BFAR Caraga Holds Regional Orientation on New Aquasurvey Form and CY 2026 Programs

The Bureau of Fisheries and Aquatic Resources (BFAR) Caraga, through the Fisheries Production and Support Services Division and the Planning, Monitoring and Evaluation Unit, successfully conducted a series of Orientation Workshops on the New Aquasurvey Form and BFAR CY 2026 Programs across the five provinces of the Caraga Region.

The workshops were held on the following dates and venues:
• February 18, 2026 – Butuan City, Agusan del Norte
• February 19, 2026 – Patin-ay, Prosperidad, Agusan del Sur
• February 25, 2026 – San Jose, Dinagat Islands
• February 26, 2026 – Surigao City, Surigao del Norte
• March 3, 2026 – Tandag City, Surigao del Sur

The activity gathered LGU Fishery Technicians, Municipal/City Agriculturists, and personnel from Provincial Agriculture Offices, in coordination with the concerned Provincial Fisheries Offices.

The orientation aimed to strengthen the collection of reliable and evidence-based aquaculture data through the new Aquasurvey Form, which serves as a vital tool for aquafarm inventory, registration, monitoring, and planning of fisheries programs and interventions. Accurate data generation supports informed decision-making, program implementation, and policy development to further advance the aquaculture sector in the region.

Key highlights of the activity included:
• Presentation of BFAR Caraga CY 2026 priority programs and provincial fisheries initiatives
• Discussion on the salient features of Good Aquaculture Practices (GAqP)
• Orientation on guidelines, legal basis, requirements, and procedures for aquafarm registration and certification, particularly for shrimp, tilapia, and Australian Redclaw Crayfish (ARC)
• Workshop and discussion on the new Aquasurvey Form
• Review of LGU monthly reporting status, issues, and operational concerns

During this month, the hatchery conducted stocking, release, and distribution of catfish and tilapia fry to beneficiaries in Jabonga and other areas across Caraga. BAROBO, Surigao del Sur — Construction of a Legislated Multi-Species Marine Hatchery officially commenced on February 26, 2026, following a groundbreaking ceremony in Barangay Sua, signaling a major boost to aquaculture development in the province.

The project, which aims to strengthen local fisheries production and secure a sustainable supply of quality fry and fingerlings, is seen as a strategic investment to support coastal livelihoods and enhance food security in Surigao del Sur.

The ceremony was led by the Local Government Unit of Barobo under municipal mayor Ronito Martizano, who underscored the importance of infrastructure-driven support for fisherfolk and aquaculture stakeholders. Joining the event was former mayor Joey Pama, now a member of the Sangguniang Panlalawigan of Surigao del Sur, along with other municipal officials and personnel, reaffirming the province’s strong backing for the initiative.

The Department of Agriculture – Bureau of Fisheries and Aquatic Resources in Caraga, headed by regional director Omnia B. Olama, was represented by Julius Sabino, provincial fisheries officer for Surigao del Sur; OIC-FMRED Edgardo Balambao; and project engineer Mark Retep Lozada.

Officials said the hatchery is expected to play a crucial role in enhancing fisheries productivity by ensuring a steady and reliable seed supply for various high-value marine species. The facility will also serve as a support mechanism for local aquaculture operators, reducing dependence on external sources and stabilizing production inputs.

Once operational, the multi-species marine hatchery is projected to contribute to increased fish production, improved income opportunities for fisherfolk, and strengthened resilience of coastal communities across the province.

Stakeholders described the groundbreaking as a collaborative milestone between national and local governments, reflecting a unified push toward sustainable aquaculture development in Surigao del Sur. #

On February 23, 2026, the 2nd Regional Construction Management Group and Technical Working Group (TWG) Meeting for the Legislated Hatcheries (LH) Projects in Caraga CY 2026 was conducted at the Masao Aquaculture Center, Butuan City.

The meeting was presided over by the BFAR Caraga TWG for LH projects, led by Regional Director Omnia Olama. Representatives from various LGUs with ongoing Legislated Hatchery projects were in attendance, together with project contractors. For the LH Talacogon project, Mayor Paulene Marie Masendo of Talacogon was present.

The meeting served as a formal platform to present progress reports, assess the status of ongoing LH projects across the region, identify issues and concerns, and formulate collaborative recommendations to ensure timely and efficient implementation.

BENCHMARKING AND TRAINING ON MULTI-SPECIES MARINE HATCHERY OPERATIONS

From February 18 to 28, 2026, the technical teams of the Legislated Hatcheries of Lingig, Hinatuan, and Del Carmen completed an intensive 10-day benchmarking and training program at the Sagay Multi-Species Hatchery. Supported by BFAR Caraga, the activity aimed to strengthen operational capacity and enhance the technical self-sufficiency of the region’s legislated hatcheries.

The program provided a comprehensive and practical immersion into the biological and logistical foundations of aquaculture. Participants underwent the full production cycle from laboratory-scale microalgae cultivation to outdoor mass production, larval rearing, and post-harvest handling.

In the Phycology Laboratory, the team focused on establishing pure cultures of Nannochloropsis spp., recognizing sterile starter cultures as the cornerstone of the hatchery food chain. They then transitioned to outdoor scaling of algae and rotifer production, emphasizing the strict monitoring of water parameters such as pH and salinity to maintain consistent, high-density live feed despite environmental fluctuations.

Hands-on sessions also covered proper egg handling and larval rearing techniques, highlighting stress minimization and precise synchronization of feeding with hatching cycles. The training concluded with strict biosecurity protocols in harvesting and packing to ensure high survival rates during transport.

This benchmarking activity has equipped the teams from Lingig, Hinatuan, and Del Carmen with essential practical skills to sustain productive, efficient, and biosecure hatchery operations in their respective municipalities.

The LH Caraga extends its deepest gratitude to BFAR Caraga for its unwavering support and to the management and technical staff of the BFAR Northern Mindanao- Sagay Multi-Species Hatchery for their invaluable mentorship. The knowledge shared particularly in natural food production and larval rearing has significantly strengthened the professional competence of LH personnel and reinforced their commitment to advancing local fisheries and coastal community development.

The purpose of the said appearance was to present the overview and conceptual framework for the implementation of the legislated hatchery to the Local Government Unit of Carmen. And to assist the LGU in preparing the necessary counterpart commitments and preparatory measures, should the proposed House Bill enacted into a Republic Act.
