The 17th Sangguniang Panlungsod approved today, during its 3rd Special Session, SP Resolution No. 17-444-2026 declaring the City of Butuan under a State of Calamity due to severe water supply disruption caused by an extreme dry spell.
The resolution was approved as the continuing water shortage has significantly affected residentsโ access to water across several barangays. Based on the Butuan City Water Districtโs September 4 report, 91,425 people are experiencing low-pressure to no-water service, as water availability continues to decline.
The water shortage is linked to the prevailing dry spell in Agusan del Norte, including Butuan City, which has experienced a significant rainfall deficit. The DOST-Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) confirmed the province under โDry Spellโ status as of August 23, 2026.
BCWD and the City Government have already implemented water rationing and other measures in affected areas. However, the resolution noted that these interventions remain insufficient as the shortage continues.
The State of Calamity declaration will allow the City Government and affected barangays to mobilize additional resources and access their Quick Response Funds for measures such as supply and installation of water tanks, tankers, pumps, filtration systems, and other needs for water distribution and rationing.
