𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗛𝗲𝗮𝗿𝗶𝗻𝗴 𝗼𝗻 𝗦𝗼𝗰𝗶𝗮𝗹 𝗪𝗲𝗹𝗳𝗮𝗿𝗲 | 𝗝𝘂𝗻𝗲 𝟭𝟱, 𝟮𝟬𝟮𝟲

Councilor Victor Plaza, Chairperson of the Committee on Social Welfare, presided over a committee hearing today, June 15, 2026, at SP Conference Room 5.

The Committee deliberated on the following matters:

1. Endorsement dated June 1, 2026, from Hon. Reynante B. Desiata, Acting City Mayor, requesting the passage of an SP Resolution authorizing the City Mayor to sign the Memorandum of Agreement (MOA) between the City Government of Butuan and the Department of Social Welfare and Development (DSWD) for the implementation of the Supplementary Feeding Program for Calendar Year 2026.

2. SP Ordinance No. 17-052-2025, authored by Hon. Sanchez, entitled: “An Ordinance Granting a Quarterly Localized Social Pension to Persons with Disabilities (PWDs) in the City of Butuan, Appropriating Funds Therefor, and for Other Purposes.”

3. SP Ordinance No. 17-024-2025, authored by Hon. Dabalos, entitled: “An Ordinance Institutionalizing Cost-Free Late Registration of Birth for Indigents in the City of Butuan, Providing Free Notarization Services for Documents Required Therefor Through the Barangay Civil Registrar System (BCRS), Allocating Funds Therefor, and for Other Purposes.”

4. SP Ordinance No. 17-036-2025, authored by Hon. Nalcot, entitled: “An Ordinance Providing Free Late Birth Registration Assistance in Butuan City, and for Other Purposes.”

5. Endorsement dated February 23, 2026, from Hon. Reynante B. Desiata, Acting City Mayor, requesting the passage of an ordinance providing free timely and delayed birth registration in Butuan City, including free notarization of supporting documents, subsidy for PSA Negative Certification, and the deputization of certain officials and personnel as Civil Registry Document Encoders.

6. Proposed SP Ordinance authored by Hon. Plaza, et al., entitled: “An Ordinance Institutionalizing Free Birth Registration Assistance in the City of Butuan for Timely and Delayed Registration of Births, Providing Support Services Therefor, and for Other Purposes.”

The committee thoroughly discussed the measures to ensure the continued delivery of social welfare services and to strengthen access to civil registration and social protection programs for the people of Butuan.

Padayon nga nag-abli ug bag-ong kahigayunan alang sa Persons with Disabilities (PWDs) sa Dakbayan sa Butuan pinaagi sa SPARK Program sa Department of Information and Communications Technology (DICT), diin anaa na sa ikaduhang adlaw sa screening ang mga aplikante nga gustong mahimong kabahin sa maong programa.

Ang SPARK Program usa ka mahinungdanong inisyatibo nga nagtumong sa paghatag ug digital skills, ICT knowledge, ug teknolohikal nga kahibalo aron mapalambo ang kapasidad sa mga PWDs ug maablihan ang dugang nga oportunidad sa edukasyon, panginabuhian, ug posible nga trabaho sa umaabot.

Makita ang dako nga kadasig ug determinasyon sa mga partisipante samtang nagpadayon sila sa proseso sa screening, usa ka lakang padulong sa ilang pagpalambo sa kaugalingon ug sa ilang pag-andam sa mas digital nga kalibutan.

Kini nga kalampusan nahimong posible pinaagi sa lig-on nga pakigtambayayong sa DICT Caraga ug sa City Government of Butuan pinaagi sa CSWDD-PDAO, ubos sa padayong suporta ni City Mayor Atty. Lawrence Lemuel H. Fortun, nga naghatag ug prayoridad sa mga programa alang sa sektor sa mga Persons with Disabilities.

Padayon ang paglig-on sa mga inisyatibo alang sa sektor sa Persons with Disabilities (PWDs) samtang gipahigayon ang 2nd Quarter Meeting sa Regional Committee on Disability Affairs (RCDA) sa Grand Palace Hotel, Butuan City, nga gipangulohan sa Department of Social Welfare and Development (DSWD) Field Office Caraga isip Chair sa RCDA.

Aktibong mipartisipar ang City Government of Butuan pinaagi sa CSWDD-PDAO, isip kabahin sa padayong paningkamot sa Dakbayan sa pagpalambo sa mga programa, polisiya, ug serbisyo nga naghatag ug patas nga oportunidad ug aksesibilidad alang sa mga PWDs.

Ang City Social Welfare and Development Department (CSWDD) malipayon nga nakiuban sa BISIGLETA 2026: Bike Ride and Fun Run Advocacy on Adoption and Alternative Child Care isip kabahin sa selebrasyon sa Adoption and Alternative Child Care Week (AACCW) 2026.

Pinaagi niining makahuluganon nga kalihokan, ang CSWDD kauban ang mga advocates, pamilya, ug mga katuwang sa komunidad naghiusa sa pagpataas sa kahibalo mahitungod sa kamahinungdanon sa paghatag sa matag bata og luwas, mahigugmaon, ug permanente nga pamilya.

Ang CSWDD padayon nga nag-awhag sa mga interesado sa pagsunod sa husto ug legal nga proseso sa adoption ug alternative child care aron masiguro ang kaayohan, proteksyon, ug labing maayong interes sa matag bata.

Usa ka malampusong Parent Orientation ang gipahigayon sa TAWAG Center (Tuloy Aral Walang Sagabal) diin nagkahiusa ug naorganisa ang mga ginikanan aron mas masabtan ang programa, mga serbisyo, ug ang importante nilang papel sa pagpalambo sa kahimtang sa ilang mga anak.

Dako ang kalipay sa mga ginikanan tungod kay adunay usa na usab ka plataporma diin sila mahimong magtinabangay, magbahin sa ilang mga kasinatian, ug magpalig-on sa suporta alang sa ilang mga kabataan. Pinaagi niini, dili lamang ang mga bata ang ginatabangan kondili apil usab ang ilang mga pamilya nga mahatagan ug hustong giya ug kahibalo sa pag-atiman ug pagpalambo sa ilang potensyal.

💙 Kung ang pamilya lig-on, mas lig-on usab ang kaugmaon sa bata. Sa TAWAG Center, dili lamang mga bata ang ginatabangan—ginapalig-on usab ang mga ginikanan aron mahimong kabahin sa matag kalampusan sa ilang anak.
