[PBD NEWS] DAR, CDA Conduct ARBO Caravan, Strengthening Access to Agrarian Reform Support Services for ARBs
The Cabagan Farmers Agrarian Reform Cooperative (CFARC), led by BOD Chairman Rofred Racho and BOD Member Alexander Malsi, actively participated in the two-day Agrarian Reform Beneficiaries Organizations (ARBOs) Caravan held on September 1–2, 2026, at JAPI Hotel, Cauayan City, Isabela.
CFARC is a former farmers’ association that has transformed into a cooperative, starting with 50 initial members. As part of its organizational development, its officers and members underwent the online Pre-Registration Seminar (PRS) conducted by the Cooperative Development Authority (CDA) on April 12 and 20, 2026, at Barangay San Antonio, Cabagan, Isabela.
During the caravan, participating ARBOs, together with Support to Parcelization of Lands for Individual Titling (SPLIT) beneficiaries, had the opportunity to learn about the various programs, services, and assistance offered by the Department’s partner agencies, including the Department of Trade and Industry (DTI), Technical Education and Skills Development Authority (TESDA), Bureau of Internal Revenue (BIR), Cooperative Development Authority (CDA), Land Bank of the Philippines (LANDBANK), PhilHealth, Cooperative Bank of Cagayan, and other partner institutions.
The activity served as a valuable platform for ARBOs and ARBs to gain firsthand information on government programs and services while strengthening their linkages with agencies that can provide assistance in organizational development, financial services, skills training, health protection, agricultural productivity, and other support interventions.
DAR Undersecretary for Support Services Office Josef Angelo S. Martires, CESO II served as the guest speaker during the activity. In his message, Usec. Martires emphasized that while the Department provides land tenure improvement, land titles, and legal services, these alone are not enough to fully uplift the lives of agrarian reform beneficiaries.
He stressed the importance of providing appropriate support services to make the land productive, enhance the livelihood opportunities of ARBs, and improve their overall quality of life.
Adding significance to the activity, Usec. Martires, Regional Director Primo C. Lara, CDA Regional Director Atty. Jovelyn Gaffud-Marquez, together with other DAR officials, formally handed over the Certificates of Registration (CORs) to 46 newly organized and transformed cooperatives, marking an important milestone in their journey toward stronger and more sustainable organizations.
Among the newly registered cooperatives was CFARC, whose successful registration was made possible through the dedicated assistance of Agrarian Reform Program Officer I/Development Facilitator of the Cabagan–Santa Maria Cluster Aya Vanessa R. Auayang and Senior Agrarian Reform Program Technologist Aries G. Mallannao. They facilitated and completed the necessary documentary requirements and activities leading to the cooperative’s successful registration.
The participation of CFARC in the ARBOs Caravan reflects its continuing commitment to strengthening its organization, expanding access to government programs and services, and creating greater opportunities for its members.
Through stronger ARBOs, empowered ARBs, and sustained convergence among government agencies and development partners, the vision of productive land, sustainable livelihoods, and improved quality of life for agrarian reform beneficiaries becomes more attainable.
Congratulations, CFARC, on this important milestone toward building a stronger, more sustainable, and empowered cooperative!
