The Philippine Plan of Action for Nutrition (PPAN) 2023โ2028 Alignment and Advocacy Strategies Forum and Workshop on Integrating Nutrition Projects, Programs, and Activities (PPAs) in the 2027 Annual Investment Program (AIP) Batch 1 was successfully conducted on May 19โ20, 2026 at Epiphany Grill, Sta. Monica, Surigao del Norte.
The two-day activity gathered representatives from the municipalities of Siargao Island to strengthen local nutrition planning, budgeting, and implementation aligned with the PPAN 2023โ2028 framework. The workshop also aimed to enhance the capacities of Local Government Units (LGUs) in integrating nutrition-responsive PPAs into their respective 2027 Annual Investment Programs.
The program formally opened with a welcome message from the Municipal Mayor of Sta. Monica, Hon. Ricardo Lasco, who warmly welcomed the participants and emphasized the importance of collaborative efforts in addressing nutrition concerns across the province. Following the welcome message, PDO I Asube facilitated the acknowledgment of participants, recognizing the attendance and active participation of all municipalities from Siargao Island in the activity.
One of the highlights of the morning session was the presentation on the functionality of the Local Nutrition Committee (LNC) and the status of the Local Nutrition Action Plan (LNAP) in Surigao del Norte. The discussion was delivered by District Nutrition Program Coordinator Daisy Glenn Masillones, RND, who provided updates on the current nutrition initiatives and implementation status in the province.
Subsequently, Nutrition Officer III Leah Vina P. Vargas presented an overview of the Philippine Plan of Action for Nutrition (PPAN) 2023โ2028, discussing its goals, strategic directions, and relevance in guiding local nutrition interventions.
The participants also gained valuable insights from LGOO VI Jhofunny T. Peรฑa of the Department of the Interior and Local Government (DILG), who presented DILG Memorandum Circular No. 2024-071 in an engaging and interactive manner.
Thereafter, Nutrition Officer II Ramoco discussed the basis, references, and rationale for the formulation of the Local Nutrition Action Plan (LNAP), emphasizing the significance of evidence-based planning and data-driven interventions.
In the afternoon session of Day 1, selected LGUs voluntarily presented their OPT Plus Reports for the first quarter of 2026.
Participating LGUs included Del Carmen, San Benito, Burgos, and Pilar. The presentations showcased the nutrition situations and challenges experienced by their respective municipalities.
Following the presentations, participants engaged in a workshop activity focused on formulating a problem tree analysis tailored to their municipalityโs nutrition situation based on their OPT Plus results. The activity enabled participants to identify root causes and contributing factors affecting nutrition outcomes in their communities.
PDO I Asube then facilitated a session on outcome target setting, where participants were guided on how to formulate realistic and responsive outcome targets suited to their local nutrition situations. This was followed by the identification of appropriate nutrition-related Projects, Programs, and Activities (PPAs), discussed by NO II Ramoco.
Day 2 commenced with a discussion on LNAP budgeting presented by NO III Vargas, focusing on the allocation of resources and the integration of nutrition PPAs into the LGUsโ Annual Investment Program.
Another notable part of the program was the presentation from Kolekbibo, a non-government organization based in Burgos, Siargao Island, Surigao del Norte. Represented by its founder, Ms. Michelle Villarosa, the organization introduced its various nutrition and wellness initiatives aimed at supporting communities in North Siargao.
The workshop continued with a discussion on monitoring and evaluation facilitated by NO II Ramoco, emphasizing the importance of tracking progress and assessing the effectiveness of nutrition interventions. PDO I Asube then discussed the re-entry plan and commitment setting to ensure the continuity and application of learnings upon the participantsโ return to their respective LGUs.
The activity concluded with the awarding of certificates to the participants, followed by the closing remarks delivered by NO III Vargas, who expressed appreciation to all attendees and encouraged continued collaboration in strengthening local nutrition governance and programs.
The successful conduct of the PPAN 2023โ2028 Alignment and Advocacy Strategies Forum and Workshop reflects the commitment of local stakeholders, partner agencies, and LGUs in advancing nutrition-responsive governance and improving the nutrition situation in Siargao Island municipalities.
