The Regional Peace and Order Council (RPOC) XIII discussed measures to strengthen student safety and security amid concerns following recent school violence.

The council discussed the DepEd Caraga Studentsโ€™ Safety and Security Action Plan during its 3rd Quarter Full Council Meeting on September 2, 2026.

Held at Villa Maria Luisa Hotel in Tandag City, the meeting brought together council members to address emerging public safety concerns.

The action plan includes police visibility around schools and the establishment of Police Assistance Desks to strengthen security presence.

It also identifies barangay tanodsโ€™ support for school perimeter security and traffic management as part of the proposed measures.

Security checks and measures addressing prohibited items in schools were also discussed under the action plan.

The measures aim to strengthen coordination among schools, police, barangays, and other stakeholders in addressing student safety concerns.

The council also passed a resolution deferring the conduct of the School Safety Drill in Caraga pending further study.

The study will consider the potential psychological and mental health effects of the drill on learners following recent incidents of school violence.

The councilโ€™s discussion formed part of broader measures addressing public safety, crime prevention, anti-criminality, and community-oriented policing in the region.

The meeting was chaired by Hon. Johnny T. Pimentel, Governor of Surigao del Sur and RPOC XIII Chairperson.

New PNP Caraga Regional Director PBGEN Rolindo M. Suguilon was also introduced and took his oath as RPOC XIII Vice Chairperson.

The council also discussed the Cyberbullying Situation across Caraga and measures to strengthen awareness, prevention, and collaborative action to protect children and young people.

Other matters included anti-insurgency, anti-extortion, and the Peace and Security Sustainment Plan โ€œMalungtarung Kalinaw.โ€

The DILG Caraga strengthened Management of the Dead and Missing (MDM) readiness in Cortes and Lanuza through a three-day training on August 26โ€“28, 2026.

The training was held at the Watergate Pavilion in Butuan City and prepared designated personnel for their respective LGU MDM groups.

The participants represented key local offices and response agencies whose functions contribute to different stages of MDM operations.

These included the PNP, BFP, MDRRMO, DILG Field Office, MHO, MSWDO, GSO, MEO, LCR and a representative from volunteer groups.

Their roles support the MDM process covering search and retrieval, disaster victim identification, missing-person reporting, bereaved-family management, and final disposition of the dead.

The training was conducted following LGU Cortes' request for technical assistance after a landslide during Typhoon Basyang caused one casualty.

The MDM emphasizes coordination among government facilities and stakeholders at national and local levels.

Sessions covered MDM policies, regulations, and its integration into the Philippine Disaster Risk Reduction and Management System.

Participants also discussed the National Disaster Response Plan, Incident Command System, and the MDM procedures and reporting.

DILG Caraga resource persons included LGOO VI Jason Ryan R. Lam, LGOO V Dustin B. Albos, and LGOO VI Don Manuelo O. Patrimonio.

Resource persons from PNP, DSWD, and DOH also contributed to the training sessions.

Participants conducted practical exercises on tagging and photo documentation during the training.

A simulation exercise also allowed participants to apply MDM procedures in an operational setting.

The MDM Training emphasizes practical exercises and demonstrations to help participants apply procedures during actual disaster operations.

The training strengthened the knowledge and operational capacity of personnel who will form part of the MDM groups in Cortes and Lanuza.

Through the activity, DILG Caraga provided technical assistance to strengthen local preparedness, coordination, and response capacity for MDM operations.

The initiative supports the establishment of trained local MDM teams capable of responding to emergencies and disasters.

LTIA 2026 ONSITE VALIDATION REACHES BRGY. JUSTINIANA EDERA, SAN JOSE, PROVINCE OF DINAGAT ISLANDS

The National Board of Judges (NBOJ) conducted the 2026 Lupong Tagapamayapa Incentives Award (LTIA) Onsite Validation at Barangay Justiniana Edera, Municipality of San Jose, Province of Dinagat Islands on August 27, 2026, as part of the assessment of the regionโ€™s national finalist.

The DILG Provincial Office of Dinagat Islands, under the leadership of Provincial Director John Reyl L. Mosquito took an active role in facilitating and supporting the conduct of the LTIA Onsite Validation, in close coordination with the DILG Regional Office XIII โ€“ Caraga represented by some of the regional personnel and the National Board of Judges (NBOJ). The Provincial Office team, led by LGOO VI Julius Philip B. De Guzman, provided the necessary coordination and on-site assistance to ensure the smooth and orderly conduct of the validation activity.

