Five aspiring entrepreneur-seafarers from across the Caraga Region showcased their innovative business concepts during the LIKHAng Marino Regional Screening held on August 5, 2026, at the Department of Migrant Workers (DMW) Regional Office XIII (Caraga). The whole-day activity served as the regional deliberation for the Department's LIKHAng Marino Business Plan Competition, where participants presented their proposed enterprises before a panel of evaluators for a chance to represent Caraga at the national competition.

The five participants comprised three (3) applicants from Butuan City, one (1) from Bislig City, Surigao del Sur, and one (1) from Jabonga, Agusan del Norte. Their business proposals reflected a diverse range of industries, including agriculture, technology-based enterprises, and other innovative livelihood ventures, demonstrating the entrepreneurial potential of Filipino seafarers as they prepare for sustainable careers beyond overseas employment.

The presentations were evaluated by a panel composed of DMW Caraga officials, namely Mr. Eval B. Makinano, Welfare and Reintegration Services Division Chief; Mr. Anthony C. Fuentes, Migrant Workers Protection Division Chief; and Ms. Marissa A. Garay, Supervising Labor and Employment Officer of the Migrant Workers Processing Division. Joining them as external evaluators were Mr. Clarence Malbasias, Agriculturist II of the Department of Agriculture Regional Office XIII; Mr. Juniel Paran, P3 Coordinator of SB Corporation; and Ms. Lyza D. Trapal, Senior Trade-Industry Development Specialist of DTI Caraga, whose expertise ensured a comprehensive assessment of the participants' business viability, innovation, and sustainability.

The participant who emerges as the LIKHAng Marino Regional Winner will receive a โ‚ฑ100,000.00 cash prize and earn the opportunity to represent the Caraga Region in the National LIKHAng Marino Business Plan Competition. Through this initiative, DMW continues to empower Overseas Filipino Worker (OFW) seafarers by fostering entrepreneurship, encouraging innovation, and supporting the development of sustainable livelihood opportunities that contribute to their long-term economic resilience.

As part of the Trabaho Butuan Job Fair, the Department of Migrant Workers (DMW) Regional Office XIII (Caraga) provided One-Stop Shop services to walk-in clients and jobseekers while monitoring three (3) licensed recruitment agencies offering overseas employment opportunities. Held on August 1, 2026, at SM City Butuan and organized by the Local Government Unit (LGU) of Butuan City, the activity reaffirmed the Department's commitment to promoting safe, legal, and ethical migration.

During the event, DMW Caraga monitored the participating licensed recruitment agencies to ensure compliance with existing laws, rules, and regulations governing overseas recruitment and to help protect aspiring Overseas Filipino Workers (OFWs) from illegal recruitment and other unauthorized recruitment activities. Through its One-Stop Shop booth, prospective OFWs received employment-related information, guidance on overseas employment procedures, and assistance on the Department's frontline programs and services. DMW personnel also strengthened its Anti-Illegal Recruitment campaign by reminding clients to observe the "Apat Dapat": apply only through DMW-licensed recruitment agencies, verify approved job orders, transact directly with the agency's office, and always secure an official receipt for any payment or submitted documents.

Representing DMW Caraga were Ms. Marissa A. Garay, Supervising Labor and Employment Officer, and Ms. Anne Jane M. Hallasgo, Senior Labor and Employment Officer, who assisted clients, addressed inquiries, and coordinated with stakeholders throughout the activity to ensure the efficient delivery of services.

Through its participation in the Trabaho Butuan Job Fair, DMW Caraga continues to strengthen its collaboration with local government units and partners in expanding access to legitimate overseas employment opportunities while equipping aspiring OFWs with reliable information and essential government services that promote informed, safe, and responsible migration.

