagpatuloy ang paghahanap ng pananagutan, at huwag manahimik sa harap ng pang-aabuso. Itaguyod natin ang dignidad at karapatan ng bawat tao.

FROM IDEAS TO ACTION: CARAGA STUDENT LEADERS INNOVATE FOR HUMAN RIGHTS

Student leaders across Caraga turned human rights principles into concrete ideas for action during the Caraga Student Leaders Human Rights Innovation Lab, held on 07–09 September 2026 at Hotel Oazis, Butuan City.

Organized by the Commission on Human Rights (CHR) Caraga Regional Office in partnership with the Friedrich Naumann Foundation for Freedom (FNF) Philippines, the three-day lab brought together student leaders and faculty advisers from higher education institutions across the region for an intensive learning and project-development experience. Through discussions on human rights, gender, project development, campaign planning, implementation, and monitoring and evaluation, participants were challenged to look closely at issues affecting their own school communities and develop practical, student-led responses anchored on human dignity, equality, inclusion, and participation.

The Innovation Lab built on the experiences and lessons of the CHR’s flagship program for student leaders the Tertiary Student Leaders Confab, particularly the school-based human rights projects crafted by student leaders and brought from proposal to implementation.

Representing a diverse network of higher education institutions across the Caraga Region were delegates from Agusan del Sur State University, Candelaria Institute of Technology of Cabadbaran, Inc., Caraga Institute of Technology, Caraga State University–Main Campus, City College of Bayugan, Father Saturnino Urios University, North Eastern Mindanao State University–Lianga Campus, Northwestern Agusan Colleges, Philippine Normal University - Mindanao, Saint Joseph Institute of Technology, Surigao del Norte State University–Main Campus, and Surigao Education Center.

Guided by resource persons from CHR Caraga, DepEd Caraga, and De La Salle John Bosco College, the student leaders identified human rights concerns within their respective school communities and developed school-based human rights project and campaign proposals responsive to the realities and experiences of young people. Beyond developing project concepts, the process encouraged participants to carefully consider their target audiences, potential partnerships, implementation strategies, sustainability, monitoring and evaluation, and the importance of ensuring meaningful student voice and participation in creating lasting change.

Delegates of the Human Rights Innovation Lab are expected to participate in the upcoming Tertiary Student Leaders Confab Year 4 in 2027, where they will have the opportunity to further develop, pitch, and advance their school-based human rights initiatives.

The closing program became more than just a farewell. It was a celebration of ideas, leadership, friendship, and the courage of young people to make a difference. ✨

💡 PROJECT PITCHING COMPETITION
Young innovators and changemakers took the stage to present their solutions to real challenges faced by learners and communities. From identifying problems to proposing meaningful interventions, the pitching competition showed that learner voices can become learner-led solutions.

📊 RFSSLG 100 DAYS REPORT
RFSSLG President Charles Julian A. Bacud also presented the Federation’s 100 Days Report, highlighting the accomplishments, engagements, partnerships, initiatives, and collective efforts that shaped the first 100 days of the administration.

From the first “hello” in Loreto to the final cheers of the night, this convergence reminded us that leadership is not simply about having a position. It is about having the heart to serve, the skill to lead, the talent to create, and the wisdom to act. ❤️‍🔥

The program may be over, but the voices we amplified, the friendships we built, and the ideas we shared will continue beyond Loreto.

The afternoon session of the 1st Batang CaraGold Regional Learners’ Convergence 2026 brought learner-leaders into two learning groups, each guided by the speakers from the Commission on Human Rights (CHR) and Friedrich Naumann Foundation for Freedom (FNF) in the Philippines ⚖️💙

With engaging discussions and meaningful exchanges, the sessions opened spaces for our learner-leaders to better understand important topics on human rights, dignity, responsibility, and the role of young people in promoting a safe, just, and inclusive community.

More than simply gaining information, the afternoon was about building awareness and empowering learners to become leaders who know their rights, respect the rights of others, and are ready to speak up and take action. 🗣️🤝

Indeed, every session is another opportunity to learn, reflect, and lead with purpose. 😸

: As part of their commitment to provide effective and inclusive customer service, the City Civil Registry Department of the City Government of Butuan conducted a learning session on Basic Gender and Development (GAD) Concepts, Gender-Fair Language and a Workshop on Non-Violent Communication on August 19, 2026 at the City Hall Building, Butuan City, where the Commission on Human Rights (CHR) Caraga, through its Promotion and Advocacy Division, served as the resources speakers.

These sessions form part of the gender sensitivity training where state actors under the basic concepts and principles of gender and development and gender equality, which the State is mandated to uphold as provided by the Republic Act No. 9710 or the Magna Carta of Women.