Also extending valuable support was Municipal Local Government Operations Officer (MLGOO) Donna Dial D. Madelo of the Municipality of San Jose, whose continued mentorship and technical assistance to the Lupong Tagapamayapa contributed to the barangayโ€™s preparation for the validation.

Spearheading the barangayโ€™s Lupon was Lupon Chair Hon. Modesto Claro C. Salo Jr., together with the members of the Lupong Tagapamayapa. The validation involved comprehensive document scanning and review, verification of supporting documents and IEC materials, and a closed-door interview with the barangayโ€™s Lupon representatives.

The NBOJ meticulously examined the submitted documents and IEC materials to assess their legitimacy, completeness, and consistency with the barangayโ€™s reported accomplishments and established practices in implementing the Katarungang Pambarangay.

Adding distinction to the occasion, Barangay Justiniana Edera is a first-time LTIA awardee, reflecting its sustained commitment to strengthening barangay justice mechanisms, promoting peaceful and amicable dispute resolution, and fostering harmony within the community.

Beyond the assessment, the onsite validation provided an avenue to recognize the barangayโ€™s good practices and encourage the continued enhancement of its Katarungang Pambarangay mechanisms. It likewise reinforces the importance of empowering local communities to provide accessible, responsive, and effective avenues for the peaceful settlement of disputes.

With its experience and established track record in the LTIA, Barangay Justiniana Edera demonstrated its commitment to excellence in barangay justice, carrying with it the pride of San Jose and the Province of Dinagat Islands as it represents the Caraga Region at the national level.

As part of the visit, the NBOJ and the DILG team were also given the opportunity to experience the natural beauty and distinct charm of the Province of Dinagat Islandsโ€”a province known for its breathtaking islands, pristine coastal landscapes, rich marine resources, and warm hospitality. The experience provided a meaningful complement to the official undertaking, showcasing not only the excellence of its local governance but also the remarkable beauty and character of the communities that make up the province.

RTF-ELCAC REGION XIII SETS STRATEGIC DIRECTION FOR SUSTAINED PEACE AND DEVELOPMENT

The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Region XIII convened its 1st Full Council Meeting for CY 2026 on August 27, 2026, in Butuan City. Department of Agriculture Assistant Secretary James Layog represented Cabinet Officer for Regional Development and Security (CORDS) Secretary Francisco P. Tiu-Laurel, Jr. to provide strategic guidance for the council.

Discussions anchored on the CORDSโ€™ directive to protect peace gains and translate them into sustainable development and meaningful economic opportunities. This framework emphasizes genuine agency convergence, measurable outcomes, sustainable local economies, and resilient, self-reliant communities.

Furthermore, the Task Force is directed to formulate the Caraga Peace and Development Convergence Plan for 2027. The plan aims to directly address socioeconomic vulnerabilities alongside peace and security priorities through targeted government investments and measurable community impact.

Barangay Libas of Jabonga, Agusan del Norte represented the Caraga Region as its national finalist under the 2nd Class Municipality category of the 2026 Lupong Tagapamayapa Incentives Award (LTIA).

The Department of the Interior and Local Government (DILG) Caraga, together with the National Board of Judges (NBOJ), conducted the onsite validation in Barangay Libas on August 26, 2026.

The same national validating team that conducted the LTIA 2026 onsite validation in Barangay Baan Km. 3 also conducted the validation in Barangay Libas.

The validation assessed the Lupon Tagapamayapa's implementation of the Katarungang Pambarangay, particularly its efforts to promote peaceful, accessible, and amicable settlement of disputes.

The activity provided Barangay Libas with an opportunity to showcase its practices and accomplishments in community-based justice as it competes at the national level.

The validation was supported by the DILG Agusan del Norte Team led by Provincial Director Ellen Vee P. Chua.

The team included LTIA Provincial Focal Person LGOO III Karina Angelica R. Meorom, Municipal Local Government Operations Officer (MLGOO) Jaimelyn S. Cobrado, and MLGOO Karolus Joseph A. Fuertes.

For Barangay Libas, the national-level validation marked its first experience at this stage of the LTIA.

The activity also provided an avenue for its Lupon members and barangay officials to reflect on their accomplishments and strengthen their community-based justice mechanisms.

The onsite validation forms part of the LTIA process for recognizing exemplary Lupong Tagapamayapa and encouraging barangays to continuously improve their Katarungang Pambarangay mechanisms.

Barangay Libas' participation in the national-level validation highlights the efforts of its Lupon Tagapamayapa and barangay officials in implementing community-based dispute settlement in Jabonga.