A total of 33 Overseas Filipino Workers (OFWs) attended the Financial Awareness Seminarโ€“Small Business Management Training (FAS-SBMT) conducted by the Department of Migrant Workers (DMW) Regional Office XIII, through its Welfare and Reintegration Services Division (WRSD), on July 31, 2026, at the DMW Regional Office XIII Conference Hall in Butuan City as part of the Department's reintegration initiatives.

One of the participants, Ms. Jennifer R. Silvoza of Tago, Surigao del Sur, a single mother, shared her plans to return home permanently to focus on her family and livelihood. She currently manages a hog-raising business and joined the seminar to strengthen her financial and entrepreneurial skills to sustain and expand her enterprise. She emphasized that while working abroad offers financial opportunities, nothing compares to being with her child and family in the Philippines.

The activity aimed to equip OFWs with the knowledge and skills necessary to manage their finances effectively and prepare them for entrepreneurship opportunities as they transition to life back home. The FAS-SBMT forms part of DMW's Reintegration Program, which supports OFWs who have decided to permanently return to the Philippines and establish sustainable livelihoods within their communities.

The seminar featured discussions from WRSD officers who served as resource speakers. Ms. Berly S. Polinar, Labor and Employment Officer III, discussed the fundamentals of financial literacy, emphasizing the importance of proper financial planning and responsible money management. Senior Labor and Employment Officer Ms. Anne Jane M. Hallasgo shared valuable insights on entrepreneurship, encouraging participants to explore business opportunities that align with their interests and capabilities.

Meanwhile, Labor and Employment Officer I Mr. Regie B. Lagramada discussed business plan preparation, the proper accomplishment of business plan forms, and the required business-related training programs offered by accredited training providers, including TESDA, for applicants seeking assistance under the Enhanced Livelihood Program for Overseas Filipino Workers Reintegration (ELPOR).

Through the FAS-SBMT, participants gained knowledge on establishing small businesses and the support mechanisms available under DMW's reintegration programs, equipping them with the skills and opportunities needed to build sustainable livelihoods and achieve a successful transition back home.

On July 24, 2026, the Department of Migrant Workers (DMW) Caraga strengthened its advocacy on safe migration and protection against illegal recruitment and trafficking in persons among barangay officials and personnel through the conduct of a Pre-Employment Orientation Seminar (PEOS) and Anti-Illegal Recruitment and Trafficking in Persons (AIRTIP) Seminar held at the Lupon Office, Barangay Ambago Hall, Butuan City.

Ms. Cherryl C. Oculam, Senior LEO of DMW Caraga, served as the resource speaker for the activity. The PEOS and AIRTIP sessions aimed to equip barangay officials and personnel with knowledge on the safe and proper processes for overseas employment, emphasizing the importance of being well-informed to prevent illegal recruitment, trafficking in persons, and other employment-related risks.

The activity was attended by 23 Barangay Officials, Personnel and Lupon members, whose active participation reflected their commitment to promoting safe migration and protecting their communities from illegal recruitment.

Ms. Mary Grace B. Tejada, 42, of Butuan City, is a former Overseas Filipino Worker (OFW) in Saudi Arabia who has successfully fulfilled her dream of becoming a public school teacher through the Department of Migrant Workersโ€™ Sa Pinas Ikaw ang Maโ€™am at Sir (SPIMS) Program (Batch 47, Year 2024).

Before joining the program, Ms. Tejada worked as a domestic helper abroad to provide for her family, enduring long hours of work and years of separation from her children. Despite the challenges, she remained determined to pursue her dream of teaching in the Philippines.

Through the SPIMS Program, she was given the opportunity and support to return home and start a new chapter in her life. Today, she has been serving as a Teacher I at Daan Taligaman Elementary School for almost three years. Her stable employment has enabled her to build a house, support the college education of her two children, and provide a better future for her family.

Ms. Tejada's journey is a testament to the life-changing impact of the SPIMS Program. Her story serves as an inspiration to fellow OFWs that with perseverance and the right support, it is possible to come home, pursue one's passion, and make a meaningful contribution to the country.
